【新唐人2014年04月17日訊】近年來,內地很多民眾在有冤無處訴的情況下,由於上訪等正常手段逐漸失效,轉而創造出一套「創意維權」的模式,來給當局製造輿論壓力。曾經策劃八十歲老太太狀告民政部的李學惠告訴本臺記者,他們就是要通過製造種種噱頭,吸引媒體關注,讓中共在他們搭建的平臺上做醜陋的表演,暴露這個體制的邪惡。
北京維權人士李學惠就是「創意維權」的推動者。他自己是拆遷上訪戶,但是為吸引媒體關注,常常想出一些點子。他曾經在2010年12月9號,在天安門廣場國旗西側拋撒冥幣,而被北京西城區公安局刑事拘留,還被判勞教一年。
2012年年初,82歲的王秀英老太太,在向財政部申請公開中共政府援助北韓的信息被拒後,老太太又向法院遞交訴狀。
為了房屋拆遷糾紛,王秀英在77歲那年被判過一年勞教。
80多歲老太太狀告財政部,一下子成了中國內外眾多媒體關注的焦點。而這件事幕後的策劃人就是李學惠。李學惠告訴媒體,他這樣做的目地只有一個:保持公眾對他們的關注度。
李學惠4月14號接受《新唐人》採訪時表示,他們曾經相信這個體制,老老實實的走司法程序和信訪程序,但是最後發現,這個體制一丁點都不值得人們相信。他們搞創意維權,就是要讓更多人認識中共體制的邪惡。
北京維權人士李學惠:「我們所創意的起訴,國家財政部那個援助北韓信息的,我並不是要得到援助北韓的具體數額,我只是要讓更多人認識到這個社會的黑暗,這種體制的邪惡,在這個體制中,我認為95%的欺騙,5%的暴力。所以呢,我們只是通過這個,讓更多人報導。讓它知道畏懼我們,解決我們的訴求,就這個目地。」
李學惠表示,原先他們只停留在解決個人訴求上面,現在他們變成以揭露社會黑暗和揭示這個體制邪惡的方式上訪了。
李學惠:「當然選擇援助北韓這個,是敏感的。我認為財政部不會給我們答復,司法不會給我們得到公正,那我們更看見,通過司法的不公正,咱們認識到政治的不誠信。我們是國家的主人,政府告訴我們,我們是國家的主人,也是政府的主人,政府花了錢不告訴我們,這不是政治的不誠信嗎?正是這個事表明,這個政權的建立的合法性,讓更多人質疑它。」
李學惠透露,下一步他們還打算製造更多的噱頭,跟當局死磕。
王秀英已經向國家統計局提出政府信息公開申請,要求當局公布最近中國貧困人口的標準是多少?貧困人口有多少?而統計局拒絕回答。
李學惠:「所以我們可以打行政復議,我們可以到監察部控告它。我們並不相信司法,我們也不相信行政答復。我們只是搭建一個平臺,讓更多的角色在我們的平臺上做醜惡的表演,把真真正正體制矛盾暴露在我們平臺上。如果只是講原先拆我們房子,給多少錢,已經不足以反映這個體制的矛盾了。」
據香港《明報》報導,全中國各種「創意維權」風起雲湧。如:2008年底,湖南曾發生「彭老爹邀法官決鬥」事件。和2009年6月,廣西桂林陽朔縣,某大酒店員工集體拜包公、狄仁傑和現代法官塑像。這家酒店負責人自稱,在投資中被當地政府欺騙,希望以此方式申訴。以及2011年4月,在河南信陽市光山縣,一名七旬老婦在土地廟裏供奉縣長相片,跪求縣長幫助討醫療費。另有2010年10月,60多名農民工遭欠薪675萬元,聚集黃河岸邊點香,跪拜河神,祈求討薪成功。
李學惠表示,已經有政府人員來找他,表示會將他的拆遷賠償訴求向上反映。他說,自己在為全國眾多訪民趟出一條別出心裁的上訪道路。他又說,真正的上訪,就是讓更多人不相信這個體制。

Petitioners “Creative Human Rights Defense” Exposes the Ugliness of the CCP
In recent years, with nowhere to appeal for justice and the abject failure of the normal process of petitions, Chinese people have figured out a series of “Creative Human Rights Defense” means of putting pressure on the Chinese Communist Party (CCP) authorities. Li Xuehui, who planned to have an 80-year old woman sue the Ministry of Civil Affairs,told NTD reporter that they want to use these ways to attract attention from the media. They built a platform to have the CCP showcase its evilness.
Beijing human rights defender Li Xuehui is the promoter of “Creative Human Rights Defense.” He is a petitioner himself for forced demolition and relocation. To attract media attention, he figured out some ideas. On December 9 2010, he tossed around “money for the dead” on the west side of the CCP flag on Tianammen Square. He was detained by the Beijing Xicheng Pubic Security and sentenced for one-year labor education.
In early 2012, 82-year-old woman Wang Xiuying submitted a criminal complaint to the court after her petition to the Ministry of Finance to publish the financial assistance to North Korea was rejected. Wang Xiuying was sentenced to one year labor education when she was 77-years old due to disputes about house demolition.

During his interview with NTD on April 14, Li Xuehui said that he believed in the CCP system before and honestly took the path of petition and the judicial process. He finally found out there is nothing in this system to believe. They engage in creative ways to let more people know about the evil CCP regime.
Li Xuehui: “We sued the Ministry of Finance not to ask for the information on financial aid to North Korea. I just want more people to recognize the darkness of this society and the evilness of this system. I think 95% of the system is deception; the other 5% violence. We let more people report the news so the CCP is afraid of the people and resolve our issues. This is our goal."
Li Xuehui said they started with personal demands. Now they changed to petitions to expose the darkness of the society and the evilness of the system.
Li Xuehui: “The aid to North Korea is a sensitive topic. I do not think the Ministry of Finance will respond. We know the injustice of the judicial system and the lack of credibility of the political system. The government tells us we are the masters of the country. The government does not tell us how much money it spends. Isn’t this a lack of credibility? We want to show this and let more people know the regime is not legal.”
Li Xuehui revealed that they plan to make more news against the government.
Wang Xiuying has publicly requested the State Bureau of Statistics to reveal China’s recent standard of poverty and the number of people living in poverty. The Bureau refused to answer.
Li Xuehui: “We can fight for administrative reconsideration. We can go to the Ministry of Supervision to sue them. We do not believe in the judiciary system, nor do we believe in their reply. We just want to build a platform, so that more roles can play on our platform. We want to truly expose the evil system on our platform. Just talking about demolition and money cannot reflect the conflicts of this system any more.”
According to HK’s Ming Pao Daily, a variety of “creative ways to defend rights" is happening across China. The “Daddy Peng Invited the Judge for A Duel" event
happened in Hunan Province at the end of 2008. In June 2009, staff of a large hotel collectively worshiped statues of righteous officials in Chinese history, together with one statue of the current judge. The person in charge of the hotel claimed that his investments were defrauded by local government and he was appealing. In April 2011, an old woman in her 70s from Guangshan County of Xinyang City Henan Province worshipped the photo of the country official in a temple. She kneeled and begged for help with her medical expenses. In October 2010, more than 60 migrant workers gathered on the shore of the Yellow River to pray for their wages of 6.75 million yuan to be paid. They bowed to the river god and eventually were paid.
Li Xuehui said some government officials have come to him and told him they would escalated to higher levels his appeal for the demolition compensation. He said he was walking a path for numerous petitioners across the country. He added that the official petition shows that more people have no belief in this system.
