【新唐人2012年2月1日讯】中共军队总政治部1月29号下发通知,要求全军和武警部队学习贯彻《中央军委关于大力发展先进军事文化的意见》,并且说这个经胡锦涛批准的《意见》是“重要指导性文件”。外界分析认为,胡锦涛将六中全会文化体制改革全面部署到军队,是为十八大留任军委主席铺路。
《解放军报》报导,经胡锦涛主席批准,中央军委日前下发《关于大力发展先进军事文化的意见》,强调贯彻十七届六中全会精神,同时指出军队文化建设面临新的挑战。
“纽约城市大学”政治学教授夏明向《新唐人》表示,随着党文化的衰败,共产党显然意识到他们面临着精神和文化领域的危机。
夏明:“他们意识到人们在思想上、深层上已经对它的统治发生疑问和动摇了,所以我觉得,他们所谓的加强文化建设,尤其在军中要加强军事文化建设,主要还是针对它现在整个精神层面和意识形态层面,逐渐失去对人们的影响力和控制力而作出的一种反应。”
总政治部强调党对于中国230万人军队的绝对领导。《美国之音》指出,这一呼吁与中国军队国家化的发展方向背道而驰。
中国宪政学者张博树表示,在中共一党专制下,军队已经成为这个体制的重要组成部分。
张博树:“它首先就是党军,它并不是作为一个中立的国家武装力量而存在,在这种情况之下,武装力量的作用和角色都发生了变化。在一个民主体制里面,军队应该国家化,军队不属于某一个政党,也不属于某一种政治力量,军队应该是保持政治中立。”
在2011年中东、北非的民主化浪潮中,突尼斯和埃及的军队保持中立,没有对大规模示威抗议的民众开枪。原“六四”学生领袖唐柏桥指出,军队中立保障了政权的和平转型,对中国军人是很好的启示。
另一方面,利比亚“狂人”卡扎菲动用军队、战机、坦克,开枪镇压和平抗议的民众,并且以中共军队“六四”屠杀学生为自己辩护,遭到国际社会同声谴责和制裁,以及西方国家的军事干预,最终卡扎菲落得众叛亲离,死于痛殴和乱枪之下,尸体还被沿街拖行。
张博树:【录音】“中东先后在一些国家发生的民主转型、发生的革命,这个当然会使中国共产党的当权者感到比较紧张,加强对军队的领导、包括对军队文化的领导,大概也是反应之一吧。但是,我还是希望,当政者在这方面应该抱有更长远的、更鲜明的、更进步的、符合历史潮流的这样一种选择。”
夏明教授表示,这份文件发出了一个强烈的信号,表明它是中共军队历史上首次关于发展军事文化的文件,并且突出胡锦涛的统帅地位。
夏明:“胡锦涛一方面恐怕想为军队未来发展,留下一笔他的政治遗产,或者是给它带上一个紧箍咒一样的,能够把他的政治影响给传递下去﹔另一方面,恐怕他想让他在中央军委的职位上能够多待一点,而不想在交出中共中央总书记职位的同时,交出中共中央军委主席的职位。”
外界分析,从江泽民提拔的军委副主席郭伯雄、徐才厚和总政治部主任李继耐,近日表态力挺胡锦涛,证实了胡已经牢牢掌控军权。而发展军事文化和军队反腐败,则是胡锦涛为十八大清除异己、留任军委主席铺路。

Hu Jintao Paves the Way for Maintaining Command over the Military
The Chinese Communist Party’s Army General Political
Department issued a notice on Jan 29, requiring all military and
armed police forces to study and implement “"Comments from
Central Military Commission to Develop Advanced Military Culture,”
this “important guidance document” was approved by Hu Jintao.
External Analysts believe that, Hu Jintao’s fully implementing
the culture reforms from the Sixth Plenary Session in the military,
is to pave the way for maintaining his position
as chief of the military.
The People’s Liberation Army News reported that,
after approval from Chairman Hu Jintao, the
Central Military Commission has announced “Comments from the
Central Military Commission to Develop Advanced Military Culture”
to emphasize the deployment of guidelines from the
17th Sixth Plenary Session.
New York City University Professor in Political Science
Xia Ming told NTD that,
as the CCP culture is dying, the CCP has realized
the cultural crisis that it faces.
Xia Ming says, “ ( The CCP ) has realized that people have
started to doubt and question its rule,
so I feel, it wants to strengthen cultural development,
especially strengthening the development of military culture,
mainly because it has lost the control and influence over people
on the ideological and psychological level that it once had.”
The General Political Department stressed that the Communist Party
has absolute leadership over the 2.3 million Chinese military personnel.
Voice of America points out that, this statement is a conflict
with the goal of developing a national military.
Chinese Constitutional Law scholar Zhang Buoshu expressed,
the view that under the dictatorship of the CCP,
the military has become a important part of the state machine.
Zhang Buoshu says, “It is first of all the party military,
it’s not a neutral military of the country.
Under these circumstances,
the action and character of the armed forces changes.
In a democratic setting, the military should be nationalized,
the military does not belong to any political party, and
should have no political function.
The military stance should stay neutral.”
During the 2011 Middle East and North Africa
democratic movement,
the military of Tunisia and Egypt stayed neutral,
didn’t open fire on the protesters on a large scale.
Former June 4th student Movement student leader
Tang Boqiao pointed out that,
a neutral stance of the military makes peaceful political
transition possible, this is a good message for the Chinese military.
On the other hand, the Libyan dictator Gaddafi used the army,
the air-force, and tanks, and opened fire on the protesting crowds,
using the CCP’s June 4th Massacre as a excuse.
Such actions were heavily condemned by the international community,
drawing Western military intervention.
In the end Gaddafi’s subordinates betrayed him and he died
a bloody death, and his body was dragged through the streets.
Zhang Buoshu, “Various countries in the Middle East
recently went through democratic transitions, revolutions.
This definitely makes the CCP leaders very worried, so
strengthening leadership over the military, including
the military culture, is one of their responses to this situation.
However, I hope that, the ruling party can make a decision that
is more long term, more obvious, more advanced,
and which follows the development of history.”
Professor Xiaming expressed that this document is a strong signal,
it’s the first document issued in CCP history on the
development of military culture, especially in emphasizing
the continued ruling position of Hu Jintao.
Xiaming, says “Hu Jintao is afraid of any future development
of the military, so he has left a political inheritance,
like casting a magic spell, so as to spread his
political influence into the future.
At the same time, he wants to stay as the Chief of the
Central Military commission for a little longer.
He doesn’t want to give away the position of General Secretary
and Chief of the Military Commission at the same time.”
According to foreign analysts, the Central Military
Commission’s Vice-directors Guo Boxiong, Xu Caihou,
and General Political Department director Li Jinai all support Hu Jintao,
verifying that Hu has a secure grip over the military command.
The development of military culture, and the anti-corruption drive
are all to pave the way for keeping his position as Chief of the Military Commission.
