【禁聞】學聯擬APEC期間上京 外界如何看?

【新唐人2014年11月05日訊】2014亞太經濟合作組織APEC(Asia-Pacific Economic Cooperation)峰會,將從11月5號到11號在北京召開。正當北京採取嚴格管控措施之時,香港專上學生聯合會準備在這個星期六,派出五人去北京,要求北京高層直接面對學生,回應港人要求撤回中共人大8.31決議的訴求。

香港《蘋果日報》4號報導,「學聯」暫定派五名成員上京,已經有了初步人選,但出於安全考慮,最終名單,將在幾天內公布。「訪京五子」的安全考慮,是能否成行的唯一變數。出發日期則要和其他組織協調。「學聯」暫時鎖定的約見對像,是中共國務院總理李克強,或人大常委會官員,但難以評估最終北京會派哪個層級官員應對。

報導說,「學聯」初步預計會被原機遣返,但同時認為,如果大陸不准他們入境,等於和香港人為敵。報導引用消息人士的話說,「學聯」成員代表香港年輕一代,北京如何對待學生,將影響港人、尤其是年輕人,往後如何看待所謂的「一國兩制」和中港關係。佔領運動參與者也可以藉著北京這次處理手法,思索運動下一步方向。

根據以往案例,香港泛民人士到大陸時,經常被拒絕上飛機。即使登機成功,也可能原機折返。「學聯」成員也不乏去大陸的經歷,例如前常務秘書蕭健滔等成員,曾經去湖南邵陽祭奠大陸民運人士李旺陽,儘管當時低調通過海關,但剛抵達邵陽,就被一群國安包圍扣留。

大陸知名維權人士胡佳:「這個不是中共想要去解決問題的一個方式,中共只相信,把提出問題的人解決掉的這種方式。所以說,我個人對香港學生北上本身是非常支持的,但同時呢,我並不認為這次會產生甚麼結果。」

香港立法會議員單仲偕:「我估計他能夠見到李克強總理的機會比較少。最樂觀的情況就是,由國務院港澳辦官員去處理他們,和會見他們。但是我估計這個也不容易,北京最大的可能就是不容許他們上機。」

大陸知名維權人士胡佳認為,學生除了面臨不能出境香港,或是到了北京後被遣返,被扣押,還有一種可能性。

胡佳:「再有一種可能呢,是你到了以後,給你好吃好喝好招待。然後統戰部這些他們來出面,來進行一種欺騙性的東西。因為中共的政協、統戰,它其實都是一種變相的柔性的穩控。讓你感覺他們是有誠意,來跟你進行對話和溝通的,但是絕不會產生任何實質性的效果。」

不過,由於學生預定上京的時間正值APEC會議期間,香港評論人士認為,北京可能顧慮國際關注,不一定敢「玩硬的」。

居住在北京的胡佳說,北京面臨著08年奧運之後,又一次大型的涉外政治性活動,北京加大維穩的力度超過國內活動,學生現在把球踢給中共,這是一個好時機。

胡佳:「他們一來的話,國際媒體的記者肯定會來的。在這個時候,北京有甚麼風吹草動,都可能會引起相當的關注度。那麼中共自然不想在這個時候出現任何的紕漏。學生選擇這個時機的話,我覺得很好,因為在這個時候的話,可以形成聚焦。」

不管能否成行,或者是否能達到預期效果,胡佳認為,香港學生不斷嚐試各種可能性,理性和平的表達訴求,起到了引領作用。

胡佳:「現在所發生的這些事情特別有引領的作用。我認為將來中國大陸各地的學生,都有權利要求中央政府進行對話。這是拉近平等權的非常好的形式。就是說,你並不是高高在上的,你沒有權力把自己弄得高高在上。我們所有人都有權力要求你進行對話,因為你做錯了。你的這種體制每天在做的事情,有很多是在進行國家形式的犯罪。」

不過胡佳也指出,正是由於香港學生的民主訴求對大陸有深遠的影響力,奪權後從來沒有實施過真普選的中共,根本就不敢給予港人這個權力。

Public View of HKFS Plan to Appeal to Beijing During APEC

2014 Asia-Pacific Economic Cooperation (APEC) summit
will be held in Beijing from November 5th to the 11th.
Just when Beijing Authorities take strict control measures,
the Hong Kong Federation of Students (HKFS) prepare
to send five people to Beijing this Saturday.

HKFS calls on the Beijing Central Government
to directly make dialogue with the students,
and to respond to the demands of the Hong Kong people.

They want the August 31st resolution
of the National People’s Congress (NPC)
of Chinese Communist Party (CCP), withdrawn.

Hong Kong “Apple Daily" reported on Nov 4th
that HKFS plan to send five members to Beijing
with a list of preliminary candidates.

For security reasons, the final list will be announced shortly.

The security for “Five Men’s Visit to Beijing" is the only
variable for determining if their trip is successful or not.
The departure date will have to be coordinated
with other organizations.
HKFS identified the key officials for the appeal
as Premier Li Keqiang, or officials
of the Standing Committee of NPC.

But it is difficult to predict which level
of officials Beijing will finally send to meet them.

The report says HKFS initially expected to be repatriated
through the boarded flight, but also believes that
if the mainland authorities do not allow them
to enter Beijing, then this is equal to treating
Hong Kong people as enemies.

The report quoted sources saying, HKFS members
represent the younger generation in Hong Kong.
How Beijing authorities treat the students will affect
how Hong Kong people, especially young people,
will look at the so-called"one country and two systems"
and the relationship between Hong Kong and the mainland.
The participants of Occupy Central can also think about
the next direction of the movement
by the way Beijing handles the situation.

Based on past cases, when Hong Kong
Pan-Democratic members visited the mainland,
they were often not allowed to board the plane.

Even if they succeeded, the flight might be turned back.

HKFS has some experience of members
going to the mainland.
For example, the former executive secretary of HKFS
Xiao Jiantao and other members once visited
Shaoyang City of Hunan Province to show homage
to mainland dissident Li Wangyang,
Despite a low-key passage through customs,
they were surrounded and detained
by a group of national security staff
at the time of arrival in Shaoyang City.

A well-known mainland human rights activist Hu Jia:
“This is not the way for the CCP to solve the problem.
CCP only believe in the tactic of removing the people
who raise issues.
So I personally strongly support Hong Kong students going
north of itself.
On the other hand, I don’t think this will lead
to any significant result."

Hong Kong Legislative Council SIN Chung-kai: “I guess
the chance of meeting Premier Li Keqiang is very low.
The most optimistic scenario is that, the students are
interviewed by officials of the Hong Kong and Macao Office
of the State Council.
But I guess even this is not easy, and the most likely case
is that Beijing will not allow them to board the plane."

Human rights activist Hu Jia believes that,
in addition to the scenario that students
cannot leave Hong Kong, or may be repatriated
after arriving in Beijing or even detained,
there is another possibility.

Hu Jia: “There is another possibility. It is to treat them
with a good meal and accommodation.
The United Front Department will undertake a deceptive
response because the CCP’s Political
Consultative Conference and United Front are in fact
a disguised form of flexible stability control mechanism.
This lets you feel that they are sincere in dialogue
and communication with you,
but absolutely has no substantive results."

However, because the scheduled time for the students to
go to Beijing coincides with the time of the APEC meeting,
Hong Kong commentators believe Beijing may have concern
for international attention, and take no “hard" measures.

Living in Beijing, Hu Jia said Beijing is facingthe next large influx
of foreign political activity after the 2008 Olympics.
Beijing authorities are intensifying efforts to safeguard
stability over any other domestic activities.
So the students have now passed the ball to the CCP,
and this is a good time.

Hu Jia: “When they come, the international media
correspondents will certainly follow them.
At this time, if Beijing has any sign of trouble,
this will likely cause considerable concern.
So the CCP naturally does not want to have any trouble
at this time. If the students choose this timing
to take action, I think it is very good.
Because at this time, it can be focused and highlighted."

Regardless of whether the trip can be realised,
or whether the expected results can be achieved,
Hu Jia believes that Hong Kong students continue
to try various possibilities by rational
and peaceful expression of their aspirations,
and this plays a leading role.

Hu Jia: “these things happening now
have a particularly leading role. I think,
in the future students throughout different places
of Mainland China will have the right to request a dialogue
with the central government.
This is a very good means to close the equal rights.
That is to say, you are not superior, you do not have
the power to make yourself superior.
We all have the power to require you to engage in dialogue,
because what you did is wrong.
Many actions taken by the current regime every day
are committing national crimes."

But Hu Jia also pointed out that it is precisely
because the democratic aspirations of Hong Kong students
have a profound influence on Mainland China,
that the CCP has never implemented real
universal suffrage since taking power,
and would not dare to give Hong Kong such power.
