【新唐人2012年10月31日訊】自中共十七大以來,已有多名省部級高官被終止了全國人大代表的資格,而在十八大前,重慶前市委書記薄熙來也被罷免了人大代表職務,媒體探究這些高官們被終止職務的原因,發現「貪污腐敗」和「生活作風問題」佔主要部分。下面一起去了解:
《南方週末》今年3月報導,過去四年,有47名全國人大代表的資格被終止。其中有6人因工作變動辭去代表職務,13人因去世自然終止,26人因違法違紀被罷免或辭職,2人因失職被罷免。
6月26號,重慶市人大常委會接受了王立軍辭去第十一屆全國人大代表職務。終止了王立軍人大代表的資格。
大陸媒體報導,十一屆全國人大常委會第二十八次會議,8月31號閉幕後,有4名人大代表資格被終止。
另外,10月26號,全國人大常委會發表公告:重慶市人大常委會罷免了薄熙來的十一屆全國人大代表職務。依照代表法的有關規定,薄熙來的代表資格終止。
報導說,本屆人大已有50多名代表資格被終止。而探究這些高官代表資格被終止的原因,貪污腐敗和生活作風問題仍佔主要部分。
中國歷史學者李元華表示,中共在所謂的改革開放以後,實際上是在引導全民追求生活上的享受。把經濟搞上去,卻讓所有人放棄了信仰追求。
中國歷史學者李元華:「因為共產主義沒有人信仰了,整個社會沒有一個所謂支柱,它們所謂把經濟搞上去,讓人們追求所謂享受,作為社會發展的一個原動力,實際上這是偏離正常社會的軌道,那麼共產黨官員在這過程當中,等於是截取最大利益,想作所謂先富起來的一幫人。」
李元華認為,今天的中共官員不貪腐就不可能在位上,不貪腐就不可能做到某一級官員,所以,貪腐已經成為中國官場一個普遍的現象,而中共當局所謂的「治理貪腐」,那只不過是讓老百姓減輕一些怨氣,或者打擊自己的政敵的時候,才去嚴厲的治理貪腐。
李元華:「那麼共產黨治理了很多所謂貪腐的案子,往往是在兩派絞鬥時,一派失去了勢力的時候,以貪腐之名把你狠狠的搞下去,這樣對老百姓來講,聽著好像冠冕堂皇,好像共產黨還是整治貪腐的。」
而資深法學專家趙遠明說,只要做了官,手裡有了權,沒有人民群眾的監督,黨的機構也不可能對這些違法亂紀的幹部,進行檢查和監督。
資深法學專家趙遠明:「所以造成很多人在黨員幹部當中利用職權,利用他的職位進行貪腐,貪污和腐敗,在經濟上截取人民群眾的血汗財物,然後在生活作風方面敗壞,不管是男的女的,都在生活作風方面都是亂搞、淫亂,所以這個跟他的社會制度,和體制有非常大的關係,就是說沒有機構、沒有人可以監督這個幹部。」
李元華認為,腐敗的案子份量越大、貪腐的量也越來越大。他說,整個中國社會在中共統治下,已經走入了惡性循環。
而「被終止人大代表資格的官員 錢和女人是繞不過去的坎」的這篇文章,將近年來被終止全國人大代表資格的高官們,進行了整理。其中薄熙來排名第一。
文章介紹說:今年9月28號,中共中央政治局會議審議並通過:中共中央紀律檢查委員會《關於薄熙來嚴重違紀案的審查報告》,報告說,薄熙來直接和通過家人收受他人巨額賄賂;與多名女性發生或保持不正當性關係。會議決定給予薄熙來開除黨籍、開除公職處分,對於他涉嫌犯罪的問題及犯罪問題的線索,移送司法機關處理。
而緊隨薄熙來,排名第二的,則是:原重慶市副市長王立軍。

Why Are Many Deputies of the National
People’s Congress (NPC) Terminated?
Since the 17th Congress of the Chinese Communist Party (CCP),
many high ranking officials have been removed from office.
Before the 18th Congress, Chongqing Party Secretary Bo Xilai
also lost his deputy duties.
When the media explored the reasons
for these senior officials’ termination of their duties,
they found this was mainly due to “corruption" and
“life style” issues. Let’s learn more about this story:
Southern Weekend reported in March this year, that over the
past four years 47 deputies had been removed at the NPC.
Six were due to job changes, 13 died from natural causes, 26
people violated the law and were disciplined or resigned.
Two people were dismissed due to misconduct.
On June 26th the Chongqing Municipal People’s Congress
accepted the resignation of Wang Lijun.
They terminated his right to be deputy at the 11th NPC.
The mainland media reports after the close of the twenty-
eighth session of the 11th NPC Standing Committee on August 31st, four deputies were removed from office.
In addition, on Oct. 26th the Standing Committee
of the NPC issued a statement:
Chongqing Municipal People’s Congress dismissed
Bo Xilai from his duties in the Eleventh NPC.
Bo’s position, in accordance with the representatives
of the relevant provisions of the Act, was terminated.
The report said, there are more than 50 representatives of
the current NPC whose eligibility was terminated.
The main reasons for the termination of these senior officials
are corruption and life style issues.
Chinese history scholar Li Yuanhua said that
after the so-called reform and opening up, the CCP actually pursued enjoyment of life.
In exchange for economic growth, they made everyone
give up his or her faith.
Li Yuanhua: “Since no one believes in communism any more,
the whole society has lost its pillars.
The economic growth facilitates people’s pursuit of enjoyment.
This kind of social development allows the officials to gain
the most wealth to become the first group of rich people."
Li Yuanhua believes that nowadays, it’s impossible
to hold on to a position without corruption.
Without corruption, one cannot reach a certain level.
Therefore, corruption in officialdom is a common phenomenon in China.
The CCP’s so-called “managing corruption" aims
to alleviate the Citizens’grievances or attack one’s political opponents.
Li Yuanhua, “The CCP took care of many corruption cases
before, often during the in-fighting of two factions.
The losing faction usually gets hit in the name of
“corruption”.
For ordinary people, the CCP seems doing a good deed
in managing corruption.”
Senior legal experts Zhao Yuanming believes,
once you are an officer, you have power.
Without supervision of the public and the party mechanism it
cannot monitor or supervise these undisciplined cadres.
Zhao Yuanming: As a result, many party members used their
power and positions to acquire wealth from people;
their hard earned money- through embezzlement
and corruption.
These officials, men or women,
live a life of luxury and sexual misconducts.
So, it has much to do with this social system.
There is no agency or anyone to supervise these cadres."
Li Yuanhua believes that corruption cases become greater
and the amount of money becomes larger.
He said that the whole Chinese society under the CCP rule
has entered a vicious circle.
Many officials involved with money and women were removed
from office in recent years. Bo Xilai is on top of that list.
The article said: Sept.28th 2012, the Central Committee
Political Bureau meeting:
“Bo Xilai’s serious discipline case was reviewed
by the Central Discipline Inspection Commission.
The report said that Bo Xilai, directly and through
family members took huge amounts of bribery and
had improper sexual contact with a number of women.
The meeting decided to expel Bo Xilai from the party
and handed his case to the judicial branch for his alleged crime and evidence.
Immediately after Bo Xilai and ranked second on the list,
is former Vice Mayor of Chongqing, Wang Lijun.
