【新唐人2012年4月28日訊】一個月前,本臺和一些海外中文媒體,曝光了前重慶市委書記薄熙來竊聽胡錦濤和其他中共高層領導人的醜聞,近幾天西方媒體和其他中文媒體也大量報導「薄熙來竊聽門」事件,並且認為「竊聽門」是造成薄熙來倒臺的原因。那麼為甚麼中共不公開薄熙來竊聽的違規行為?中共高層對薄熙來的處理,為甚麼至今還侷限在他的妻子谷開來殺人等邊緣瑣事上,沒有在政治上對薄熙來提出批評?給薄熙來應該定甚麼罪?讓我們看專家們的分析。
《紐約時報》4月26號的調查報導,指重慶官員操作竊聽網,秘密監視中南海高層,去年8月,他們在鎖定中共總書記胡錦濤的一通電話時,遭到察覺, 十多個跟共產黨有關的消息人士證實了這些事情。
不過中共還沒有把這一點作為薄熙來的罪狀公開,法學專家袁紅冰和時政評論家伍凡認為,共產黨不會把「竊聽門」公開出來。
法學專家袁紅冰:「共產黨本身實施黑手黨統治,共產黨對所有公民的竊聽都是非法的,所以薄熙來竊聽胡錦濤和胡錦濤竊聽其他公民全是非法,共產黨內部的竊聽本來就是一個經常發生的現象,當年楊尚昆竊聽毛澤東,在文化革命受到了很大的整肅。」
伍凡:「重慶薄熙來做甚麼,胡錦濤做甚麼,要另一個幹部怎麼監視他,這些都是共產黨內部的機密,它不會公布的,因為把它公布了以後會扯出很多的問題來,沒完沒了的很多醜事、髒事都會掀出來了,所以它就把這個事情說你違規,你不應該來監聽我,你沒有這個權利來監聽我,只能我監聽你,所以現在變成倒過來,胡錦濤從一開始就防著他。」
目前很多媒體都認為「竊聽門」是薄熙來倒臺的原因。
不過伍凡認為,竊聽胡錦濤等中共領導人的談話,雖然是犯上,但對薄熙來來說只是小菜一碟。伍凡說,用違規違紀處理薄熙來不足以給薄熙來蓋棺定論,要在軍隊裡找到薄熙來犯上作亂的證據才好給他定罪。
伍凡:「從不斷放出來的消息,第一個是犯上作亂,要把習近平扳倒,這是最大的,並且這一點美國人也提供了證據,王立軍提供出來的,可以定案,但是要有更多的證據,第二點就是推行毛澤東路線,第三條是在違規違紀,在貪污腐敗,最後要定大罪的話,恐怕貪污腐敗,老百姓最容易接受。」
有學者認為,薄熙來監聽胡錦濤電話這一類報導的出現, 是因為國際媒體對中共電話偵聽紀律的不了解,報導說負責竊聽的是中央保密局,但即便薄熙來的上司周永康也沒有竊聽中共高層的權力和手段。
前中共情報官員李鳳智說中央保密局不負責監聽。
李鳳智:「保密系統它是一個管理機構,它基本不把案子,也沒有甚麼手段,他好像是一個文職的機構,它本身沒有監聽的義務。(負責監聽的)第一公安、第二國安,基本就這兩家,(薄熙來)他可以把一些工作的手段或手法用到這上面,只要他找到合適的人,他能信任的人是很容易能辦到。」
「全球自由信息運動」創辦人、電腦網絡技術專家張新宇教授透露,王立軍為了打擊政敵和黑打,下工夫研究過竊聽技術,還得到了些專利。
張新宇:「王立軍關於竊聽方面,全國也是頂級專家,薄熙來旁邊有這麼一個王立軍,當然不只是他一個人,有這些專家的話,如果說他要竊聽胡錦濤的話,我從專業的角度來講不會很難的,打黑以後弄了很多錢,他從國外買一些東西,他都可以做到。」
日本主要報紙《讀賣新聞》星期四發表記者加籐隆則從北京發出的報導,介紹了竊聽醜聞的關鍵人物和關鍵脈絡,並說中紀委26號逮捕了捲入此事的「北京郵電大學」校長方濱興,網友們稱快,不過當天晚上,方濱興在微博「闢謠」。
Why doesn’t the CCP expose Bo Xilai’s wiretapping scandal?
A month ago, the wiretapping scandal of former Chongqing
Communist Party (CCP) Secretary Bo Xilai was exposed by New Tang Dynasty TV followed by other overseas Chinese medias.
Recently, western media has also started to report Bo Xilai’s
eavesdropping on Hu Jintao and other high level CCP officials.
So why doesn’t the CCP expose Bo Xilai’s illegal spying
behavior?
Why has the CCP not handled this situation correctly and
why has Bo Xilai not been convicted? Let’s look at expert’s analysis.
On 26th April, The New York Times covered the Chongqing
official’s spying activities and
secret surveillance of Zhongnanghai’s high level officials.
It was reported that when China’s top leader,
Hu Jintao picked up the telephone last August, special devices detected that he was being wiretapped.
More than a dozen people connected
to the CCP have confirmed this information.
However, the CCP has not publicized this particular crime of
Bo Xilai.
Law expert Yuan Hongbing and current affairs Commentator
Wu Fan believe the CCP would not make this wiretapping scandal public.
Law expert Yuan Hongbing: “The CCP itself operates like the
mafia. All the eavesdropping performed by the CCP on its citizens are illegal,
so Bo Xilai wiretapping Hu Jintao and Hu wiretapping
other citizens are all illegal activities.
Within the CCP, wiretapping has been a frequent phenomenon.
When Yang Shangkun eavesdropped on Chairman Mao,
it was a great purge to the cultural revolution.
Wu Fan: “Whatever Chongqing does, or what Hu Jintao does
and how the officials will monitor him are all internal secrets
of the CCP which won’t be publicized, because of the issues
this will cause.
Revealing never ending scandals and washing of dirty laundry.
So they tell you this is a crime to spy on me, you don’t have
rights to spy on me, only I can do that, now it’s the opposite.
Hu Jintao has been on his guard right from the beginning.”
Currently, many medias believe wiretapping is the reason
Bo Xilai was ousted.
However, Wu Fan believes, although it is illegal to eavesdrop
on Hu Jintao and other CCP officials, Bo Xilai finds it easy.
Wu Fan said breaching this rule on its own is not enough to
give a definitive conclusion or to convict Bo Xilai of a crime.
They must also find evidence of Bo Xilai’s rebellion in the
army in order to convict him.
Wu Fan: “From information that has been released, the first
is the crime of rebellion, to knock down Xi Jinping.
This is the biggest one, and the U.S. has provided evidence by
Wang Lijun. This can convict Bo but they need more.
The second point is promoting Mao Zedong’s ideologies, the
third is violation of rules, such as corruption.
To convict the biggest crime, [I’m] afraid that the corruption
charge would be the easiest one for people to accept.”
Some scholars believe the reason the report concerning
wiretapping appears is down to international medias’ lack of
understanding of the CCP’s phone wiretapping discipline.
Reports said the Central Secrecy Bureau (similar to the FBI)
is responsible for wiretapping activities.
However even Bo Xilai’s boss Zhou Yongkang does not have
the rights to or methods to listen in on high level CCP officials.
Former CCP intelligence official Li Fengzhi said the Central
Secrecy Bureau is not in charge of wiretapping.
Li Fengzhi: “The security system itself is a management
mechanism, it basically does not have active methods.
It is more like a civilian post organization without the
responsibility to wiretap.
Public Security and National Security are the two [in charge
of wiretapping].
[Bo Xilai] could have used some of his methods or ways to do
this, as long as he has someone suitable to help him.
The people he can trust can easily achieve it.”
Global Free Information Movement founder, computer web
technology expert Dr. Zhang Xinyu revealed that
Wang Lijun made considerable efforts researching wiretapping
methods even earned a patent using the technology.
He used this to crack down on political opponents and
smash the black.
Zhang Xinyu: “In terms of wiretapping, Wang Lijun is an
expert.
For Bo Xilai to have such a person on his side (not just him)
but to have these experts, if he wants to listen in on Hu,
from a professional perspective, it’s not very hard. After
smashing the black [they] got a lot of money.
He could buy equipment from other countries.
It is all achievable.”
Report from Beijing by reporter Kato of Japanese newspaper
Daily Yomiuri released on Thursday stated the Central
Commission for Discipline Inspection arrested Fang Binxing
Dean of Beijing University of Posts and Telecommunications.
Fang seems involved in this affair. Netizens expressed interest.
However, Fang posted on web that night denying the rumor.
