【新唐人2011年8月15日訊】《新華社》有意在台灣設立辦公室,但遭到台灣「陸委會」禁止。學者指出,中共積極擴張海外媒體影響力已經多年,目地是在重大事件上,讓這些海外媒體幫中共說話,迷惑國際視聽,哄騙中國民眾。
來自《自由亞洲電臺》的報導,《新華社》計劃在台灣的地標—-臺北101大樓租下辦公室,但遭到台灣「陸委會」禁止。在此之前,《新華社》也在紐約租下了黃金地段辦公室和廣告看板。
民進黨執政時期擔任「陸委會」主委的吳釗燮指出,《新華社》負責為中共政府蒐集情報衆所周知,不能和一般民主開放國家的媒體在臺設辦公室一體看待,必須考慮中共背後的動機。
吳釗燮:「新華社是一個國家的通訊社,他跟中國的共產政府,它是一起的,那它在世界各地的主要的任務,不只是發佈新聞、不只是蒐集新聞,而是負有情報蒐集的工作,這在美國大家都知道,在其他的國家大家都知道,在台灣我相信絕大多數人也都知道。」
此外,吳釗燮分析,如果開放《新華社》設辦公室,未來兩岸一旦發生紛爭,《新華社》勢必成為政治人物和民眾抗議的目標。再加上機構中可能有的五星紅旗或其他代表國家的標幟,都可能觸動兩岸敏感的政治神經。
今年5月,知名經濟學家何清漣女士在台灣大學演講:《中國「大外宣」的「本土化」戰略》,她說,為了強奪話語權,中共不惜揮灑銀彈扶植各種外宣媒體,推動「大外宣計劃」。從2003年起,中共提出「外宣工作三貼近原則」:「貼近國外受眾的思維習慣、貼近國外受眾對中國信息的需求、貼近中國發展的實際」,通過聘用「外國專家」,利用他們的文化優勢,為中共從事外宣工作。
2008年以後,中共外宣媒體開始海外大擴張。《新華社》瘋狂向外擴張,海外目前有130多家分社,6千多名記者,每天生產7千多條新聞。
何清漣指出,中共控制海外媒體,無非是要在重大事件時,讓這些海外媒體幫中共說話,迷惑國際視聽,哄騙中國民眾。
除了通過建立《新華社》辦公室,有報導指說,中共也在用銀彈攻勢「收服」台灣媒體。今年1月,《玉山週報》專題《買比打便宜 中國在臺買媒體》,報導中共利用登廣告、專題、直接構買、間接收買等手段,在台灣媒體中建立影響,而且大小媒體都不放過。
美國獨立非盈利機構「詹姆斯通基金會」(Jamestown Foundation),在2001年《中國簡訊》一篇題為〈中國政府是如何試圖控制美國的華語媒體的〉文章披露,美國主要四家中文報紙—-《世界日報》、《星島日報》、《明報》和《僑報》,以及紐約的華文電視臺「中文電視」(Sino Vision),和歐洲的《歐洲時報》等,都直接或間接受到中共控制。
此外,與中共關係密切的企業家和政府,掌控著東南亞一些報紙。

CCP Plans on Xinhua Taiwan
The plan to add a Xinhua News Agency office in Taiwan
was strongly opposed by Taiwan』s Mainland Affairs Council.
Scholars pointed out that the Chinese Communist』s Party』s (CCP)
aggressive global media thrust has been going on for many years
with the purpose of broadcasting
positive images of the CCP during big, staged events.
Their intention is to confuse people around the around,
especially the Chinese people.
According to Radio Free Asia, the CCP』s mouthpiece Xinhua
was planning on opening an office in Taiwan』s landmark building
Taipei 101, but was refused by Mainland Affairs Council.
Prior to this, Xinhua opened an office and leased a large
LCD ad-screen in New York』s top location.
The Chairman of the council, Joseph Wu, pointed out,
“Everyone knows that Xinhua collects information for the CCP.
It』s not the same as normal media opening an office in Taiwan.
We have to consider the CCP』s true intention behind this.”
Wu: “Xinhua is a state-owned media agency,
with the same intentions as the CCP.
Its role in the world is not to report news stories,
rather it is to gather intelligence.
This is a well-known fact in the U.S. and other countries.
I believe most Taiwanese people know this too.
Wu continued: “If Xinhua was to open an office in Taiwan,
The public will oppose it.
If any conflicts arose between the mainland and Taiwan,
it would become a target of people』s protests.
Its logo may have the CCP』s state flag and
other political symbols, which may be sensitive.
In May 2011, renowned economist, He Qinglian, talked about
China』s International Propaganda and Localization Strategy
at National Taiwan University.
She said, “The CCP will spend millions to obtain the right to
have a voice promoting its “international propaganda.”
Since 2003, the CCP has advocated the strategy of
“The three principles of propaganda to approach the world”:
approach things from the thinking habits of
the people living abroad;
approach matters from the point of view of the people
needing a Chinese news source abroad;
approach the reality of China』s development.
By hiring foreign media experts, the CCP can effectively
engage in international propaganda.”
After 2008, the CCP media companies, especially Xinhua,
began a global expansion.
Xinhua currently has 130 international offices, with more than
6,000 reporters producing over 7,000 news stories every day.
He Qinglian said, “The CCP』s wants to control foreign media,
so that these media companies will promote the CCP,
so as to confused the people abroad
and deceive the Chinese people.”
Besides opening up an office in Taiwan,
reports say that the CCP also paid some Taiwan media.
In January, Formosa Media featured the story:
“Buying is cheaper Than Building;
CCP is Paying Taiwan Media.”
It exposed that the CCP bought ad space and news stories to
influence all Taiwanese media.
The U.S.-based, Jamestown Foundation, a non-profit
organization, published an article in its China Brief:
“How the Chinese Regime Is Trying to Control
the Chinese Media in the U.S.”
It reveals that, four main Chinese newspapers,
World News, Sing Tao Daily, Ming Pao and Qiao Bao,
and NYC』s Chinese TV station, Sino Vision,
and Europe』s Europe Times,
are all either directly or indirectly controlled by the CCP.
In addition, businessmen and governments close to the CCP
are controlling many media in Southeast Asia.
