【新唐人2012年9月3日訊】十八大前夕，北京當局開始著手新一輪的人事調整。日前，中共官媒宣佈，中央書記處書記令計劃，改任中央統戰部長﹔而剛卸位貴州省委書記的栗戰書，則接任中央辦公廳主任。外界對這個重大消息作出了不同解讀，下面請看時事評論員的分析。
9月1號，中共喉舌《新華社》發佈消息聲稱，令計劃卸任中央辦公廳（中辦）主任，並兼任中央統戰部部長﹔原統戰部長杜青林因爲年齡原因卸任。另外，已經以中辦常務副主任身份出席官方活動的栗戰書，正式接任中辦主任一職。
令計劃曾經長期在團中央工作，擔任過胡錦濤的秘書，並且在中辦任職長達17年之久，被視爲胡錦濤的親信。此前有傳言，他將出任的職務包括北京市委書記、廣東省委書記、中組部部長等，甚至在十八大可能升任政治局常委。
時事評論員藍述認爲，統戰部在中央直屬機構中，排位在中組部和中宣部之後。令計劃沒有接替李源潮的組織部，而是擔任統戰部部長，説明胡錦濤在十八大人事佈局方面受到了阻力。
時事評論員藍述：「這個主要問題不是令計劃本人有甚麽問題，而是因爲胡錦濤在前一段處理薄王事件的時候他沒有採取雷霆的行動，把與薄王有關的江系的血債人物統統把它曝出來，進行徹底的清除。」
按照中共以往慣例，統戰部長一般不由政治局委員擔任，最近30年來也沒有政治局委員兼任統戰部長的先例。
時事評論員林子旭表示，中共安排一個政治局常委擔任統戰部部長的可能性不大。不過，令計劃目前仍然位居中央書記處書記，所以他還是新一屆政治局委員的人選，只是兼任統戰部部長一職使他是否入圍政治局變得撲朔迷離。
時事評論員林子旭：「同時薄熙來的十八大代表資格也沒有被免除。這一切都說明胡錦濤該出手時不出手，很多事情就會變得很無奈。」
通常情況下，中央統戰部部長會兼任全國政協副主席。比如剛剛卸任統戰部部長的杜青林就兼任了政協副主席，而令計劃的前任王剛目前也兼任政協副主席一職。
獨立評論員韓武認爲，擔任政協副主席職務的人選，通常都需要先通過擔任地方高官的形式進行歷練，但是令計劃沒有相關的經歷。所以直接將令計劃調往統戰部可能是胡錦濤的特殊安排。
獨立評論員韓武：「令計劃這樣做呢，我覺得就是在為他下一步做政協主席或者是人大主任在作準備。這樣反而我覺得令計劃的仕途比較順利，這樣走了捷徑，不需要先到底下去。所以我覺得（胡錦濤）這個安排還是很科學，也比較謹慎的。」
中辦主任主要負責中共中央機關日常運作，向來被視爲中南海的「大內總管」，任職的人歷來都是中共最高領導人身邊的核心幕僚。
韓武指出，栗戰書接任中辦主任這個職位等於是直接向外界宣佈，習近平即將成為新一代中共領導人。
今年62歲的栗戰書曾經擔任共青團河北省委書記，被視為「團派」人物。有消息指稱，習近平早年擔任河北省正定縣委書記時，栗戰書正是鄰縣無極縣的書記，所以兩人關係密切。栗戰書也因此被視爲是胡錦濤和習近平都能接受的人選。

Unexpected Beijing Regime Central Leadership Reshuffle
The Beijing regime has began a new round of central
leadership reshuffling on the eve of the 18th Party Congress.
Official state media of the Chinese Communist Party (CCP)
recently announced the regimes new appointments.
Li Jihua was named as the head
of the United Front Work Department (UFWD).
Former Guizhou Party Chief, Li Zhanshu, has taken over
as Director of General Office of the CCP Central Committee.
Analysts have different interpretations
of this news. Let’s see their analyses.
On September 1, CCP state media Xinhua News Agency
announced Ling Jihua’s new post as head of the UFWD.
Ling replaced predecessor Du Qinglin.
Li Zhanshu took over as the Director
of the CCP General Office.
Ling Jihua has held long-term posts in the Central
Communist Youth League Committee.
This included being Hu Jintao’s secretary.
After serving in the general office of CCP Central Committee
for 17 years, Ling Jihua is deemed Hu Jintao’s confidant.
Earlier rumors said that Ling might serve as Deputy
Party Chief of Beijing, Party Chief of Guangdong or as the Central Organization Minister.
Ling was even rumored to be entering the Politburo
Standing Committee at the 18th Party Congress.
Critic Lan Shu says that the UFWD ranks second
to the CCP Central Organization Department and Central Propaganda Department.
Ling Jihua failed to succeed as Central Organization Minister.
This indicates that Hu Jintao was subjected to resistance
in his arrangement of personnel for the 18th Congress.
Lan Shu: “The main reason isn’t due to Ling Jihua himself.
It』s because Hu Jintao didn’t take resolute actions
in handling the incidents of Wang Lijun and Bo Xilai.
Also, Hu Jintao didn’t completely expose the evils
of the blood-debt faction, under Jiang Zemin’s clique.
Nor did he thoroughly purge them.”
Following CCP customs, the UFWD chief
is not entitled to Politburo membership.
In the last 30 years, there is no record of a Politburo
member also holding the post of UFWD Chief.
Cirtic Lin Zixu states that the CCP has little chance
to arrange a Politburo Standing Committee member to also concurrently serve as the UFWD head.
Currently, Ling Jihua is the Party
Secretary of the Central Secretariat.
So, Ling is still a candidate for being a new Politburo member.
Lin Zixu says that Ling’s role as head of the UFWD makes
it bewildering that if he would be short-listed for the Politburo.
Lin Zixu: “Until now, Bo Xilai hasn’t been exempt from his
eligibility as a deputy to the 18th Party Congress.
All these show that Hu Jintao missed the best opportunities
to take actions, which has made things very helpless."
Normally, the head of the UFWD also serves as Vice
Chairman of the CCP’s Chinese People’s Political Consultative Conference (CPPCC).
In the example of Du Qinglin, the just-retired head of the
UFWD and Wang Gang, former General Office director.
Both Du and Wang, in their tenures, concurrently
held the post of CPPCC vice chairman.
Commentator Han Wu says that a candidate
for the CPPCC Vice Chairman usually needs the experience of being a local senior official.
Ling Jihua doesn’t have this background.
So it is likely to be Hu Jintao’s special arrangement
to directly appoint Ling Jihua as head of the UFWD.
Han Wu: “I think this is paving the way for Ling Jihua
to act as Chairman of the National Committee
of CPPCC or Director of the Standing Committee
of National People’s Congress.
This is a short cut to Ling Jihua’s career path,
and he doesn’t to get through local-level works.
So Hu Jintao’s arrangement is quite scientific
and also rather cautious, I think."
The Director of the CCP General Office is in charge
of day-to-day operation of the CCP’s Central Committee.
The position is always taken by the core
advisor of the CCP top leader.
Han Wu, points out that Li Zhanshu, who took over this post,
actually announced Xi Jinping’s new top leader status.
Li Zhanshu, 62, was once the Party Chief
of Communist Youth League of Hebei Province.
Sources allege Li Zhanshu has close ties with Xi Jinping.
Li and Xi once held office in neighboring counties in Hebei.
Li Zhanshu is thus considered the acceptable
candidate to both Hu Jintao and Xi Jinping.
