【禁聞】處置5千萬黨員 中共內部清洗?

【新唐人2013年05月20日訊】中共中央書記處常務書記劉雲山,在三月份的「兩會」期間,召開會議,劉雲山自曝,中共現有8千多萬黨員,其中不合格的黨員有5千多萬名,佔總數的70%。隨後有學者提出縮編中共黨員3000萬,以達到「瘦身提質」、「去蕪存菁」。但分析認為,中共內部腐爛程度嚴重,即使「清理」也無濟於事,反而會轉變為新一輪的內部權鬥和清洗。

據香港《爭鳴》雜誌報導,中共中央政治局常委、中央書記處常務書記劉雲山,在3月4號、及15號,與大陸各省級地區中共官員召開小范圍會議,研究如何將不合格黨員清除出去。

劉雲山自曝,中共現有8340多萬黨員,其中不合格的黨員有5810萬名,佔總數的70%,其中需要開除黨籍的有415萬名。中共初步打算用兩年的時間,處置5000多萬不合格黨員,以挽救共產黨。

中國浙江民主黨成員陳樹慶:「不整頓也不行,因為它太腐敗了,因為黨員的制度都是擁有權力不受制衡,很多入黨為陞官發財,不合格黨員太多,會危及到生死存亡,因為喪失民心的話,最後肯定是要被拋棄。」

浙江民主黨成員陳樹慶指出,中共本身就是一顆毒瘤,就是為了享有和霸佔政治特權而存在,內部的每一個黨員就是毒瘤的一份子,早已被同化,跟本談不上「去蕪存菁」,除非自行解體。

陳樹慶:「按照真正共產黨章宣言所要求起來的話,不是70%,99%是不合格的,0245很多入黨的人通常是衝著特權去的,而不是衝著社會責任去,黨員的來源本身就是動機不純。而且一般入了黨以後,權力不受制衡,擁有權力,容易受到腐敗誘惑和干擾,導致已經入了黨的人,變得更壞,好人也會變壞。」

一些大陸學者也提出,通過縮編3000萬黨員,以達到「瘦身提質」的建議,卻被民眾普遍認為是在做「無用功」。

陳樹慶:「他是由上而下來進行黨的清理門戶的工作,因為很多黨員之所以能入黨、能當官,他都是上面同意的。說不定上面本來就壞了,還會同流合污的,上樑不正下樑歪的,所以在這樣的情況下,由上面來治理、對付下面的話,我看還是白費功夫的。」

劉雲山在會議上承認,大批處置不合格黨員的過程中,很可能遭到盤根錯節的利益集團的抗拒。民主黨成員陳樹慶認為「處置工作」最終將有可能變成中共內部新一輪權鬥的手段。

陳樹慶:「他們這麼做是砍除不了毒瘤的,無非也就是做做樣子給老百姓看看,無非是重新搞了一次內鬥而已,清除黨內對立派別,同時,騰出機會來給自己的親信、自己的裙帶關係,無非找這麼個藉口而已。展開的結果無非就是:跟自己不在同一條線上的、不是利益共同體的人清除出去,讓自己同一條線上的人掌握更多的權力。」

陳樹慶認為,唯一能改變中共的辦法就是:開放黨禁、報禁,並尊重人民言論和結社自由,接受民眾的監督制衡。

但旅居德國研究「極權主義」的專家仲維光認為,從東歐共產黨集團崩潰可以看出,共產黨本身不可能改好。退出中共組織和解體中共,才是解決共產黨極權統治弊端的唯一辦法。

Chinese Communist Party To “Clean The Party” By

Eliminating 50 Million Members?

Liu Yunshan, First Secretary of the Central Secretariat of the

Chinese Communist Party (CCP) hosted an internal meeting during the “Two Meetings” session this March.

Liu revealed that, among over 80 million CCP members, more

than 50 million, or 70% of the total are unqualified ones.

Some scholars then suggested cutting the party member

numbers to 30 million to enhance the quality of its members.

Some analysts countered that corruption has been so serious

inside the party that no “cleaning” work will help things.

Instead, it can only just provide another chance for

internal power struggle and in-fighting.

According to Hong Kong’s Zhengming magazine, Liu Yunshan,

Standing Committee of the CCP’s Politburo and First Secretary

of the Central Secretariat, hosted two small group meetings

on March 4th and 15th respectively.

The attendees were CCP’s provincial officials. The topic of the

meetings were how to eliminate unqualified party members.

Liu Yunshan revealed that, among the CCP’s current 83.4

million members, 58.1 million or 70% were unqualified.

4.15 million members should be immediately

expelled from the party.

The CCP had made a preliminary plan to handle those

unqualified members over two years, to save the party.

Chen Shuqing, member of Zhejiang Democratic Party: ”Some

rectification work has to be done because the whole party has become too corrupt.

The regime has protected the privilege of party members

from any system of checks and balances.

Many people simply join the party for power and money.

Now the huge number of unqualified members threatens

the party’s survival, because it will be finally abandoned if it acts against popular sentiment.”

Chen Shuqing, a member of Zhejiang Democratic Party,

remarked that the CCP itself is like cancer of the society.

It exists merely to seize and enjoy political privileges.

Every CCP member is part of the cancer.

They have all been assimilated into the party so it is

of no use “separating the wheat from the chaff”.

The only solution is to disintegrate the whole party.

Chen Shuqing: ”If judged by the Party Constitution,

not just 70%, probably 99% of its members are unqualified.

This is because most members joined the party for

privileges rather than social responsibilities.

From the beginning their motives were impure.

Furthermore, there are no checks and balances in place

to restrict the power of party members.

So it is much easier for them to yield to desires

leading to corruption or other bad behaviors.

This regime will turn good people into bad ones,

and bad people into worse ones.”

Some Chinese scholars suggesting cutting down the party size

to 30 million members, to “enhance the member quality”.

However, Chen Shuqing believes this will not help things.

Chen Shuqing: ”Such cleaning has to be executed by

the top over the bottom.

But many were able to join the party exactly because

they were approved by higher officials.

It is highly probable that the ‘top’ officials are bad and

their behaviors are imitated by their followers.

If this is the case, I think any rectification initialized

from the top will turn out to be a futile attempt.”

Liu Yunshan admitted in the meetings that removal of

unqualified members would probably be rejected by the intricate network of interest groups.

Chen Shuqing felt that, such “elimination” may become a new

tool against opponents in the CCP’s internal power struggle.

Chen Shuqing: ”This will not be able to eliminate

the ‘cancer’ inside the party.

Instead, it will turn into nothing but a posturing toward the

Chinese people, and another round of internal struggle to

eliminate opposing groups, providing a chance for nepotism

in the meantime. ‘Cleaning the party’ is an excuse to do that.

Finally everyone will try to eliminate those not belonging to

the same interest group, distributing more power to alliances.”

Chen Shuqing believes that, the only solution to reform the

party is to lift bans on political party and newspapers,

respect freedom of speech and association,

and accept supervision by the citizens.

On the other hand, Zhong Weiguang, a researcher of

totalitarianism living in Germany, said it can be concluded

from the demise of communist East Europe that

the Communist party itself can never give up its evilness.

Quitting the CCP and disintegrating the party is the only

solution to the sickness caused by the CCP’s
