【新唐人2012年5月16日訊】5月14號下午《北京日報》的官方微博,提出「請駱家輝公布財產」的要求。網民卻提出要中共官員公布私人財產。但學者認為,《北京日報》的表現也許是別有用心,反諷中共的官員財產申報制度。
一份中共地方黨報,要求美國駐華大使公開財產,瞬間成了網絡關注的熱點。
《北京日報》的官方微博,5月14號轉發一則博文,網友魏志奇寫道:「把駱家輝包裝成『平民』是徒勞的。」
他說,「駱家輝住的是耗資上億美元修建的美國大使官邸。出行代步的是特製防彈豪華專車。家人和傭人開銷由美國納稅人支付。這樣的奢侈豈能算簡樸?請問駱大使這些為何不發佈?只公布喝咖啡,坐經濟艙,不是擺拍作秀是甚麼!」
很快有網友找到了駱家輝兩年前就已公布的個人財產,數目清晰。但是,網友順便提出了問題,中國官員何時公布私人財產。
很多知名博客也呼籲《北京日報》「拿出更大的勇氣」,發社論呼籲中共官員公布財產。
「創新工場」董事長兼首席執行官李開復就很期待,他也在微博提出:謝謝北京日報提倡官員公布財產。駱大使早就公開了,請繼續提倡這個相關專題。
周陽表示,在尉健行當中紀委書記的時候,就想搞「官員財產公布制度」,先後從上海、廣東搞試點,再到新疆、江蘇搞試點,都遭到了集體抵制而搞不下去,最後都是不了了之。
就在《北京日報》要求駱家輝公布財產的同一天,《學習時報》刊登文章說,1994年人大常委會開始將《財產申報法》正式列入立法規劃,到現階段官員財產申報還遲遲不能實施。
朱欣欣透露,不久前一位著名的法律學者到石家莊做報告時說,大多數省級官員的資產上億元。朱欣欣指出,中共官員們都害怕財產被公布,一旦公布的話,肯定沒有幾個乾淨的,幾乎都得落馬,所以中共當局拚命的以各種理由拖延。
5月早些時候,《北京日報》曾發表評論文章,指駱家輝「乘飛機坐經濟艙」等行為是主動攪起矛盾的「平民生活秀」。
網友阿梅表示,《北京日報》已經失去了靈魂。
朱欣欣指出,《北京日報》這種自殘的行為很愚蠢,但卻從側面提醒了中國的官員財產申報制度問題。這也不排除是別有用心人的從反面提醒中國人,看看外國做的怎麼樣,用諷刺的手法來與中國對比。

CCP Media: “Locke to Declare His Personal Assets”
On May 14, Beijing Daily’s official blog requested
“Gary Faye Locke to declare his personal assets.”
Netizens, however, request Chinese Communist Party (CCP)
officials to declare their personal assets.
Scholars think Beijing Daily’s request might aim
at criticizing the assets’ release system of CCP officials.
A CCP newspaper requesting a US ambassador to release
personal assets’ information has became the focus online.
On May 14, Beijing Daily’s official blog published an article.
Netizen Wei Zhiqi wrote: “It is no use to describe
Gary Locke as an ordinary person.”
He said: “Locke lives in the compound of the US Embassy,
costing hundreds of millions of dollars to build.
He rides in a luxury bullet-proof vehicle.
Expenses of his family and staff are paid by US tax payers.
How can this type of luxury be described as plain? May I ask
why Ambassador Locke does not release the information?
He only publishes information on him taking Economy Class
and drinking coffee. Isn’t this for show?”
Quickly netizens found Locke’s personal assets’ information
published by him two years ago.
Netizens also asked about when CCP officials will declare
their assets’information.
Many well-know microbloggers also ask Beijing Daily
to publish an editorial asking CCP officials to publish their personal assets’ information.
Innovation Works Chairman of the Board
and CEO, Kai-Fu Li, is looking forward to it.
He wrote on a microblog: “Thanks Beijing Daily,
for asking Ambassador Locke to publish his personal assets.
He has done it a long time ago.
Please continue to promote discussions on this topic.”
Independent commentator Zhou Yang: “To publish CCP
officials personal assets cannot be implemented. Why?
Because they are all corrupt
and with complicated connections.”
Zhou Yang said when Wei Jianxing was the secretary of
the Discipline Inspection of Central Commission,
Wei intends to engage in the official financial disclosure system,
starting from Shanghai, Guangdong, then to Xinjiang, Jiangsu,
but his plan was objected by all officials, and finally it failed.
The same day Beijing Daily published their article,
Study Times also published an article.
It stated that 1994’s National People’s Congress included
Assets Declaration Articles into the legislative plan.
But CCP officials’ declaration of personal assets
has not been implemented until now.
Zhu Xinxin (Freelance writer, China): “Beijing Daily asks
an ambassador of another country to declare personal assets.
This is ridiculous. How is Beijing Daily in a position to ask?
CCP always blames others for interfering with internal affairs.
It is purely interfering with another country’s internal affairs.
It also shows disrespect to that country’s laws.”
Zhu Xinxin revealed that not long ago,
a well-know law scholar went to lecture in Shijiazhuang.
He said that the assets of most officials
above the provincial level are over RMB100 million.
Zhu Xinxin pointed out that CCP officials are all afraid
of disclosing their assets, as few of them are clean.
They will all be dismissed once their assets are exposed.
So the CCP authorities have delayed this for various reasons.
Early May, Beijing Daily published an article
blaming Locke for flying Economy Class to stir trouble.
Netizen Aimei expressed that Beijing Daily’s has lost its soul.
Netizen Aimei: “Publishing Locke’s assets is a revenge tactic.
Chen Guangcheng went to the Embassy asking for asylum.
They think, why do you get involved in this?
I want to abuse those people. Do not get involved.”
Zhu Xinxin pointed out, Beijing Daily’s action damages itself,
reminding all of CCP officials’ assets publication issues.
It is also possible that some want to bring it up from
an opposite angle, to compare other countries with China.
