New Rules for Mobile Phone Users in China

Buyers of pre-paid mobile phones in China will have to provide identification under the regime’s new rules that started on Wednesday.
在中國政權新規定下,周三開始,預付型行動電話買家將必須提供身份證明。
The policy is an effort by Chinese authorities to stop people from using false names when registering mobile phones. China’s Ministry of Industry and Information says the ruling will make it easier for police to crack down on spam, pornographic messages and telephone fraud.
該政策是中國當局致力於阻止人們註冊手機時,使用假姓名。中國工業和信息化部說,這項規定將便於警方掃蕩垃圾郵件、色情訊息和電話詐欺。
But some say it will now be easier for Chinese authorities to spy on people. Public security personnel regularly monitor the telephone calls of known dissidents. Now other citizens could be targeted as well. Human rights advocates say the Chinese regime could track down people who spontaneously join protests, often organized by mobile phone.
但有人說,此舉將讓中國當局更容易監視人們。公安人員通常會監聽知名異議份子的電話。現在,其他公民也可能成為監聽對象。人權倡導者說,中國政權可以追踪自發地參加常以行動電話組織抗議活動的人們。
Others fear the information could be sold to other spammers.
有人擔心這些資訊會被賣給其他垃圾郵件發送者。
Lawyer Xie Yanyi says the regulations have no basis in China’s constitution, and that if business operators collect personal information without the user’s consent, it’s a violation of the law.
律師謝燕益說,這些規定沒有中國憲法的依據,如果經營者收集個人資訊而未經用戶同意,這是違法的。
He said the rules would be impossible to implement.
他說,這項規定不可能實施。
[Xie Yanyi, Lawyer]: “There will be boycotts and resistance ,and people will protest. Some will oppose this with legal means and others will simply refuse to cooperate. Taking a long view, this policy will be impossible to implement. In the end it will bring about corresponding costs.”
謝燕益律師說:「將會有抵制和反抗,人們會抗議。有些人將用法律途徑來反對,其他人將僅是拒絕合作。長遠來看,這項政策將無法實施。最後它將帶來相應的代價。
