【新唐人2014年05月30日訊】美國總統歐巴馬5月28號在「西點軍校」的畢業典禮上發表演講。他強調,美國的軍力和世界領導力無可比擬,必須始終引領世界。同時他還明確提到了中共的軍事擴張、和網絡攻擊,及南中國海上的侵略等。在中、俄剛剛度過經濟和軍事上的「蜜月」後,美國的態度說明瞭北京何種國際處境?下面請聽學者和時政分析人士的看法。
歐巴馬在演講中說,到2015年,將把美國看作是站在最前沿,來制定一個保護地球的全球框架條約。因為伊拉克和阿富汗戰爭後,世界版圖已被改寫,美國已經從歐洲到亞洲,建立起了以美國為樞紐的強大聯盟。
在演講中,歐巴馬多次直接提到中共。他強調:中國的經濟崛起和軍事擴張讓鄰國憂心忡忡。無人制止的地區性侵略 —— 在烏克蘭南部、南中國海、或是世界上任何地區 ,將最終影響到我們的盟國,並且有可能捲入我們的軍隊。面對網絡攻擊,我們正致力於制定並執行通行規則,以保障我們的網絡和公民的安全。
西方媒體針對歐巴馬的演講,報導說﹕「美國準備好應對中國侵略」。
原北京首都師範大學教授李元華:「美國希望表明它的態度,因為它知道跟中共、共產集權國家打交道的時候,如果不把話說明確了,可能對方以為還有甚麼機會。像歐巴馬這一次,顯然就是表明瞭美國這種堅定的態度,就是維護整個世界和平,不允許中共招惹是非。」
5月以來,中共先後在南海有爭議海域設立鑽井平臺,並撞沉一艘越南漁船,加劇了南海的緊張局勢。越方指控中方嚴重侵犯越南主權、及主權權利與管轄權,並違反1982年聯合國海洋法公約等國際法,及違背南海共同行為準則宣言(DOC)等。
美國政府支持越南,並批評中共的挑釁行為。27號,越南國會主席阮生雄在首都河內,會見了來訪的美國聯邦參議院外交委員會亞太小組主席卡定,雙方就越南和美國的關係發展、合作以及南中國海的緊張局勢交換了意見。
大陸時政分析人士華頗:「因為中共在東海及南中國海的這一些主張引起美國的擔心。美國實行了亞太再平衡的戰略,這個也使中共非常的惶恐。中共現在非常的狡猾,它是真心希望美國繼續把它的戰略重點放在歐洲,亞太再平衡戰略戛然而止。」
5月,中國和受到西方國家一致制裁的俄羅斯交往極其熱絡。雙方不僅在能源領域開展巨額交易,而且在海上舉行第三次聯合軍事演習,甚至還簽署了《全面戰略協作夥伴關係新階段聯合聲明》。中共媒體一邊倒的吹捧中、俄關係。
華頗:「它(中共)又給俄羅斯巨大的經濟援助,其實就是想讓蒲亭有底氣,和美國硬抗,來減少中國自己所面臨的美國的壓力。其實它的真心意圖就是想把火引向俄羅斯,這樣子變相的就幫了中國(共)的忙。」
中共近幾十年的外交訪問中,大多同時帶上百人的商業代表團,對非洲國家更是不顧國內民間反對聲音而進行大筆捐贈。輿論諷刺中共所為是「散財外交」。
李元華:「其實中共跟世界各國的交往當中,一直以一種暴發戶的姿態,我有錢你要給我讓路,來確定自己的統治的合法性。實際上是不被整個國際社會所尊重,和整個正常的社會、普世價值是相違背的,就是它的任何舉動已經遭到很多人的反感。」
面對中共的種種伎倆,西方很多國家早已洞若觀火。歐巴馬這次在「西點軍校」的演講中明確表示:當美國的核心利益需要的時候,人民受到威脅時,生活和盟友的安全處於危險之中時,美國將使用武力。他說「我的底線是:美國必須始終引領這個世界的舞臺,如果我們不這樣做,沒有人會。」

Obama’s Speech at West Point vs. the CCP’s International Situation
U.S. President Barack Obama delivered the commencement speech at the U.S. Military Academy, West Point, on May 28. He stressed that the leadership and the military power of America has rarely been stronger than the rest of theworld, and will be true for centuries to come.
He also exclusively mentioned the Chinese Communist regime’s military reach, cyber attacks, and South China Sea disputes.
What international climate is Beijing faced with following the ‘honeymoon’ between Russia and China in regards to economy and military? The following is our experts’ analyses.
Obama said next year he intends to make sure America is out front in constructing a global framework to preserve the planet. After the combat in Iraq and Afghanistan, the landscape has changed. From Europe to Asia, America has become the hub of alliances.
In his speech, Obama repeatedly referred directly to China. He said: “China’s economic rise and military reach worries its neighbors". “Regional aggression that goes unchecked— whether in southern Ukraine or the South China Sea, or anywhere else in the world— will ultimately impact our allies and could draw in our military". “We have a serious problem with cyber-attacks, which is why we’re working to shape and enforce rules of the road to secure our networks and our citizens".
Western media analyzed Obama’s speech as meaning America is ready for China’s aggression.
Li Yuanhua, former Professor of Capital Normal University: “The United States is expressing its attitude clearly with the Communist totalitarian state. Obama is stating the firm attitude of the U.S.’ defending the world peace against the aggression of the CCP."
Since May, the escalated tension in the South China Sea with the drilling rig and the sinking of a Vietnamese fishing boat has led Vietnam to accuse China of serious violations of sovereignty, sovereign rights and jurisdiction. It also contravened international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS) and the Declaration of the Conduct of Parties in the East Sea (DOC).
The U.S. also strongly opposed China’s provocative act. At a meeting in Hanoi on May 27, the U.S. Senate Committee on Foreign Relations Benjamin Cardin and the Vietnamese National Assembly Chairman Nguyen Sinh Hung discussed measures to boost relations between the two countries as well as the tensions in the South China Sea.
Hua Po, China affairs analyst: “The U.S. is concerned with the CCP’s conduct in the East China Sea and the South China Sea. The Pacific rebalancing strategy of the U.S. is also challenging the CCP. The cunning CCP is intending to have America focus on Europe and to halt its Asia-Pacific rebalancing strategy."
Russia and China have had a very warm exchange in May, including the large trade in energy, the third maritime drill, and a signed Joint Declaration. The Communist Chinese media touted China-Russia relations.
Hua Po: “Its (CCP) huge financial aids to Russia will embolden Putin in the balancing act with America and reduce the U.S.’ pressure on the CCP. The intention is to direct the fire towards Russia, which will be a favor in disguise to the CCP."
The CCP’s decades of diplomatic visits have been accompanied with business delegation composed of hundreds of people. Its massive financial aid to African countries while ignoring domestic opposition also earned the CCP foreign policy’s reputation as ‘money diplomacy’.
Li Yuanhua: “In fact, the CCP’s upstart attitude in its diplomacy has been a way to secure its ruling legitimacy. It lacks respect from the international community and opposes the universal values of a normal society. Its conduct has offended many."
The West is clear of the CCP’s tactics. In his speech at West Point, Obama said, “The United States will use military force, unilaterally if necessary, when our core interests demand it— when our people are threatened, when our livelihoods are at stake, when the security of our allies is in danger". He added, “Here’s my bottom line: America must always lead on the world stage. If we don’t, no one else will."
