【新唐人2014年09月19日訊】香港著名藝人成龍的兒子房祖名，一個月前，因為在北京豪宅裡容留他人吸毒，被中共警方當場逮捕。9月17號，中共最高檢察院的官方微博公布，北京市公安局東城分局對房祖名吸毒罪，提請批捕已經通過。法律界人士分析，房祖名至少會獲得3年以下有期徒刑。請看報導。
9月17號，中共最高檢察院的官方微博說：「9月10號，北京市公安局東城分局以陳祖明（藝名：房祖名）涉嫌容留他人吸毒罪，提請北京市東城區檢察院審查批捕，在9月17號已經通過，公安機關將對此案繼續偵查。」
中國法律界人士認為，房祖名已經構成容留他人吸毒罪。根據中共刑法第354條規定，容留他人吸食、注射毒品，處於3年以下有期徒刑、拘役或者管制，並處罰罰金。
東南大學法學教授張讚寧：「在演藝界，之所以吸毒比較多，跟他們高收入，追求享受有很大的關係。如果這個事實存在的話，可能不止是3年以下，可能會判的更高一點。」
央視微博8月18號的報導說，房祖名、柯震東等人因涉毒，8月14號被北京警方查獲。警方在房祖名的住所繳獲大麻100多克。柯震東在被行政拘留14天後獲得釋放，而房祖名一直被刑事拘留。
9月18號，《人民郵報》發表文章說，中共全國政協委員的成龍，為了營救兒子四處奔波，卻依然徒勞無功。根據披露的案情來看，被判處緩刑的可能性較低。
時事評論員唐靖遠：「之前大陸警方也有抓過幾個演藝圈吸毒的，但是這些人基本上都是大陸的。房祖名被抓他是有特殊性的，在於他是一個香港藝人，而且他的父親跟大陸某些政治人物的關係非常密切。」
時事評論員唐靖遠說，要抓他的人就是要突出這種特殊性。
8月27號，香港《蘋果日報》報導指出，多年來，成龍憑藉電影界在大陸瘋狂吸金，頻頻的向北京獻媚，人脈很廣。他的靠山原來隸屬江澤民系統的中共前國家副主席曾慶紅，而曾慶紅的弟弟曾慶淮，由於掌控娛樂圈和國家文化部，在大陸和香港文藝界有極大勢力。
唐靖遠：「就是這麼有很深背景的這麼一個人，他卻救不了自己的兒子。而且在大陸演藝圈司空見怪的這麼一個吸毒罪名，很清楚的表達出一個信息，成龍他背後江系的主要的這些人，他所有能夠有關係的，可以產生影響的這些人已經不行了。」
《蘋果日報》說，近期曾慶淮被揭露，與薄熙來、周永康案的關聯人物有合作，將成為習近平打老虎的頭號目標。唐靖遠指出，中共當局在查明房祖名的毒品來源後，遲早會查到控制演藝圈的大佬那裏。

Jaycee Chan Arrest: is Jackie Chan’s Effort to Lighten Son’s Punishment Ineffective?

Jaycee Chan was arrested by the Chinese Communist Party
(CCP) police a month ago when he used drugs with others
in his luxurious Beijing home.
On Sept. 17, the official CCP Supreme Procuratorate
microblog announced the arrest of Jaycee Chan
by the Dongcheng Branch of Beijing Public Security Bureau
on charges of drug use.
Legal professionals believe that Jaycee Chan
could be sentenced to up to three years in jail.
Let’s follow the coverage.
On Sept. 17, the official microblog of the CCP
Supreme People’s Procuratorate stated, “On Sept. 10,
the Dongcheng Branch of Beijing Public Security Bureau
applied to Beijing Dongcheng District Procuratorate
for the arrest Jaycee Cheng, who uses the stage name
Jaycee Chan, on suspicion of harboring others drug users.
The warrant was issued on Sept. 17.
The public security department will continue
to investigate the case."
Chinese legal professionals believe that Jaycee Chan has
committed the crime of harboring other drug users.
According to the CCP Penal Code section 354,
to shelter others for drug ingestion or injection shall be
punished with three years imprisonment,
criminal detention or control, and penalty fines.
Southeast University’s law professor Zhang Zanning:
“In the entertainment industry, the reasons
for frequent drug addiction cases are highly related
to their wealth and the hedonic pursuit.
If the facts about Jaycee Chan are true, then he may
be sentenced to more than three years, a little severer."
A CCTV microblog reported on Aug. 18 that Jaycee
and Ke Zhendong were seized by Beijing police on Aug. 14
due to drug-related behavior.
Police confiscated more than 100 grams of marijuana
in Jaycee’s residence.
Ke Zhendong was released after 14 days’ administrative
detention, but Jaycee Chan is still being held
in criminal detention.
On Sept. 18, the People’s Post newspaper published
an article which said that as a member of Chinese People’s
Political Consultative Conference, Jackie Chan looked for help
everywhere to lighten the punishment on his son, but in vain.
According the the disclosure on the case, the possibility
of being sentenced to probation is highly unlikely.
Political Commentator Tang Jingyuan: “Before the case,
the mainland police once punished several actors
who used drugs, but these people are basically
in Mainland China.
The arrest of Jaycee Chan has some particularity,
because he is a Hong Kong actor and his father
keeps a very close relationship
with certain political figures in Mainland."
Commentator Tang Jing Yuan said the authorities who intend
to punish Jaycee Chan want to highlight this particularity.
On Aug. 27, Hong Kong-based Apple Daily reported that
over the years, Jackie Chan has made huge sums of money
via the movie industry in Mainland, frequently flattering
Beijing while establishing a wide network of people.
His patron is the Former Vice President Zeng Qinghong,
who belongs to Jiang Zemin’s faction.
Zeng’s younger brother Zeng Qinghuai enjoys great power
in literature and art circles in mainland and Hong Kong
since he controls the Ministry of National Culture
and showbiz.
Tang Jingyuan: “A person who has such a deep background
cannot relieve his own son.
Furthermore the charge of drug possession is a very
common phenomenon in Mainland showbiz.
So this sends a very clear message – all influential persons
who are behind and supporting Jackie Jiang,
are all relevant to him, are now without power."
Apple Daily said that recently it was revealed that
Zeng Qinghuai cooperated in the Bo Xilai Zhou Yongkang
case, and he would be the lead tiger aimed at by Xi Jinping.
Tang Jingyuan said that when the Chinese authorities
identify the source of the drugs in Jaycee’s case,
they will sooner or later find the heavyweight of showbiz
who controls the entertainment circle.
