【新唐人2013年05月24日訊】在朝鮮半島緊張局勢隨時升溫的同時,22號,帶有金正恩親筆信的朝鮮人民軍總政治局長崔龍海作為特使,突然訪問中國,再加上訪問時間是在中美、中韓首腦會談之前,而令人矚目。下面請看報導。
朝鮮勞動黨第一書記金正恩,於22號突然派遣特使—-崔龍海,率代表團乘專機離開平壤抵達北京。訪華期間,中、朝將就朝鮮半島局勢及共同關心的問題交換意見。
「三朝元老」的崔龍海,是朝鮮軍部的二號人物,他在2010年被金正日授予大將軍銜,金正恩掌權後不久被提拔為次帥,同時成為朝鮮勞動黨中央政治局常委,中央軍事委員會副委員長、以及,朝鮮人民軍總政治局局長。
《美聯社》指出,在近幾個月以來,北京與平壤之間已經存在著一種緊張的關係,在中國銀行關閉了朝鮮的外匯帳戶後,朝鮮海軍又抓扣了多名中國漁民,儘管漁船已經獲釋,但船長卻遭遇了朝方毆打。因此,朝鮮使團就是要在「六方會談」舉行前,修復中、朝關係。
美國《紐約時報》曾經報導,中共「十八大」之後,政治局委員李建國率團訪問平壤,他還帶去了中國新任領導人習近平的一封信,內容是:不要發射彈道導彈。但固執的金正恩不久就進行了第三次核爆。此後,中方對聯合國制裁朝鮮決議投了贊成票。
最近,中國與朝鮮的所謂「敵國首腦」互動也比較多:新國家主席習近平將於6月7號訪美與歐巴馬會談﹔而南韓總統樸槿惠將於6月底訪華。
「台灣國立政治大學」外交系教授劉德海認為,朝鮮固執的第三次核試爆,使中、朝關係降溫,中、美開始聯手制裁朝鮮。
台灣國立政治大學教授 劉德海:「在這之前,中方也拒絕了朝鮮派特使去。現在中國方面已經也加強了在銀行各方面的管制,也減少了對朝鮮的援助,凍結了對朝鮮的投資。這些等等顯然是對朝鮮造成了一定經濟上的壓力。還有,南韓總統樸槿惠即將下個月訪問中國,金正恩已經上臺了一年多了,到目前為止都沒有去過北京訪問。」
劉德海表示,金正恩通過「威懾」的手段,沒有達到單獨與美國對話的目地,也沒有得到想要的經濟利益。所以,不得不派特使了解中方意圖,或試圖通過中方向美傳話。
不過,美國《外交》雜誌,5月17號發表了對中國駐美大使崔天凱的專訪。崔天凱表示,「朝鮮是中國的近鄰和朋友,也是獨立的主權國家。如果說中國對朝鮮具有一定影響力,我認為這種影響力並不像媒體報導的那樣。」
而北京時政觀察人士華頗指出,這次朝鮮抓捕中國漁船事件,雖然引起民間的強烈反彈和對官方軟弱的批評,但從政治上來說,更像是中、朝演出的「雙簧」。
北京時政觀察人士 華頗:「所以我想,前一陣子朝鮮軍人,故意越界抓中國漁船和漁民,這是不是在和中方有意做一個呼應:這一看中國和朝鮮的關係並不像別人想像的那麼好,朝鮮軍人連我中國的漁民都敢抓、漁船都敢扣。」
華頗表示,朝鮮是中國的一個砝碼,中國不可能拋棄朝鮮, 它們之間的關係不可能決裂。
雖然自4月以來,中國對朝鮮展開了各種「制裁措施」,但「清華大學」國際問題學者孫哲曾向海外媒體透露,中共外交人員已經在聯合國進行了極大斡旋,儘可能的將「對朝鮮制裁的陣痛」降到了最低。中共駐聯合國的官員曾形象的說,「我們把虎牙都拔掉了」。
目前朝鮮原油的90%、消費物資的80%都來自中國。有媒體指出,這說明「朝鮮與中國呈現緊張狀態」的推論本身就不合時宜。
中共政治局常委劉雲山會見特使崔龍海時表示,不斷鞏固和發展中、朝友好關係,是中共黨和政府的一貫立場。

By Dispatching A Special Envoy To Visit China,
Has Kim Jong-un Admitted Defeat?
On May 22nd with tensions increasing on the Korean peninsula,
Korean People’s Army, General Political Secretary,
Choe Ryong Hae, visited China as a special envoy,
carrying a personal letter from Kim Jong-un.
The visit is just before the talks between China and the U.S.
and China and South Korea, which makes it important.

Workers’ Party of Korea (WPK) First Secretary, Kim Jong-un,
suddenly dispatched special envoy, Choe Ryong Hae on
May 22nd, to lead the delegation to Beijing by special plane.
During the visit, China and North Korea will exchange views
on the situation of the Korean peninsula and common concerns.
Choe Ryong Hae, is a veteran who served for three generations
in North Korea Regime, he is seen as a 2nd key asset in the Army.
He was awarded the position as KPA General in 2010
by Kim Jong-il.
After Kim Jong-un came to power,
he received important promotions to Vice Marshal.
Choe Ryong Hae is member of the Politburo Presidium
of the WPK Central Committee, vice-chairman of
the Central Military Commission, director of the
KPA General Political Bureau.
Associated Press pointed out that, in recent months,
Beijing and Pyongyang have a tense relationship after the
Bank of China closed North Korea’s foreign exchange account.
The Korean Navy snatched a number of Chinese fishermen.
The ship has since been released but the captain was beaten up.
The mission of the Korean delegation is to repair China and
North Korea’s relationship before the ‘six-party talks’.
The New York Times has reported that, after the 18th
Congress of the Chinese Communist Party (CCP),
Politburo member Li Jianguo visited Pyongyang and
brought a letter from the new CCP leader Xi Jinping.
The content is: Do not launch nuclear missiles.
However, stubborn Kim Jong-un soon launched the
third nuclear explosion.
Afterwards, China voted to agree for the United Nations
sanctions against North Korea.
Recently, China and North Korean so-called ‘enemy leaders’
talks’ have become more interactive.
The new state leader Xi Jinping will visit the U.S. and
have talks with Obama.
The South Korean President Park Geun-hye will
visit China at the end of June.
Taiwan National Political University Diplomacy
department professor, Liou, To-Hai believes that
North Korea’s third nuclear test made the relationship
between the two countries worse;
China and the U.S. began joint sanctions against North Korea.
Liou, To-Hai: ‘Before this, China refused to accept
North Korea’s special envoy.
Now China has enhanced all aspects of banking regulation,
reduced aid, and frozen investments to North Korea.
These acts obviously put economic pressure on North Korea.
Besides, South Korean President Park Geun-hye will visit
China next month, while Kim Jong-un has been in power for
more than one year, and he hasn’t visited Beijing.’
Liou, To-Hai said that Kim Jong-un used ‘deterrence’ means,
but did not reach the goal of a dialogue with the U.S.,
He did not get the desired economic interests.
So they had to send a special envoy to know China’s intentions,
or use it to convey a message through China to the U.S.
However, U.S. Foreign Affairs published an interview with
the Chinese Ambassador in the U.S., Cui Tiankai.
Cui Tiankai said: ‘North Korea is China’s neighbor and friend,
and an independent country.
If it is said that China has certain influence on North Korea,
I believe this influence is not like the media says.’
Beijing Politics watcher Hua Po said that the incident of
North Korea arresting the Chinese fishing ship,
has caused a strong reaction from civilians and
criticism of the weakness of officials.
From the perspective of politics, it is more like a
‘double bluff’ between China and North Korea.
Hua Po: ‘I believe, a while ago when the North Korean
soldiers deliberately seized Chinese fishing boats and fishermen, wasn’t it an intentional echo with China?
You see that the relations between China and North Korea
are not as good as the others imagined.
The Korean soldiers dared to capture the Chinese fishermen
and their fishing boat.’
Hua Po said North Korea is one of China’s weights.
China cannot abandon North Korea, their relationship
is impossible to break.
Since April, China launched a variety of ‘sanctions’,
but Tsinghua University International scholar, Sun Ze,
disclosed to the oversea media, that CCP diplomats at
the United Nations were fighting a lot and trying hard to minimize the ‘pains of sanctions’.
The CCP officials in the United Nations said,
‘We even pulled out the teeth of the tiger.’
Around 90% of the crude oil and 80% of the consumer
goods going into North Korea are from China.
Media pointed out that this means ‘the relations between
China and North Korea are tense’ is an outdated view.
Politburo Standing Committee member Liu Yunshan said
that when he met the special envoy Choe Ryong Hae,
the consistent position of the CCP is to continuously consolidate
and develop China and North Korea’s friendly relationship.
