【新唐人2012年1月31日讯】中共政府出资两亿美元、为非洲联盟无偿建造的总部大楼，日前在埃塞俄比亚首都落成。非盟首脑们对这一援助深表感谢，而人权团体和专家则批评指出，中共这种不顾人权的无条件援助，加剧了非洲的专制与独裁，对非洲人民并没有好处。
这个坐落在埃塞俄比亚首都亚的斯亚贝巴的非盟会议中心，拥有三个会场、一个直升机降落平台和可以容纳700人的办公场所。大楼从2009年开始建造共花费2亿美元，全部资金都来自中国。
1月29号，非洲联盟在这个新总部大楼举行首脑会议。中共政协主席贾庆林成为本次会议的首席嘉宾。他宣称，今后三年，中方还将向非盟提供６亿元人民币的无偿援助。
《法国国际广播电台》报导指出，这意味着中共在政治、经济方面更深的向非洲渗透。
《美国之音》也谈到，非洲各国首脑在开幕式上的讲话似乎显示，这一地区的政治和经济正在向中共倾斜。
哥伦比亚大学访问学者、时事评论员陈破空对《新唐人》表示，中共“援助”非洲有几层目地。第一个目地就是要攫取非洲的石油和矿产资源，所以不惜投下巨资。
陈破空：“但是同样是投资，别的国家、民主国家来投资，需要非洲改进人权、促进当地的民主化，包括联合国、欧盟、美国在内，都是这样的一个条件。但是中国（中共）政府在这个投资上就不计这个条件，这就变相鼓励了非洲的一些独裁者，继续用专制的方式压榨人民。”
陈破空揭示，这实际上也是中共的第二个目地，对非洲输出专制与腐败的价值观。与中共关系密切的非洲国家，在专制和腐败方面都趋于恶化。
陈破空：“所以中共完全不顾联合国和国际社会的呼吁，对这些国家进行无条件援助的时候，受到了当地独裁者的欢迎，但是人民都深恶痛绝。因为中共政府的这些项目，主要是对当地统治者有好处，但是非洲的工人，就像中国的工人一样，被廉价的剥削。”
韩国《朝鲜日报》也认为，中共之所以对非洲慷慨解囊，是为了确保所需的石油等资源。
报导说，在中国的石油进口总量中，非洲所占比重，已经从约10年前的10%增加到现在的40%。另外，中非贸易增长也非常迅速，贸易额从2001年的10亿美元，直线上升到去年的1600亿美元。
陈破空分析指出，中共热衷于在非洲投资的第三个目地，是中共高官可以从投资项目中提取回扣、中饱私囊，变相转移国家资产。
陈破空：“当中国老百姓还有很多生活在贫困线上的时候，他们把几亿几亿的美金投向非洲，投向和中国老百姓可能没有切身利害的非洲，最重要的原因是，他们从中可以套取巨额的回扣。”
“中国冤民大同盟”美国总部的葛丽芳对记者表示，中共花的钱，实际上是从老百姓那里抢来的。
葛丽芳：“抢了财产以后，为了让国外的那些小国家听它们的话，它们就无偿的奉献给别人。在国内就压制老百姓，什么事情都做得出来。”
去年11月，甘肃一辆幼儿园校车与卡车相撞，导致62名幼童死伤。事故发生时，充当校车的面包车只能运载9人却塞进64人。而中共当局对此不仅没有给出任何说法，还高调向欧洲小国马其顿捐助23辆豪华校巴。这一度引起群情激愤，纷纷指责当局不顾民情、漠视百姓生命。

AU New Headquarters—A Donation from CCP Regime
The Chinese Communist Party (CCP) built a US$ 200-million
headquarters building for the African Union as a gift.
The modern building complex was inaugurated recently
in the Ethiopian capital.
AU heads of state expressed deep gratitude for the CCP’s
generosity, while human rights groups and experts criticized
the regime’s aid—given allegedly with ‘no-strings-attached’.
The CCP’s actions has fueled tyranny and dictatorship
in Africa, impacting the African people negatively.
The AU conference center is located in the Ethiopian capital,
Addis Ababa.
The center consists of 3 venues, a helicopter landing platform,
and office space that can accommodate 700 people.
The US$ 200-million project started in 2009,
with China donating all funds.
January 29—The AU held a summit in its new headquarters,
inviting the Chairman of the CCP National Committee
of the Chinese People’s Political Consultative Conference,
Jia Qinglin, as chief guest.
Jia claims that in the next 3 years, China will provide the AU
with further unconditional aid of around RMB 600 million.
Radio France Internationale reported that the CCP is gaining
deeper political and economic penetration into Africa.
Voice of America reviewed the speeches given by
the African heads of state at the opening ceremony.
The words seemed to show a political and economic tilt
inclined towards the CCP.
Visiting scholar at Columbia University, Chen Pokong,
has analyzed several aims behind the CCP’s “aid" to Africa.
The first aim is to grab African oil and mineral resources.
So the regime has spared no cost, throwing in huge money.
Chen Pokong: “For other countries, the same investment
in Africa was with strings attached.
Such as the UN, the EU, the U.S.; they demand Africa to
improve human rights, and promote local democratization.
However, the Chinese(CCP) regime’s investment
does not attach such strings.
The CCP’s action, in effect, encouraged some African
dictators to keep their authoritarian rule over the people."
Chen Pokong reveals that the CCP’s second goal is
to export their system of tyranny and corruption into Africa.
African countries who stay close with China have seen
such tyranny and corruption getting worse.
Chen Pokong: “The CCP ignored appeals from the UN and
the international community to initiate its unconditional aid.
Local dictators cheered for these communist aids while
the African people were deeply disgusted by them.
Since the CCP regime’s projects mainly benefit local rulers,
the African workers are being exploited as cheap laborers, much like their peers in China.”
The daily newspaper in South Korea, Chosun Ilbo,
reviewed the CCP’s charity.
The paper says the communist regime aims to ensure it can
obtain its desired resources such as oil.
The report says the African share of China’s oil imports
has increased from 10% to 40% in around 10 years.
The Sino-African trade has also grown very rapidly, hiking up
from US$ 1-billion in 2001 to US$ 0.16-trillion in 2011.
The CCP regime’s third aim is to gain personal interests
for its top officials, according to Chen Pokong.
Investing in Africa enables CCP senior officials to
pocket kickbacks—a disguised way to transfer state assets.
Chen Pokong: “When so many Chinese people are still living
in poverty, they put hundreds of millions of dollars into Africa.
Africa has no obvious personal ties with Chinese civilians.
The CCP’s main aim is to pocket huge kickbacks."
Ge Lifang from US-based Chinese League of Victims says,
the CCP’s wealth has been robbed from Chinese civilians.
Geli Fang: “After looting the people’s money, the CCP give
it to those overseas small countries to buy their obedience.
Inside China the regime does anything to suppress people."
In November 2011, a kindergarten bus collided with a truck,
causing death and injury to 62 children.
The wrecked bus was crammed with 64 people,
despite its passenger capacity being limited to only 9.
No official explanation has been given so far, and the regime
has since donated 23 luxury school buses to Macedonia.
The high-profile gift has enraged the Chinese community,
