【新唐人2011年12月29日讯】周三(28日)温家宝主持国务院常务会议,在听完汇报后同意给铁道部刘志军等54人处分,这显示温车事故的主要原因,是列控中心设备存在严重设计缺陷、审查把关不严等人为因素所致。同时中共媒体又在年底高调宣传“时速超过500公里的试验列车落成”,业界人士说,“ 500公里时速”其实已经是旧闻,中共故意选在年内炒作。而制造商也表示,动车实际运行并不需要如此高速。
中共媒体在年内高调报导了高铁将试验“更高速”。《新华社》26号报导说,“中国南车四方股份有限公司”建成了时速可以超过500公里的试验列车。
铁路工程师认为,试验速度能跑500公里时速算不上新闻。
铁路工程师詹先生:“因为其实它跑到接近400多呀,甚至500公里前后,这个已经都跑过了,试验线上大家都知道。因为你那个列车瞬时速度,只要在线路情况非常好的情况下,是完全可以做到的。是在试验过程当中,作为一个指标来测的一个项目,所以它并不说明什么问题,但是呢,在它这个宣传来讲,它需要把这个拿出来作为一种强心剂,来补救它过去事故的现象。”
事实上, 法国已经研发出时速574.8公里的列车,但至今没有投入使用。 日本的新干线,德国的ICE都曾经跑过试验速度500多公里,但是在实际运营中都采用了300公里以下的时速。
铁路工程师詹先生:“它说软件技术或者是什么达到世界先进,这是根本不可能的。这些东西我们还是完全在采购国外的东西在搞。或者说是国内的某一些其他配套企业,然后它采购了国外的核心部件,然后自己组装了其他一些次要部件搞出一个系统,然后就声称我是超越了其他,是根本不可能的。在国内来讲,在列车控制技术这一块是最薄弱的一项环节。”
大陆网民纷纷发帖表示,“应该先把高铁事故报告拿出来”,“时速300公里还出问题,提速到500谁会坐啊”等等。
原“中南大学城市轨道交通研究所”教授王成立:“这样的车啊,最好不要坐,没有安全保障啊。你看温州那个动车,到现在还没有结论。想掩盖一些问题啦。”
温州事故调查报告迟迟不出炉,23号,中共铁道部部长盛光祖在全国铁路工作会议上再提4000亿元铁路建设资金。
铁路工程师詹先生:“虽然他们不敢公布动车事故的这个报告,但实际上这个部长讲话等于把那个报告的真正原因揭示出来了。他承认了在建设过程中标准过高,工期被严重压缩,那么就是说,他已经承认了在不具备通车的条件下就盲目通车。就说很多测试可能都没有做,这些环节可能都被省略了。”
“中国南车四方公司”董事长赵小刚告诉“北京晨报”,中国大陆未来的列车不必然会以500公里时速行进。他对“新京报”说,动车实际运行并不需要如此高速。
这不禁让人好奇,在安全保障完全是未知数的情况下,官方为什么还要大量投资一项将来不会使用的技术?

Wenzhou Accident Report Not Yet Available, Higher Speed Train Is Proposed
Anchor: While the investigation report of the Wenzhou high
speed railway collision involving 40 deaths is not yet available,
the Chinese media is highly publicizing the “completed rail
tests at speeds over 500 km per hour."
The industry said that a 500 km per hour speed is stale news,
and yet, the Communist Party is deliberately speculating completion by the end of the year.
The manufacturer also indicated that operation at such a
high speed is not necessary.
Chinese officials have yet to provide an investigation report for
this July Wenzhou railway accident that killed 40 and injured 200.
The Chinese media reported China High-Speed Rail will be
testing a train at a higher speed.
Xinhua News Agency reported on the 26th that “China South
Sifang Locomotive & Rolling Stock Co." has built a test train at more than 500 km per hour.
A Railway engineer believed that a train test at 500 km per
hour is not really news.
Railway engineer Mr. Chan: “In fact a train that runs at close
to 400 or even around 500 km has been done before, everyone at the test run line knows this.
That instantaneous velocity under very good railway conditions
is absolutely possible.
It is a measurement done as an indicator during a test run.
It does not prove anything, but then, in terms of publicity,
it’s used as a tonic, a remedy to make up for the past accident."
In fact, France has developed a train at speed of 574.8 km per
hour which has not been put into the field.
Japan’s Bullet Train, and German ICE have all been tested
at 500 km; the actual operation speed, however, has been kept below 300 km per hour.
Railway engineer Mr. Chan: “The claim ‘the world’s leading
software technology’ is absolutely impossible.
We are still working on these things with equipment bought
from foreign countries, or
by supporting a number of other domestic companies
with core component purchased from overseas,
and then we come up with other minor parts of a system
assembled by ourselves, and claim that we are ahead of the rest; it is simply impossible.
In terms of domestic technique, the train control technology is
one of the weakest."
Mainland netizens have posted “Show the high-speed rail
accident report first", “300 km per hour is already a problem,
who would take the one with speed of 500?" and other
messages with a similar theme.
Upon learning that the Governor of Calif. was coming to visit,
Former professor of Urban Mass Transit Research Institute,
Central South University Wang Chengli: “This type of car – better not take it, there’s no security.
You see that there’s still no conclusion for the Wenzhou accident.
Just try to cover some real issues."
While Wenzhou accident investigation report is yet to be
released, Chinese Minister of Railways, Sheng Guangzu,
brought up the 400 billion yuan railway construction funds
during the national railway work conference on the 23rd.
Railway engineer Mr. Chan: “Although they dare not publish
this accident report, the minister’s talk has pretty much revealed the cause.
He recognized that in the construction process the setting was
too high, and the time was severely shortened,
so to say, he has recognized the train run was permitted to run blind.
That is, many tests might have been bypassed and omitted."
China South Sifang Locomotive Chairman Zhao Xiaogang
told the Beijing Morning Post that China’s train will not necessarily run at 500 km per hour.
He told Beijing News that operation at such high speeds
is not needed.
This makes people wonder why, under the condition
when the safety issue is absolutely unknown,
the officials would engage in such substantial investment
in this technology.
