【新唐人北京時間2023年11月04日訊】多位美國國會參眾兩院議員推出跨黨派法案，要求制裁49名侵犯人權的相關官員。這些人多為警察和司法系統的官員，與「港版安全法」相關。
週四（11月2日），眾議院外交事務委員會亞太小組委員會主席金映玉（Young Kim）率領同為共和黨籍的猶他州聯邦眾議員匡希恆（John Curtis），以及馬薩諸塞州的民主黨聯邦眾議員吉姆·麥戈文（Jim McGovern）推出《香港製裁法》（Hong Kong Sanctions Act）。
這部法案的參議院版本，則由美國國會暨行政當局中國委員會（CECC）共同主席、民主黨人傑夫·默克里參議員（Jeff Merkley）與共和黨議員丹·蘇利文參議員（Dan Sullivan）聯手提出。
被點名制裁的香港官員包括律政司長林定國、國家安全委員會祕書長區志光、警衛處處長蕭澤頤等多名警界和司法系統官員，還包括數十名法官。這些法官多為「港版國安法」指定法官。
來自加州的共和黨聯邦眾議員金映玉說，該法案旨在以強有力和果斷行動支持熱愛自由的香港人民，並追究侵犯人權的香港官員的責任。
該法案推出的前夕，遭美國制裁的香港特首李家超確定不出席下個月在舊金山舉行的亞太經合組織（APEC）峰會。
港府週二宣布，財政司司長陳茂波將代表香港出席APEC，並宣稱李家超「收到了美方的與會邀請」，只是「由於日程事宜」而無法出席。但美國方面回應媒體稱，邀請函內容是「邀請香港」出席APEC，並非邀請李家超。外界分析，這種操作是美中私下商討的結果，美方最終不允許被制裁的李家超赴美，但也給了中共下台的台階。
