【新唐人2012年5月28日訊】被視為中國大陸「政改先鋒」的廣東省委書記汪洋，最近因為大力推行廣東式「打黑」行動，而再度吸引外界的關注。同時，薄熙來垮臺後的重慶也開始借鑒「廣東經驗」，加強發展職業教育。這也引來外界的聯想和評論。下面請看本臺記者的報導。

大陸官媒報導，廣東省開展的這項「三打兩建」集中整治行動，目地是為了重塑市場經濟秩序。「三打」指的是：打擊欺行霸市、打擊製假售假、打擊商業賄賂。「兩建」指的是：建設社會信用體系與建設市場監管體系。

廣東省委書記汪洋表示，要打掉涉黑犯罪團夥背後的關係網與保護傘，「衝破阻力，打出聲威，打出效果」。

統計顯示，4月28號到5月18號，20天之內，廣東便查處了494件商業賄賂案，查處涉案工作人員263人，其中科級以上幹部193人，處級以上幹部38人。

近年來，汪洋在廣東不斷推出各種政改措施，因此被外界視為「政改先鋒」。在此之前，汪洋曾經說過：「必須破除人民幸福是黨和政府恩賜的錯誤認識」，這被外界認為是中共體制內少有的驚人之語。而他最近在打黑反腐領域也越發引起關注。觀察家注意到，與前重慶市委書記薄熙來在重慶的刑訊逼供式「黑打」運動不同的是，汪洋的廣東式「打黑」力求在法制的框架下進行，避免為湊數而打擊過度。

時事評論員夏小強：「廣東省一直都是中共內部改革派的大本營。在這次胡溫一方和中共內部保守勢力，江澤民、周永康血債幫的對決中，汪洋作為先鋒立下了功勞。他在廣東做的改革嚐試，一直在抗衡著薄熙來的所謂重慶模式。」

時事評論員夏小強認為，汪洋是胡錦濤和溫家寶的得力助手和政改計劃的推行者，他的言論、政策很大程度上代表了胡溫的主張。

夏小強：「在胡溫一方，現階段對江澤民、周永康血債幫的對決取得優勢的情況下，汪洋日前發出的『人民幸福不是黨恩賜』的這種驚人之語，是在為胡溫一方進一步的行動做準備、鋪墊和輿論造勢。」

香港《動向》雜誌主編張偉國則對《新唐人》表示，汪洋的這一舉動，一方面有可能是汪洋為確保進入中共18大常委而做的努力，另一方面，也可能來自高層的授意，因為薄熙來事件使中共顏面盡失，中共需要轉移輿論焦點。

張偉國：「想把這個焦點轉移掉，彌補共產黨自己在老百姓和社會輿論方面受到的這種傷害， 用一種新的典型，炮製一種新的熱點，去填補這樣一個空檔，也是可能的。」

同時，接替薄熙來入主重慶的國務院副總理張德江，雖然一直被外界視為江澤民派系人馬，但他在重慶也開始表態，要藉鑑廣東經驗，加強發展職業教育，而引來外界關注。

夏小強：「現在重慶張德江的言論，一方面反映出：原來的江系人馬重新站隊，表態效忠胡溫，可以看出血債幫人馬潰散、眾叛親離，大勢已去。另一方面也可以看出：汪洋在廣東的作為，在全國起到了一種示範效應。這也為胡溫一方採用的重大政治舉動在全國各地打下基礎。」

據報導，汪洋就任廣東省委書記後，查處了大批貪腐高官。其中包括：前廣東省政協主席陳紹基，前廣東省委副書記、紀委書記王華元，前廣東統戰部部長周鎮宏等。而前深圳市市長許宗衡案，更曾一度波及被外界傳為江澤民情婦的前深圳市委書記黃麗滿。

Wang Yang Anti Corruption: Zhang Dejiang Follows Lead

Wang Yan, Guangdong Province Party Secretary,

also called ‘Political Reform Pioneer’,

was recently promoted for his action ‘Fighting Corruption’.

This attracted a lot of attention.

After Bo Xilai’s dismissal, Chongqing has learned from

the experiences of Guangdong Province in enforcing vocational education development.

There are many comments on this issue.

Mainland Chinese state media reports Guangdong Province

started a “3 Fighting, 2 Constructions” action.

This was for the purpose of reforming the market economy.

‘3 Fighting’ means to fight against market cheating,

making and selling fake goods, and commercial bribery.

‘2 Constructions’ means to construct a society credit system

and market supervision system.

Guangdong Party Committee Secretary Wang Yang says

that in order to eliminate the network and protection between corrupt groups,

they have to ‘break through obstacles,

be powerful, and be effective.

According to statistics, from April 28 to May 18,

494 commercial bribery cases were found in Guangdong.

This involved 263 staff, including 193 section level cadres

and 38 bureau level cadres.

Wang Yang has promoted various political reforms in recent

years, and is called ‘Political Reform Pioneer’.

Wang once said: “We have to break the wrong

understanding that people’s happiness is gifted by the CCP and government.”

These surprising words are rarely heard in the CCP system.

Wang causes concern in the field of fighting corruption.

Observers noticed that Wang’s methods is different from

former Chongqing party secretary Bo Xilai’s torture methods.

Wang tries to ‘Fight Corruption’ under the legal system

to avoid injustice.

Xia Xiaoqiang, commentator: “Guangdong Province

has always been the base of reformers in the CCP system.

In this fight between the Hu-Wen faction

and Jiang and Zhou’s blood-debt faction, Wang achieved credit as a pioneer.

His reforms in Guangdong Province had always

contended with Bo Xilai’s reform in Chongqing City.”

Xia Xiaoqiang believes that Wang is a great assistant and

reform promoter for Hu Jintao and Wen Jiabao.

His speech and policy mostly represent Hu and Wen’s ideas.

Xia: “Currently Hu and Wen have the advantage in the fight.

Wang’s ‘People’s happiness is not gifted by CCP’ speech

is to prepare and make a foundation for Hu-Wen’s next step.”

magazine spoke to NTD.

Wang’s speech may be his effort to get into the 18th Standing

Committee of the National People’s Congress.

It’s also possible that he is directed by higher CCP

officials to distract attention from Bo Xilai’s case, which caused the CCP to lose face.

Zhang says: “In order to distract attention, to compensate

the CCP’s loss from public opinion,

it’s possible that the CCP uses a new model or

a new central issue to take place.”

Meanwhile, Vice Premier Zhang Dejiang, who took the place

of Bo in Chongqing also claims that he wants to learn from Guangdong to enforce vocational education development.

Xia: “Zhang Dejiang’s speech reflects that Jiang’s faction

is weakened. Its people are leaving and going to Hu and Wen.

Also, Wang Yang’s action in Guangdong is a model in China.

It lays the foundation for Hu and Wen’s political decision.”

Wang Yang has investigated many corrupt officials.

These include former CPPCC Chairman of Guangdong

Province Chen Shaoji, Guangdong province former Deputy

Secretary Wang Yuanhua, and former United Front

Department Chief Zhou Zhenhong.

The case of former mayor of Shenzhen City was also

involved with former Party Secretary of Shenzhen City Huang Liman, who is rumored to be Jiang Zemin’s mistress.
