【新唐人2013年11月20日訊】在這次中共十八屆三中全會的公報中，中共軍隊的「文藝兵」成為焦點話題。《中共中央關於全面深化改革若干重大問題的決定》其中提出，調整部隊與機關比例，減少非戰鬥機構和人員等。資料指出，中共軍隊裡的文藝團體眾多，靠唱歌、跳舞、打球就可陞官做將領，是軍官腐敗淫逸的滋生地，因此將進行縮編，但保留現任中共黨魁習近平夫人彭麗媛曾任團長的「總政歌舞團」，而裁併「海政歌舞團」。「海政歌舞團」是由「江澤民情婦」之稱的宋祖英擔任團長。
中共十八屆三中全會公布的《關於全面深化改革若干重大問題的決定》，對國防和軍隊改革特別提出論述，包括軍隊編製改革、調整兵種比例、新型作戰力量、削減文職機構人員、軍官職業化、民企可參與國防科研等。
在減少非戰鬥機構和人員方面，根據香港媒體報導，習近平夫人彭麗媛曾任團長的「總政歌舞團」可保留，但宋祖英當團長的「海政歌舞團」面臨裁併。
時事評論員石靜笛：「毛澤東的私人醫生李志綏曾經回憶過，就是毛澤東和那些文工團員跳舞以及淫亂的事情。江澤民和宋祖英的醜聞已經是全中國人都知道了，所以在這樣的事實面前，中共所宣傳的甚麼所謂共產主義道德，社會主義理想全都原形畢露。」
一般認為，將軍是一個崇高的榮譽，代表軍人的戰績彪炳。然而在中國，將軍這一個稱號，卻經常授予那些唱歌跳舞的「文藝兵」。中共「文藝兵」是全球軍人中的特殊一群，「文藝兵」當將軍，更是軍事史上罕見的現象。
時事評論員石靜笛：「現在取消軍隊中的這些文藝團體，並不是說中共真的變好了，而是說它現在有更多種的方式、更便利的達到它的目地。比如說他們自己也提出來了，在戰時可以組建這種宣傳隊，而平時不用佔軍隊的編製，減少開支；另一方面現在中國社會在中共的帶動下，全社會道德淪喪，所以能夠提供給中共高官淫亂的途徑多得數不勝數，所以它並不一定非要保持這種軍隊文藝團隊的形式。」
據公開資料顯示，目前中共軍隊的文藝團體中，包括總政治部文工團以及各大軍種部隊的文工團，還有各大軍區所屬的文工團，具體「文藝兵」的總數不詳，外界估計超過一萬人。其中官拜將軍者，有跳舞的、唱歌的、作詞的、拉二胡的、畫畫的。
時事評論員石靜笛：「中共在歷史上就非常重視文藝宣傳，它主要有兩個作用，一個是宣傳洗腦，比如說宣傳對敵人的仇恨、所謂的保家衛國，混淆黨和國的概念，然後欺騙民眾所謂為革命獻身等等。像《上甘嶺》、《十五的月亮》這些歌曲，用老百姓喜聞樂見的方式，盜竊中國的民歌、傳統文化的一些曲調，加入的是黨文化，煽動仇恨。」
網友諷刺的說，「文藝兵」的存在有必要、有價值：其一，歌功頌德，粉飾太平;其二，為首長們的生活提供歡樂。
但與此同時，中共「文藝兵」的醜事也令人印象深刻，比如「紅歌將軍」李雙江放縱兒子打人、強姦等刑事犯罪案;還有，原海軍副司令員王守業「包養五名文藝兵情婦腐敗窩案」;以及，總政著名歌星「董文華歌壇沉浮錄」，和「新民歌天後」湯燦藏貓貓等。
有網友說，中共的所謂「決定」都要反著看。舉例來說，1989年中共中央公布一項決定，提出做7件群眾關心的事，包括懲治官商勾結腐敗、堅決制止高幹子女、配偶經商。取消領導同志的食品特供、嚴格管理公車、禁止請客送禮、嚴控領導幹部出國、嚴查貪污受賄。但對比現況，24年來，中共官員變本加厲，越演越烈了。
網友說，溫故而知新，所謂的中國夢和最新的決定，是否又會淪為一個新的紙上談兵？

The Third Plenary Session Decision to Demote Song Zuying
After the Chinese Communist Party (CCP)
Third Plenary Session, “soldiers in the literary
and artistic fields" have become a hot topic.
The plenum issued a document called, “Central
Committee’s Decision on Several Major Issues
for Comprehensively Deepening Reforms".
It set out that in order to set a balance between
military and governmental organs, there will be
a reduction in non-combative organs and personnel.
The document stated that the military are overstaffed
with soldiers in the literary and artistic fields.
If one relies on singing, dancing, and playing sports,
the military becomes a place for corrupt officials.
Therefore, numbers of these personnel will be reduced.
However, the Peoples Liberation Army (PLA)
Naval Song and Dance Troupe, which is led by
Xi Jinping’s wife, Peng Liyuan will remain unchanged.
The naval art performance troupe will be
reduced and merged with other groups.
This was operated by Jiang Zemin’s lover Song Zuying.
This document has specifically raised
the issue of defense and military reforms.
It includes reforming military structure, adjusting the
composition of soldiers, and launching new combat forces.
It also involves reducing the number of academic
staff, the orientation of military professionals, and
the integration of military and civilian enterprises.
Hong Kong media reported on the
reduction of non-combative organs and staff.
The troupe led by Xi’s wife’s will remain, but the group
led by Jiang Zemin’s lover Song Zuying will be removed.
Shi Jingdi, current affairs commentator: “Mao Zedong’s
private doctor Li Zhisui recalled how Mao danced with
and had improper relations with soldiers in the artistic field.
Chinese people knew of the affair
between Jiang Zemin and Song Zuying.
To face this fact, the Chinese Communist Party
(CCP) promoting so-called communist morality
and socialist ideology has just been empty talk."
Generally speaking, becoming a military general is a great
honor, which is given to recognize military achievement.
In China, the artistic soldiers were
often casually ranked as general.
We can say the CCP artistic
soldier group is unique in the world.
Artistic soldiers being ranked as general
is quite unprecedented in military history.
Shi Jingdi: “It doesn’t mean the CCP has
improved if it abandons the artistic soldier group.
It uses even more channels and more
convenient ways to reach its goals.
For example, the CCP said that during the war,
they could form the artistic performance group.
Under CCP rule, the morality of
the entire society has declined.
Many channels provide opportunities
to create corruption among officials.
Thus, it is unnecessary to keep the artistic soldiers group."
Sources suggest the number of employed personnel
is unclear, but estimates range over 10,00 people.
They can be found in the art performance groups,
including the PLA Naval Song and Dance Troupe,
and various other military song and dance groups.
Among them, their Generals were dancers,
singers, poets, painters and Erhu players.
Shi Jingdi: “In history, the CCP always makes
efforts promote its propaganda via literature and art.
The purpose is to brainwash people. For example, it
promotes hatred and so-called defending the country.
It seeks to blur the concept of the party and the country.
For example, using the movie ‘Battle of
Triangle Hill’ and the song ‘The Full Moon’.
The CCP uses ways that play on peoples likes.
For example, copying traditional folk music and songs,
which have CCP culture injected, including inciting hatred."
Some netizens commented sarcastically that these
artistic soldiers are necessary and need to be kept.
They praise the CCP and presenting a false
peace, and entertain the leaders’ livelihood.
Nevertheless, scandals involving CCP
artistic officers impact people deeply.
For example, the son of Red Singer General Li Shuangjiang
beat people, and was also involved in alleged rape cases.
Wang Shouyie, a former Navy deputy
general kept five artistic soldiers mistresses.
Dong Wenhua, a famous singer in the PLA
Naval Song and Dance Troup was involved in
rumors, Tang Can, a folk song singer was involved in corruption.
Some netizens commented that the CCP’s plenary
decisions need to be understood in the opposite.
For example, in 1989 the CCP announced a decision.
It said the CCP will do seven things for
people that they were most concerned about.
It included punishing corruption and
collusion between officials and businessmen.
It firmly prohibited high-level officials’
children and spouses from doing business.
It said that it would cancel the leader’s special supplements,
to strictly manage bus services, to prohibit banquets and
the sending of gifts, to strictly control cadres going abroad,
and to strictly investigate corruption and using bribes.
However, 24 years have passed, but
the CCP officials are becoming worse.
Netizens said that reviewing the past reveals the future.
