【新唐人2013年12月24日訊】日前,中國大陸河北省唐山市發生一起「快遞員抱交警自焚」事件,中國的人權現狀再度引發關注。據自焚者家屬透露,當局拒絕他們查看現場監控錄像,並威脅他們不要「節外生枝」。分析人士指出,錄像一旦公開,中國百姓將會看到交警暴力執法、當事者無奈選擇自焚的整個過程,這令當局十分懼怕。
21號上午10點多,唐山「天天快遞公司」的快遞員郭春,在騎三輪車送貨時,被3名交警攔下,隨後雙方發生爭執。據唐山市公安局官方微博發佈的通報說,郭春突然從三輪車上拿出盛滿汽油的塑料瓶,灑在自己身上並迅速點燃,一名交警發現後上前阻止,郭春趁機抱住他,導致這名交警的衣服也被點燃。
21號晚,當地警方通報,這是一起暴力妨害公務案件,當事車主因非法上路多次被查,而在車上存儲汽油,伺機發洩不滿。
22號,郭春的女兒郭雅君接受《自由亞洲電臺》採訪,她表示,他們對官方的說法表示懷疑。郭雅君堅持要求警方公布事發現場的錄像,但是遭到拒絕。
河北唐山市快遞員郭春女兒郭雅君:「要看監控錄像,說沒有、不給。我們判斷,他是電瓶車,不可能車上有汽油,汽油具體是哪來的,那你說交警都開了車,交警車上有沒有汽油,誰知道啊?」
郭雅君透露,當地政府還威脅家屬不要「節外生枝」。
郭雅君:「昨天有一個人都說,不讓我們節外生枝。我們當然特別憤慨啊,誰不願意平平淡淡的過日子,那不把一個人逼到一定的份上,那兔子急了還咬人呢。」
家屬還透露,當局不准他們探視傷者。郭雅君說,父親的手機有自動接聽功能,目前仍能打通,但警方說,手機已被燒燬,拒絕歸還家人。
旅美中國問題研究人士張健:「害怕交警暴力執法產生了當事者最無奈的反彈,之後一旦公開的話,可能會形成連鎖性的反應,因為每一個人都會受到權貴的壓迫。它保護的是權貴集團,一旦產生問題,對家屬無所不用其極,百般的威脅和恐嚇,來達到它維穩的目地。」
據當地媒體報導,從今年6月4號起,唐山市公安、城管等部門開展聯合執法行動,對所有非法客運三輪車予以清理取締,並對查扣的非法客運三輪車予以集中銷毀。截至10月22號,共計銷毀598輛非法客運三輪車。
郭雅君表示,父親的三輪車不是拉客的,可能因此而和交警發生爭執。
郭雅君:「交警說不讓上路(這車),所有的快遞公司都是這種小三輪,我父親就這麼說,我的不是拉客的,你看看我後邊的快件還拉著呢。但(交警)就是這麼往死裡逼。」
唐山一家快遞公司要求匿名的送貨員也透露,他們經常遭到交警隨意處罰,不按程序開單,他說﹕當地交警的處罰「太黑了」。
近年來,大陸暴力維權事件層出不窮,而且越演越烈。繼2008年楊佳殺警、2009年鄧玉嬌手刃淫官、夏俊峰殺死城管,今年更是頻傳藏人自焚、冀中星首都機場爆炸、天安門汽車爆炸、郭春抱警自焚等。唐山市民楊啟茹指出,那是因為伸冤的路全被堵死了。
唐山市民楊啟茹:「現在伸冤的路都堵著,沒轍,多少年也不給解決。他們都是官官相護。那你說怎麼辦呢﹖這些訪民太艱難了。」
旅美中國問題研究人士張健指出,這足以證明,這些人對於使用法律來維護自身權益,已經徹底失望,他們處於生不如死的狀態。
張健:「所以他們可能會用毀滅自己生命的方式,來表達對專制集權的憤怒和不滿。雖然這種行為是不可取的,是非常悲哀的,但是在一個殘暴的社會,這將是人民最後的一個,對這個專制說『不』的一種方式。」
張健預期中國將有更多的暴力維權事件發生,因為中共體制不改,中國百姓每天都生活在水深火熱之中。

Tangshan Self-Immolation: Police Refuse to Release Surveillance Footage,
Threaten Family.
A self-immolation incident in Tangshan City, Hebei Province,
has again raised concerns over human rights in China.
A courier reportedly set himself on
fire, while holding a police officer.
The family of the courier involved have revealed that the
authorities refused them access to view the CCTV footage.
They were also threatened not to complicate the issue.
Analysts suggest that once the surveillance video is
made public, people will see the process of a helpless
person self-immolating, because of police brutality.
This is what the authorities fear will be made public.
On December 21, at 10am, Guo Chun, a courier working for
Tangshan Daily Express Company, was stopped by police.
A dispute broke out between Guo Chun
and the three police officers.
The official microblog of Tangshan Municipal Public
Security Bureau reported on the incident that followed.
Allegedly, Guo Chun pulled out a plastic bottle full of petrol
from his tricycle, poured it on his body, and ignited himself.
A police officer was also set alight when they
tried to stop Guo, who grabbed the officer.
On the evening of December 21, local police announced that
this was a case of interference with public administration.
The courier was dissatisfied that they had
been stopped many times for illegal riding,
and out of discontentment, had the gasoline.
On December 22, Guo Chun’s daughter Guo Yajun insisted
on seeing the CCTV surveillance footage of the incident.
She spoke in an interview with Radio Free Asia
about how she distrusted the official version of
the incident, but was refused access to any footage.
Guo Yajun: “We requested the video surveillance
footage, but we were told there wasn’t any.
We think that his electric car would not
have gasoline, so where did it come from?
Perhaps the police car had the petrol?"
Guo Yajun said the local government also
threatened the family to not “complicate the issue".
Guo Yajun: “Yesterday, a man told us not to complicate
the issue, and of course we were very indignant at that.
Who doesn’t want to have a peaceful life,
when they are not pushed to a certain point?
Even a rabbit will bite when it is cornered."
The family also revealed that they
were not allowed to visit Guo Chun.
Guo Yajun said her father’s cell answer phone function is on.
The police said the phone was burned and refused to return it.
Zhang Jian, US-based Chinese social issues researcher:
“Fearing police brutality made Guo Chun react like this.
Once this sort of incident occurs, there might be a chain
reaction, as everyone in China is under the oppressive regime.
The authorities try to protect the regime
using oppression, trying to maintain stability."
According to local media, Tangshan Public Security
Bureau, urban management and other departments
carried out joint enforcement actions from June 4 2013.
This action was to ban and destroy illegal delivery tricycles.
As of October 22, they have destroyed 598 illegal tricycles.
Guo Yajun said that her father’s tricycle was not for
carrying passengers, and he began arguing with police.
Guo Yajun: “The traffic police stopped all small tricycles.
My father said that it’s not for carrying
passengers, but for transporting goods.
The goods were visible in the tricycle,
but the police still stopped him."
A courier from another Tangshan express
courier company spoke about the incident.
They revealed that local police often arbitrarily
punish couriers, and it can often be severe.
In recent years, violent protests and incidents are
escalating and intensifying in Mainland China.
There was the incident where Yang Jia killed police
in 2008. In 2009, Deng Yujiao killed a police officer.
Xia Junfeng killed an urban manager. During this year, there
have been many reports of self-immolation incidents in Tibet.
This year, there was also the Capital Airport explosion
involving Ji Zhongxing, and the Tiananmen Square car bomb.
The Guo Chun self-immolation is now added to the list.
Tangshan citizen Yang Qiru say that it is
because people have no way to appeal.
Yang Qiru: “There is no way to appeal and
problems remain unresolved for many years.
Officials protect each other, and
the petitioners’ lives are so hard."
US-based Chinese social issues researcher Zhang Jian
suggests that this incident further reflects that Chinese
citizens have no way to protect themselves by legal means.
They are in a status of living death.
Zhang Jian: “So, they may destroy themselves to express
their dissatisfaction, and anger with the autocratic power.
Although this behavior is undesirable and very sad, it is
a way of last resort to say no to tyranny in a brutal society."
Zhang Jian says China is expected to have more
incidents like this involving from violence.
This is because the Chinese Communist Party system
has not changed and people live in misery every day.
