【新唐人2014年03月28日訊】3月26號,北京又籠罩在灰濛蒙的陰霾裡。25號,一份報告顯示,中國空氣污染導致的過早死亡和健康問題,造成每年三千億美元的損失。同一天,中國環保部門公布了去年全中國74個主要城市的空氣質量報告,其中,京津冀 —— 河北區域污染最嚴重,污染天數佔全年40%。
受陰霾籠罩影響,25、26號,京津冀 —— 河北大部分地區的空氣質量指數,徘徊在中度至嚴重空氣污染級別。26號當天,PM2.5的空氣懸浮微粒濃度,最高達到每立方米400到500微克,超過世界衛生組織建議的安全標準(每立方米25微克)16倍。
據氣象部門預告,這波伴隨刺鼻氣味的天氣,將持續到28號。
有京津冀地區的民眾在網上抒發陰霾天造成的不適,網民說:「霾在身邊、霾在心裡、拿霾怎麼樣…,鬼樣的日子甚麼時候遠離身旁?…」
不久前,北京民間空氣污染專家陳景,住進了「北京大學附屬第一醫院」住院部心類病房。他表示,他和他周圍的人得病的原因,就是空氣中的霧霾造成的。
陳景:「我現在這個醫院是沒有空床位了,我開始也是以為空氣污染只會影響到肺,但是他可以通過進入到血液循環裡,也影響到心血管、腦血管,特別是癌症已經佔到惡性腫瘤的第一位,而且多年居高不下。我覺得和空氣污染有非常密切的、直接的關係。」
「中國國務院發展研究中心」和「世界銀行」,25號在北京聯合發佈的最新報告說,中國空氣污染帶來的高死亡率,和其他健康問題,估計每年造成一千億到三千億美元的損失。
中國前衛生部長陳竺,去年12月在醫學雜誌《柳葉刀》上撰文,他援引研究數字指稱,空氣污染每年在中國導致多達50萬人過早死亡。
空氣污染造成的情況真有那麼嚴重嗎?
北京天則經濟研究所國際部主任王軍:「當然有了,這個多了,不僅是健康,比如說人家能活80歲的,現在活70歲就完了,平均,就是減少了10歲,有這個研究,這個研究太多了。」
面對如此惡劣的生態環境,大部分中國人都在盤算離開。
美國《時代》週刊3月18號刊登「中國巨富開始逃離以躲避霧霾」。文章說,64%財富值超過160萬美元的中國富人,為躲避糟糕的空氣污染,不是已移民他國,就是正計劃這樣做。
王軍:「你知道馬雲吧,馬雲一年12個月,有11個月在美國加州,享受那邊藍天白雲,現在有錢人都跑了,把自己的小孩、把自己的財產(都帶走了),他說他要呼吸新鮮空氣,他要很舒服活著,這個是悲劇呀﹗」
中國環保部門3月25號發佈,去年全中國74個主要城市的空氣質量監測報告,其中,有71個城市空氣污染超標,僅拉薩、海口和舟山3個城市達標。另外,污染嚴重的京津冀區域13個城市中,有11個城市排在污染最重的前20位,有7個城市排在前10位。
王軍認為,官方公布的這個數字還是很保守的。而這些數據本身說明污染已經很厲害了。
王軍:「整個華北,包括長三角、南京、上海,甚至天堂杭州、蘇州都有霧霾。去年11月份,《紐約時報》有篇文章(說),中國不僅要出口產品Product,而且還有Pollution(污染)。現在在美國那麼遠,都有中國的空氣污染。」
美國《商業週刊》2月援引中國專家的話說,「中國的污染到了不可忍受的程度。這就像一個煙民到了必須馬上戒菸的地步,否則就會患肺癌。」
今年中共「兩會」期間,中國媒體在網上就空氣污染的問題:「你認為十年後能自由呼吸嗎?」進行調查,有90%的應答網民給出了否定答案。
對此,陳景也表示悲觀。
而「北京天則經濟研究所」國際部主任王軍,則引述老百姓的一句話說,時下「有沒有霧霾天,記著靠老天」。

Weather Dictates Haze or No Haze
On March 26, Beijing found itself once again,
submerged in grey haze.
On March 25, a report was released claiming, the poor health
and early death rate increase,
was mainly due to poor air pollution, costing the state
US$ 300 billion in costs.
On the same day, the Official Environmental Department
of Chinese Communist Party (CCP),
published an air quality report on 74 major cities,
based on last year.
Among them, a large region covering the whole of Beijing,
Tianjin and Hebei Province,
has the worst air quality pollution, giving it a ratio of around
40 percent polluted days in the one year.
Impacted by haze invasion, on March 25 and 26,
most areas including Beijing, Tianjin and Hebei Province,
have moderate to serious levels of air pollution.
On March 26, the worst recorded measurements came back as,
400-500 micrograms per cubic meter,
which measures at16 times more the recommended
safe levels of pollution.
The recommended levels brought out by the
World Health Organisation(WHO),
confirm 25 micrograms per cubic meter
are the advised rate.
According to a predication from the meteorology department,
such cases in weather, bring their very own strong odour,
and thought this will last till March 28.
Some netizens from the areas most polluted wrote of their
discontent upon the Internet:
“Haze is beside me, in the heart, how can I dispel it…?"
And, “when will such ghost-like life be far from us?"
Recently, Beijing non-professional air pollution expert
Chen Jing,
spent some time in the cardiac ward of
Peking University First Hospital.
He said, the reason that he and surrounding people have
become impacted by disease,
is mainly due to the very high levels of air pollution.
Chen Jing: “There are no vacant beds within the hospital.
At the beginning, I just took it for granted that
at first I thought the air pollution would just affect my lungs,
but actually now, it appears it can enter the blood stream and
further affect cardiovascular and cerebrovascular systems.
Currently cancers have accounted for the number one cause
of death cases out of all the diseases.
I think it is definitely the case that, this has close and direct
relation to the air pollution we are experiencing."
China’s Development Research Centre for State Council
and World Bank,
jointly published their most recent report on March 25.
It states that due to the high death rate and other
health issues produced by China’s air pollution,
an estimated annual loss of US$100 billion to US$300 billion
has been experienced.
The former Minister of Health Chen Zhu, made a statement
last December in the medical academic journal The Lancet,
stating that air pollution has led to premature deaths of half
a million people, citing figures from a recent survey.
So is air pollution really the cause of such severe
and extreme consequences in China today?
International Department Director Wang Jun of
Beijing Unirule Economic Institute:
“Of course, it is. The damage is even beyond
people’s health.
For example, a person has a normal lifespan of 80 years,
but now due to air pollution, people are only
living to 70 years of age.
This means people are losing out on 10 years of their life.
There are a lot of such similar studies."
Given now such a bad ecological environment exists in China,
many of the people are planning to flee the country.
On March 18, America-based Times Weekly, published
an article “Now China’s Super Rich Are Fleeing to Avoid Smog".
It says, 64 percent of wealthy Chinese, who own
more than US$1.6 million,
have migrated to overseas countries or are planning to do
so, in order to avoid the crippling smog.
Wang Jun: “Do you know Ma Yun? Every year Ma Yun
(Chinese internet entrepreneur),
stays in California (USA) for 11 months a year,
he stays and enjoys the good life there.
So now most of the Chinese rich flee from their homeland,
takinging with them their children and their assets.
They said they needed to breathe fresh air
and live comfortably. This is a tragedy."
On March 25, CCP"s Environment Protection Department,
published an air quality report on 74 major cities of last year.
The air pollution of 71 cities is out of limits to the
recommended standard,
but only three cities Lhasa, Haikou and Zhoushan
met the acceptable standard.
In addition, out of 13 cities in the worst polluted areas of Beijing,
Tianjin and Hebei Province,
11 cities rank in the worst 20 cities, and 7 cities in the worst 10.
Wang Jun thinks, the official data is still conservative.
Of course, such a figure shows pollution
reaching considerable and dangerous levels.
Wang Jun: “In the entire area of Northern China,
Yangtze River Delta, Nanjing, Shanghai, even Hangzhou
and Suzhou, are covered by haze.
In last November, New York Times published an article,
China not only exports products, but also pollution.
Right now, even far off lands such as America,
are also being affected by China’s air pollution."
American Business Weekly says by citing a Chinese expert:
“China’s pollution degrades into an unbearable degree,
which is like a smoker at a critical moment in their lives,
who must quit smoking if they are to survive.
The inevitable outcome would otherwise be lung cancer."
During this year’s CCP “Two Major Conference" sessions,
Chinese media conducted a survey on air pollution issues
on the Internet:
“Do you think you can freely breathe the air?".
90 percent of netizens gave a negative response.
In view of this surveys results,
Chen Jing expresses his pessimistic vision.
Wang Jun cities have a saying from the ordinary person.
“Whether there is a haze or not depends on the weather".
