【新唐人2012年11月13日訊】備受矚目的中共十八大人事安排，進入關鍵時刻：中共政治局已提交十八屆中央委員、候補委員和中紀委委員候選人預選建議名單，並將由大會展開有「差額」的投票。專家認為，中共的候選人名單就是各派博弈的結果，差額選舉既不會影響中共的一黨專制，也不會影響他們「堅決維護其權貴集團的既得利益的目標」，關注國家命運的人已經徹底放棄了對這個黨的希望。
在10號的中共十八大會議上，表決通過了中央委員、候補委員和中紀委委員候選人名單草案，並提交給各代表團。各代表團針對名單進行預選後，名單再交回到主席團通過。
主席團成員包括握有實權的現任政治局委員，以及擁有政治影響力的退休常委。他們的意向對誰能入圍發揮關鍵作用。
按照中共慣例，中共政治局、中央政治局常委會和中央委員會總書記，由中央委員會全體會議選舉。因此，中央委員會委員、候補委員人選，對中共新人事佈局非常重要。
中國社會民主黨中央委員會主持人劉因全：「首先是選中央委員，然後再提交一份政治局候選人名單，這個候選人的名單還是由十八大主席團的常委提出來。事實上，按照目前情況看，我想還是以胡錦濤，習近平，以他倆的意見為主導。」
劉因全指出，像江澤民、李鵬、曾慶紅這些中共元老拚死露面，就是為了他們的利益，為死保他們的人。但是候選人名單出爐的時候，已經是各派博弈的一個結果了。
台灣《聯合報》指出，中共十八大召開的政治背景相當複雜，有「三世同堂」的新老交錯，又有不同派別的利益之爭，更有薄熙來事件對中共政壇的重大衝擊，因此中共十八大人事安排，可以說是變局連連的一次，而「名單」就是最大的「變」。
有媒體透露，中共十八大中央委員的預備名單有230多人，預選差額比例將不低於10％﹔政治局常委除了習近平、李克強兩位外，其他五個席位也實行差額選舉，也由7到8人競爭。
劉因全：「這種差額選舉意義不大，最後都是最高領導層他們拿出名單來，而且他這個名單拿出來的時候誰排在前面，誰排在後面，這裡面的學問也很大，他們要選誰的話，靠下面的人很難來改變。」
但劉因全認為，政治局常委的差額選舉會對江派不利。由於團派可能佔據中央委員的多數，這對前一段傳說出局的中組部部長李源潮、和廣東省委書記汪洋有利﹔而對因動車事故處理不當的重慶市委書記張德江，和對天津大火處理不當的市委書記張高麗，以及知識份子「公敵」的中宣部長劉雲山不利。
《聯合報》還指出，在過去差額選舉中，前中宣部長鄧力群、以及四川前省長蕭秧就是被差額掉的。
網路作家彭濤撰文說，中共十八大在政治上所展現出來的保守、退步和「團結」已經表明，中共高層內部達成了一個共識，就是：堅決維護他們權貴集團的既得利益，而這個權貴利益集團得以產生和存在的基礎，就是中共的一黨專制政體，他們不受任何法律和其他政治及社團的監督，利用權力將自己的經濟和社會利益最大化，而成為權錢皆有的最強勢集團。
因為開十八大而被強行離京的著名異議人士胡佳對《希望之聲》廣播電臺表示，關注國家命運的人已經徹底放棄了對這個黨的希望。

CCP Central Committee Coming out of “Competitive Election”
CCP’s 18th Assembly has pronounced
its critical personnel change:
Its Central Committee has proposed a draft list of
candidates for CCP Central Commission and Discipline and Inspection Committee.
This time the Assembly will exercise competitive election.
Experts believe the list of candidates is the result of
compromise between different CCP factions.
The so-called competitive election will neither
affect CCP’s one-party rule,
nor affect its primary goal of “resolutely safeguarding
the interest groups."
People concerned about China’s fate have completely
given up hope for this Party.
Nov. 10th, CCP’s 18th Assembly produced a draft list
of Central Committee candidates,
alternate candidates and Central Discipline
and Inspection Commission members.
The list was submitted to the delegations. After all delegations’
pre-selection, the list will return to the Bureau for voting.
The members of the Bureau include the current
Politburo members and retired Standing Committee members with political influence.
Their opinions play a key role for the names on the final lists.
It is CCP’s usual practice that the Plenary of the Central
Committee vote to produce the new Central Committee Political Bureau,
the Standing Committee of the Political Bureau,
and General Secretary of Central Committee.
Therefore, the members and alternate members of the Central
Committee play a key role for CCP’s new personnel arrangement.
Liu Yinquan: “First they elect members of the Central
Committee, then they submit a candidate list for the Political Bureau.
The Standing Committee of the Assembly is responsible
for providing the candidate list.
I believe Hu Jintao and Xi Jinping will take the lead.”
Liu Yinquan, Secretary of China Social Democratic
Party Central Committee registered in U.S., said,
Jiang Zemin, Li Peng, Zeng Qinghong and other retired
CCP leaders, all appeared to fight for their interests.
The final list of candidates will be a result of compromise.
Taiwan’s United Daily News said CCP’s 18th Assembly
takes place against a complex political background.
It involves CCP officials of the past three generations,
interest struggles between different CCP factions, along with the Bo Xilai scandal.
The personnel arrangements of the 18th Assembly
is full of changes, while the “list" is the biggest change among them.
Media reports said the candidate list for CCP Central
Committee includes more than 230 people.
No less than 10% of them will disappear from
the list after pre-election.
Except for Xi Jinping and Li Keqiang,
the other five seats in Politburo Standing Committee will also be elected from 7-8 candidates.
Liu Yinquan: “Such a competitive election
will not be meaningful.
Finally, it is up to the top leaders to provide a candidate list.
The order of names on the list will also mean a lot.
It is hard for the voters to change the leaders’ preferences.”
Liu Yinquan believes the Politburo Standing Committee’s
competitive election is unfavorable to the Jiang faction.
Since Hu Jintao’s faction occupies a majority of the
central committee,
this situation will benefit Central Organization
Department Minister Li Yuanchao, and Guangdong Provincial Party Secretary Wang Yang.
Correspondingly, it is unfavorable to Chongqing Party
Secretary Zhang Dejiang, who mishandled the high-speed train accident;
to Tianjin Party Secretary Zhang Gaoli,
who mishandled the fire accident;
and to Central Propaganda Department Minister Liu Yunshan,
considered public enemy to intellectuals.
United Daily News also pointed out how in the past
competitive elections,
former Propaganda Department Minister Deng Liqun
and former governor of Sichuan Province Xiao Yang lost their positions.
Internet writer Peng Taozhuan Wen said,
CCP’s political conservative,
backwardness and “unity" at the 18th Assembly
has shown that within CCP, the leadership has reached a consensus to safeguard their interests.
The basis for these interest groups is CCP’s one-party autocracy.
Exempt from legal or political supervision, these groups
use their power to maximize their economic and social interests to become the most powerful groups in China.
Well-known Beijing dissident Hu Jia was forced
to leave Beijing during 18th Assembly.
He told Sound of Hope radio that people concerned
about the fate of China have completely lost hope in CCP.
