【新唐人2012年6月7日訊】6月底到8月初，美軍將主導全球歷來最大規模的「2012環太平洋演習」，幾乎所有與太平洋相鄰、稍具規模的22個國家都將參與其中，中國卻被排除在外。聯合軍演從地理位置上看，對中國形同了「全球大包圍」。而5月底前在新加坡結束的「香格里拉對話」，美國國防部長也發表了「太平洋宣言」，宣佈：美國海軍主力將東移，亞太地區，將成為美國的攻防重點。下面就來了解美國和這些國家是甚麼想法
據美國海軍網站資料顯示，從6月29號開始，到8月3號結束的「2012環太平洋演習」，由美國海軍主導，在夏威夷附近海域展開。
據了解，今年的這項海上「聯合軍演」規模是歷來「全球之冠」。參演官兵多達2萬5千人，參與國家由14國擴大到22國，除美國在亞洲的傳統盟友以外，與太平洋接壤的俄羅斯，以及北美洲、中美洲、南美洲和南半球的多個國家，甚至和太平洋無關的歐洲英、法等國都參與其中。香港媒體認為，「聯合軍演」從地理上，猶如對中國形成「全球大包圍」。
旅美政論家陳破空：「中共政權它目前對中國人民的禍害自不待言，但它通過支持世界上的流氓國家，給人類帶來的危害也越來越大，就是說，它支持北朝鮮發展核武器，威脅朝鮮半島的和平；支持敘利亞政府屠殺人民，支持伊朗發展核武器，而且它以前支持紅色高棉的屠殺，支持蘇聯軍政府的屠殺，所以不光是美國，而且亞太的多數國家，都主張對中共實施圍堵。」
日前在新加坡舉行的「香格里拉對話」進入第11個年頭。今年會議的重頭戲是，美國國防部長發表「太平洋宣言」，宣佈：美國海軍主力將東移，將把部署太平洋和大西洋的軍力比例，從目前的5比5，變為6比4。亞太地區，將成為美國的攻防重點。這是繼2009年美國誓言重返亞洲以來，又一重大宣示。
陳破空認為，美國的這一宣示，劍指北京。
而中共黨報《人民日報》旗下的《環球時報》，6月5號發表解放軍少將羅援對美國軍力的10個質問。BBC報導，羅援說，美國戰略重心東移到太平洋地區，顯然是針對中國。
另外，5月底前在柬埔寨舉行的第六屆「東盟國家國防部長會議」，東盟決心執行《南中國海各方行為宣言》，推動制定《南中國海行為準則》為核心的工作。
陳破空撰文指出，從日本、韓國到澳大利亞、新西蘭，從印度、印尼到新加坡、泰國，從東南亞聯盟到泛太平洋夥伴協定，亞太各國，紛紛以美國為靠山，與中共相對壘。何以至此？都是因為面臨共同威脅。
旅美政論家陳破空：「因為中共現在是世界上剩下的幾個獨裁政權中，最大的獨裁政權，也是最危險的獨裁政權，而且中共本身它也在不斷的挑戰文明世界，通過支持流氓政權對國際社會進行叫板，而且不斷的攻擊普世價值，踐踏民主、法治和人權，中共這種倒行逆施，實際上是引火上身，與其說是國際社會要圍堵它，不如說它是自招羞辱。」
不過也有分析認為，從美國軍事戰略世界佈局來看，美國作為世界警察，為維持地區的和平及全球戰略的平衡，戰略中心轉移，也可能是美國針對目前亞太地區國家軍事力量一旦失衡，可能造成武力衝突的預先防範，不針對哪一個國家。

U.S. Navy Shift Eastward: Asia-Pacific is Strategic Focus
From the end of June until to the beginning of August,
the U.S. Navy will lead the world’s largest
“2012 Rim of the Pacific Exercise" in history.
Almost all the 22 adjacent countries will participate,
with only China being excluded.
From the geographical point of view,
the joint military exercises forms a “global siege".
In the “Shangri-La Dialogue" held in Singapore
at the end of May, the U.S. Secretary of Defense issued the “Pacific Declaration."
It announced that the U.S. Navy’s eastward shift
makes the Asia-Pacific region become the offensive and defensive focus.
According to U.S. Navy website information,
from June 29 to August 3,
the “2012 Rim of the Pacific Exercise" will commence
in the seas near Hawaii, led by the U.S. Navy.
It is stated that the scale of this joint
military exercise is the “world’s top."
25,000 soldiers will participate, and participant countries
have expanded from 14 to 22 countries.
In addition to traditional U.S. allies in Asia, many countries
who are not related to Pacific region will participate.
This includes those in Central and South America, the
Southern Hemisphere, as well as Russia, Britain, and France.
Hong Kong media believes that this “joint military exercise"
is like a “global siege" from a geographical view.
Chen Pokong, U.S. political commentator: ‘It is obvious
that the Chinese Communist Party (CCP) has brought harmful effects on the Chinese people.
It also brings bad effects to the world by supporting
the world’s rogue countries.
It supports North Korea developing nuclear weapons,
which places a threat on the peace in the Korean Peninsula.
It supports the massacre from the Syrian government.
It supports Iran’s development of nuclear weapons.
It supported the Khmer Rouge massacres and supported the
massacre of the Soviet Union military government.
Thus, not only the U.S., but also most of the Asia-Pacific
countries advocate the containment of the CCP."
The “Shangri-La Dialogue" held in Singapore
recently is in it’s 11th year.
The highlight of this year’s conference is the U.S. Secretary
of Defense’s announcement of the “Pacific Declaration."
The U.S. Navy’s eastward shift means the proportion
of military power in the Pacific and Atlantic will change, from the current 5:5 into 6:4.
The Asia-Pacific region will become the offensive
and defensive focus for the U.S.
This is another major announcement since 2009,
when the U.S. vowed to return to Asia.
Chen Pokong believes that
this announcement is aimed at Beijing.
On June 5, the “Global Times", under the CCP mouthpiece
“People’s Daily", published 10 questions to the U.S. Navy from People’s Liberation Army Major General Luo Yuan.
The BBC reported that Luo Yuan said the U.S. strategic
focus moving to Pacific region is obviously aimed at China.
In addition, in the 6th “ASEAN Defense Minister Meeting"
held in Cambodia at the end of May, ASEAN determines to
implement the “South China Sea Declaration" and promote
formulation of the “South China Sea Code of Conduct".
Chen Pokong highlighted in his article about Japan, Korea,
Australia, New Zealand, India, Indonesia, Singapore,
Thailand, the Association of the Southeast Asia and the
Pan-Pacific Partnership Agreement.
Every country in the Asia-Pacific region
relies on the U.S. and resists the CCP.
Why is this? It is because they face the same threat.
Chen Pokong:"The CCP is the largest and most dangerous
dictatorship among the remaining dictatorship in the world.
The CCP is also constantly challenging the civilized world
and attacking universal values, trampling on democracy,
rule of law and human rights, supporting the rogue regimes.
The CCP’s perverse acts are actually
getting turned on itself.
It is better to say that the CCP provokes self-humiliation
than to say it is contained by the international community"
However, analysts believe that the global layout of the U.S.
military strategy, and as their being the world’s police
to maintain regional peace and global strategic balance,
the U.S. tries to prevent armed conflicts. This is instead of aiming at any country.
