【新唐人2012年6月20日訊】6月18號在重慶黨代會上，中共中央政治局委員，重慶市委書記張德江在講話中，兩次提到薄熙來時都稱他為同志。分析認為，張德江過去是江澤民的人，在薄熙來倒臺時很快就表態支持胡溫，而這次張德江與溫家寶在今年「兩會」記者會上的講話「不同調」，顯示張沒有真正與江派切割，並且還向溫家寶叫板。
在中共重慶代表大會上張德江說，「王立軍事件、尼爾•伍德死亡案件和薄熙來同志嚴重違紀問題，給黨和國家形象帶來很大損害，給重慶改革發展造成嚴重影響。」「要把重慶近五年取得的成績和廣大幹部群眾付出的艱辛努力與王立軍事件、尼爾•伍德死亡案件和薄熙來同志嚴重違紀問題嚴格區別開來」。
據了解，薄熙來、王立軍事件發生後，江系以拋棄薄熙來為籌碼，調派江系人馬張德江接任薄熙來的重慶市長職務。中共決定對薄立案調查時，張德江馬上表態「與以胡錦濤為總書記的黨中央保持高度一致」。但有消息指稱，在「倒薄打周」的問題上，張德江態度曖昧。
溫家寶在今年「兩會」記者會上提出，如果政治改革停步不前，文革的悲劇就有可能重演，溫家寶兩次提及否定「文革」、「左傾」錯誤，溫家寶罕見的嚴厲批評了當時的重慶當局，並誓言要嚴格辦案。
外界分析，這次張德江與溫家寶在記者會上的講話「不同調」，顯示並沒有真正和江派切割，並且還更進一步的向溫家寶叫板。
香港《南華早報》北京分社社長黃忠清向「BBC中文網」表示，在薄熙來被免職的幾個月後，身為中央政治局委員的張德江，仍然稱呼薄為「同志」，顯示中共為了穩定大局在縮小范圍。
時事評論員吳建國認為，張德江在暗示對薄熙來的處理，可能只給個甚麼處分就不了了之了，這個處理方式顯然不是胡溫的原意，至少不是溫家寶的原意。
吳建國：「出現這種現象有兩種可能，一種可能是胡溫為了所謂的穩定，保全自己，或許血債派還做了某些讓步，那麼就達成這樣的妥協。另外一種可能就是，血債派還有權勢，胡溫還很難拿下血債派，所以不得不做出這樣的妥協。」
旅美中國社會問題研究人士張健：「（張德江）他在這個期間，也可能用自己的一種方式，來保自己的位置，或者說是也是來更加高層內部的一種授權一種暗示，來告訴大家，薄熙來可能還會有戲，可能在薄熙來這一派系的人馬當中，仍然還掌握著很多實權。」
據了解，張德江牽涉多起貪腐大案，上百億財務黑洞的「深圳航空收購案」，張德江就脫不了干係，「深圳航空收購案」黑幕就如當年的「廈門遠華走私案」一樣，牽動了中共高層政治的神經。「深航」老闆李澤源在趙南起上將的支持下起家，當時張德江就是李澤源的大後臺。
張健：「因為你看現在中共體制內，所有掌握權利的這些人，有一個不貪的嗎﹖有一個不腐敗的嗎﹖有一個不墮落的嗎﹖他們在中共邪惡的大染缸裡面，這樣染來染去，大家看出來那其實就是一種魔鬼，一種要下地獄的一種先兆。他們之間互相稱為同志，我認為這是理所應當的。」
英國《電訊報》則認為，張德江這番講話似乎是為薄熙來事件劃線定調，暗示重慶市政策上不會有根本性的轉變。
不過，今年6月，香港《開放》雜誌發表姜維平的文章指出，薄案的處理中共高層團結一致，不會「軟著陸」，翻不了案。將會「雙開」和重判，薄家族的嚴重罪行，還有驚人的內幕。掃除障礙後，胡溫習李將開啟政改新局。

Is Zhang Dejiang Opposing Wen Jiabao?
Zhang Calls Bo Xilai “Comrade”
On June 18, Zhang Dejiang, twice referred to recently ousted
Bo Xilai as “Comrade” in his speech at Chongqing Congress.
Zhang is a member of the Central Political Bureau,
and party secretary in Chongqing.
According to analysts, Zhang Dejiang
was from Jiang Zemin’s faction.
However, he swore to support
Hu and Wen after Bo’s downfall.
Zhang’s speech contrasts with that of Wen Jiabao
during a press conference at the Two Congresses.
This indicates Zhang hasn’t detached himself completely
from Jiang’s faction, and may even oppose Wen Jiabao.
At the Chongqing Congress, Zhang Dejiang commented
that the “Wang Lijun event, murder of Neil Heywood,
and 『Comrade』 Bo Xilai’s severe disciplinary problems,
have hurt both the party and nation’s image badly.
They have seriously affected the future
development of Chongqing.
We should distinguish the achievement by Chongqing’s
cadres and people in the last five years from the issues of Wang Lijun, and Comrade Bo Xilai.”
It is reported that after Bo Xilai’s and Wang Lijun’s downfall,
Jiang’s faction discarded Bo and dispatched Zhang Dejiang
(from Jiang’s faction) to replace Bo as Chongqing’s mayor.
After the central CCP decided to investigate Bo’s case,
Zhang Dejiang immediately claimed “to maintain a high
degree of unity with the central party led by Hu Jintao.”
However, recent information says Zhang Dejiang’s
attitude towards “Bo and Zhou’s punishment” is unclear.
Wen Jiabao said at a press conference during this year’s
Two Congresses that if political reform stagnates,
the tragedy of the Cultural Revolution might happen again.
Wen negated “the Cultural Revolution”
and “leftist mistakes” twice.
He criticized the Chongqing government
and vowed to handle the case strictly.
According to outside analysis, the conflicting speeches
of Zhang Dejiang and Wen Jiabao shows
Zhang has not detached himself completely
from Jiang’s faction and may even oppose Wen Jiabao.
Wong Chung-Ching, Beijing Branch Chief for Hong Kong’s
South China Morning Post spoke to BBC Chinese.
Several months after Bo Xilai’s downfall, Zhang Dejiang,
as a member of the Central Political Bureau, still called Bo Xilai “comrade.”
This indicates that the CCP wants to maintain stability
by the reducing the effects of these events.
Wu Jianguo, a current affairs commentator, said Zhang
was suggesting that Bo Xilai might only be punished slightly.
Obviously this is not what Hu and Wen intended,
or at least not what Wen Jiabao intends.
Wu Jianguo: “This might be for two reasons.
One is that Hu and Wen might compromise with
the blood-debt faction, to maintain stability.
The other is that the blood-debt faction is still too powerful
to be removed, and Hu and Wen have to compromise.”
Zhang Jian, China expert: “At this point, he (Zhang Dejiang)
might be using his own way to maintain his position.
He might also be acting under high-level instruction to tell
people that Bo Xilai might still keep power in Jiang’s faction, and that it is not completely hopeless.”
It is reported that Zhang Dejiang was involved in several
cases of corruption, such as “the Shenzhen Airlines Case.”
The inside story of “Shenzhen Airlines,” similar
to the Xiamen Yuanhua Smuggling Case a few years ago,
causes nervousness among high-level CCP officials.
Officer Zhao Nanqi used to help Li Zeyuan, owner
of Shenzhen Airlines.
This was to established his business,
with the support from Zhang Dejiang.
Zhang Jian: “Is there any official in the CCP regime
that is not corrupt?
The CCP is like a huge dye-vat, in which these officials
corrupt each other.
It is a precursor of demons’ going to hell.
And of course, they are comrades to each other.”
The Daily Telegraph in the UK said Zhang Dejiang’s speech
seems to be setting the tone for Bo’s case.
It indicates that core policies in Chongqing will not change.
But Hong Kong’s Open Magazine published
Jiang Weiping’s article in June.
This indicated that at the top-level of the CCP,
they are highly united on Bo’s case. This will not be a soft landing.
Bo Xilai will be dismissed and he and his family
will be punished strictly.
After wiping away these obstructions, Hu Jintao, Wen Jiabao
and Xi Jinping will then start a new era of political reform.
