【新唐人2011年11月4日訊】浙江樂清維權村長錢雲會慘案已淡出人們的視線。但最近網絡又出現一位湖南維權村長離奇死亡事件。連續擔任15年村支書記與主任等職務的游濟安，到縣政府上訪後失蹤，幾天後浮屍資江。家人懷疑他在縣委內被活活打死，半夜拋屍，村民聯名致信全國人大常委會要求緝兇，家人也拒絕賠償、拒絕火化屍體，一定要為死者討回公道。

游濟安的女兒游珍娟對《新唐人》說，她的父親連續擔任了15年的村支書，為村民做了很多實事，今年換屆又被選為了村長，誰知剛上任幾天就這樣不明白不白的慘死了，所以一定要了解真相。

游珍娟：“我爸爸是習武的身體，素質也好，也沒生病也沒甚麽病，這麽進去就死了？他早晨從家裏出去的時候就是個好人，如果在家裏斷了兩根肋骨的話，還有在外面斷兩根肋骨的話，怎麼到你縣政府去了？我們說沒甚麽要求，只要把我們這個事實查清楚就可以了。”

游濟安的兒子游飛告訴記者，游濟安一直以來協助村民維權，反映新化縣裏的非法徵地問題，今年6月8號他再次到縣政府找領導反映，結果神秘失蹤，直到13號，他的屍體在離佛光村100多公里的資江被發現。

游珍娟表示，鎮長與鎮書記找他們好幾次了，要給他們10萬元安葬費，一套廉租房，一個的士指標，條件就是早點火化屍體，否則政府會強制火化！

游珍娟：“他們隔三差五的聯繫我們，包括我媽媽的親戚，說我媽媽沒有工作，搞一個房子，我弟弟剛剛（勞教）回來可以搞一個的士指標，已經找了好幾次了。他說我們告政府是告不羸的，所以我們就說心裡不甘心，不可能這樣不明不白，把這個事情給我查清楚了。”

6月14號，游遊濟安家屬把他屍體運到殯儀館冷凍起來。經法醫鑑定發現他腦內有瘀血，胸內有兩跟肋骨斷裂，身上皮膚多處有青紫色瘀血。

新化縣公安局在新化縣委大院內找到了游濟安出事當天乘坐的【湘K61937】車，調閱8號晚縣委大樓的監控視頻，發現游濟安於當晚1點左右被縣政府的6名保安從電梯中拖出來，扔到汽車尾箱，然後駕車離開。過程中，游濟安沒有動過一下。

家人要求公安局立案調查，4個月過去了，縣公安局一直不予立案，聲稱游濟安是溺水死亡，與保安無關。

游珍娟告訴記者，縣保安在接受調查時承認把游濟安放到汽車車尾箱，但卻說游濟安當時是活著的，監控視頻裏中看到的游濟安不動是在裝死。

游珍娟：“那個視頻的話，律師可以去看，如果記者去看的話可以，他可以給你看，但是他不取證給你。我們律師去找的話，他也不給我們，他說我這個要去找領導，找縣裡的領導去函見，給領導商量了，可不可以給你，領導可以就可以，領導不可以我們也沒這個權力。”

新化鎮領導也堅持說游濟安是不小心溺水身亡，並認定他被送到鎮政府時是活人。

游家鎮政協主任陳仲斌：“他（遊濟安）是晚上2點鐘以後縣訪（信訪辦）把他送到我們鎮裡是一個活人哎，一個活生生的人哎。”

游家鎮人大主席肖錦華：市公安局做了那個屍檢，溺水死亡。

游珍娟認為鎮領導在做假證。游珍娟表示，父親很熱心，經常幫村民維權，她懷疑父親因此得罪縣領導。

游珍娟：“不管是醫療糾紛還是個人糾紛，在外面基本上人權，維權一般都喊他去的，反正他也不收錢，包括我們還其他的，還有民政的，土地問題啊，或者甚麼，因為他也能說也能寫，反正他幫助別人，實際上他也不是甚麼律師啊，但是他幫助別人，別人省了不少費用，他喜歡打抱不平。”

游濟安出事之後，佛光村村民們曾集結去鎮政府靜坐示威，並聯名寫了一封給吳邦國委員長的投訴信，每個人都按了指印，要求將兇手緝拿歸案。

去年年底浙江樂清村長錢雲會慘死在車輪下，民間普遍認為：錢雲會是因為為村民土地維權而遭到殺害，但官方最後認定為普通交通事故處理。而游濟安的死因到底有甚麼內幕，我們將跟蹤報導。

The Strange Death of a Village Head

The tragic death of Qian Yunhui, a human rights director

in Yueqing, Zhejiang Province, has been mostly forgotten.

Recently the strange death of You Ji』an,

a village party secretary and director,

as well as a human rights director, has gripped the village

of Foguang in Hunan Province.

You Ji』an, who served his village for 15 consecutive years,

suddenly disappeared after he petitioned the county government.

His body was found several days later, floating in the Zi River.

His family suspected that he was beaten to death

then thrown in the river at midnight.

Villagers jointly sent a letter to the NPC Standing Committee

asking them to punish the murderers.

The family not only refused to allow Ji』an』s body

to be cremated, but they also refused to accept any form of financial compensation.

They simply wanted justice for the dead.

Yu Ji』an’s daughter, You Zhenjuan, told NTD TV

that her father had served as village secretary for 15 years,

and did a lot of practical things for the residents, there.

He was elected as village head this year, but mysteriously died

a few days later.

Her family is anxious to solve the mystery

surrounding his death.

Yu Zhenjuan: “My father practices martial arts, has very good

health, and no illnesses at all.

How could he die after petitioning the county government?

When my father went out this morning, he was physically fit.

If he broke two ribs at home or elsewhere, how could he go

to the county government?

We have no other requirements other than to find the truth.”

Yu Ji』an’s son, You Fei, told reporters, “You Ji』an has been

helping villagers uphold their rights regarding illegal land acquisition in Xinhua County.

On June 8, he again visited the county government

to tell officials about these problems, but mysteriously disappeared.

On June 13, his body was found in the Zi River,

100 kilometers (62 miles) away from Foguang Village.

You Zhenjuan said, the director and Party secretary of

the town had talked to them several times,

offering the family RMB 100,000 (US$15,742)

in funeral expenses, low-rent housing, and a taxicab,

if the family agreed to quickly cremate the body,

otherwise the government would force the cremation!

You Zhenjuan: “They contact us frequently,

including my mother and her relatives.

They said that since my mother did not work,

they could give her a house, and

since my brother just got released from a forced labor camp,

they would give him a taxicab.

They have been talking to our family members

several times, now.

They said that our family would lose the fight

with the government.

How can our hearts be reconciled when the circumstances

surrounding my father』s death are so unclear? Please help us find out the truth."

On June 14, You Ji』an』s family members sent his body

to a funeral home to be frozen.

Through forensic investigation, it was determined that

his brain had a hole in it and two of his ribs were broken.

Also, he had purple bruises all over his body.

The Xinhua County Police Department found You Ji』an』s car

in the courtyard of the county government, the car he used that day (tag #: Xiang, K61937).

By checking a security surveillance video on the night of July 8,

it was determined that around 1 a.m. that day,

You Ji』an was dragged out of an elevator

by six security personnel then thrown into the trunk of a car.

The car quickly sped off.

During the whole process, You had not moved at all.

You』s family members asked the county police department

to file a case and investigate the issue.

Four months later, the county police department refused

to set up a case, claiming You had drowned, thus his death had nothing to do with security.

You Zhenjuan told reporters that county security personnel

admitted during the investigation

that they put You in the trunk of a car,

but he was alive then and just pretending to be dead in the video.

You Zhenjuan: “There』s no problem for lawyers

to watch the video.

If a reporter wants to see it, they』d show it to them,

but they will not allow anyone to take the evidence with them.

Even when we went there with our lawyer,

they would not give the video to us,

but told us instead to go to see the county government leaders,

and request it from them.

『If the leaders say yes, we can give you the video,

but if they say no, then we can not release the video.』”

Xinhua town leaders insisted that You was drowned,

and claimed You was alive when he was escorted to the town government seat.

Chen Zhongbin, director of the Chinese People’s

Political Consultative Conference: “He (You Ji』an) was sent

to the town government seat around 2 a.m.

from the county petition office.

He was alive at that time, a living person.”

Xiao Jinhua, People’s Congress Chairman in You』s Village:

“The Municipal Police Department』s autopsy shows the cause of death was due to drowning.”

You Zhenjuan believed the town leader

had given false testimony.

She said that her father is very enthusiastic

and often helped villagers uphold their rights.

She feels that her father』s actions had offended

the county leaders.

You Zhenjuan: “Whether it involved medical malpractice

or personal disputes, villagers always called upon him to help them uphold human rights.

He never asked for financial compensation, in any way.

Due to his good speaking and writing skills,

he was also asked to intercede in local civil affairs, land issues, etc.

Anyway, he helped a lot of people save a lot of money,

even though he was not a lawyer. He just liked to make things right.”

After You』s death, villagers in Foguang Village

gathered at the town government seat for a sit-in protest.

They wrote a letter to Chairman Wu Bangguo about

their complaints,

asking him to help them secure the fingerprints of each person,

involved in the case so that they can bring the murderers to justice.

Late last year, Qian Yunhui, village head of Yueqing,

Zhejiang, died in a car accident.

People generally believe that Qian was killed because

he called for land rights for villagers.

But officially, it was recorded as a regular car accident.
