【新唐人2012年5月31日訊】鐵道部原部長劉志軍被開除黨籍，移送司法機關的消息傳出後，腐敗問題再次觸動了中國人最敏感的神經。但是中共喉舌《環球時報》的社論卻要求民眾，要在所謂「大道理上理解中國無法根治腐敗的難度」。有評論指出，社論說出了中共當局面臨的困境，那就是「反腐亡黨，不反腐亡國。」下面就來聽聽專家怎麼說。
中共喉舌《人民日報》旗下的《環球時報》29號發表社論說，鐵道部原部長、黨組書記劉志軍28號被宣佈開除黨籍，涉嫌犯罪問題移送司法機關處理。這一消息再次觸動了公眾關於腐敗那根最敏感的神經。
社論說，腐敗官員落馬的消息不斷冒出，給人以貪腐者「前仆後繼」的感覺。社論聲稱，腐敗在任何國家都無法「根治」，關鍵要控制到民眾允許的程度。社論同時坦承，中國處於腐敗的高發期，但徹底根治腐敗的條件目前不具備。
《百姓》雜誌前主編黃良天表示，這篇社論說出了中共當局面臨的困境，「反腐敗亡黨，不反腐敗亡國。」
黃良天：「中國共產黨很清楚自己黨內的情況，如果徹底反下去肯定是要亡黨的，因為黨的這種腐敗現象已經決定了它的執政能力，現在加入共產黨的動機很明確，就是為了當官，當官為甚麼？當官就是為了發財。」
社論還為中共官員開脫，認為，中國官員的法定工資很低，所以一些地方官員的福利經常通過「潛規則」實現，例如，醫生、教師等。另外涉及公共福利的行業也流行「潛規則」，很多人的法定收入不高，但有「灰色收入」。
黃良天指出，整個中國社會都「潛規則」化了，中共黨媒說出了中共官員的心裡話。
黃良天：「你們不要指望我們徹底反腐敗，徹底反腐敗還有共產黨嗎？你別指望我們清清白白，沒有清白的共產黨幹部，這應該是（環球）很明白的告訴全國人民，告訴它的讀者。」
大陸維權律師唐荊陵指出，目前中國腐敗問題如此怵目驚心，就是專制制度在起著作用。
大陸維權律師 唐荊陵：「民眾希望制度的改善，讓這個情況逐步的消除或減輕，但是它這種社論裡面主張，要人們能夠接受，人們怎麼能接受這樣的決定呢？人們肯定不能接受嚴重的普遍的腐敗啊。人們一定要消除這樣腐敗的，就是你要不消除的話，那麼人們就要進行革命，就要改變制度。」
網民紛紛指責《環球》為專制政權站臺，強姦民意，也有一部分網民發明「適度體」，來嘲諷所謂「要允許中國適度腐敗，民眾應理解」的社論，併進行接龍。
如：「高鐵適度追尾、校車適度出事、牛奶適度下毒、皮革適度下肚、強拆適度賠償、物價適度上漲、貨幣適度貶值、新聞適度說謊、真相適度歪曲、民意適度屏蔽、微博適度刪貼、國家適度民主、歷史適度倒退、文明適度淪喪……」
大陸維權律師 唐荊陵：「它(環球時報)這種是強盜邏輯，你要老百姓接受腐敗，迴避這種制度性的改進問題，那肯定是不能接受的，所以民眾才通過這種反統的方式，來指出它這樣邏輯的荒謬可笑之處，因為通過這樣的例子就顯示出它這種說法是完全不能成立的。」
黃良天指出，《環球時報》就是共產黨負責給中國民眾洗腦的宣傳機器，如果用黨的標準來衡量，它的確說出了一個大實話，如果用普世價值來衡量，它就是一派胡言。

Global Times: Corruption Impossible to Eradicate
It was reported that former Railways Minister Liu Zhijun
of the Chinese Communist Party (CCP) was recently expelled from the Party and put under judicial investigation.
The news thus once again raised public concern in China
regarding the regime’s corruption.
However, an editorial published by the regime’s media,
Global Times, called for the Chinese
to “understand the general principle that China faces
difficulties of being unable to eradicate corruption."
Analysts say the editorial spoke of the dilemma
in which the CCP is trapped,
“The anti-corruption drive will cause the Party’s demise,
while failure to do so will see the end of P.R. China.”
The Global Times, under the control of CCP mouthpiece
media the People’s Daily, issued an editorial on May 29.
The editorial said that the former Railways Minister Liu Zhijun
was expelled from the Party and put under judicial investigation.
The latest news regarding Liu once again focuses the public’s
attention on their most sensitive issue, corruption.
The article mentioned that the sacking of corrupt officials
keeps emerging, giving a wave-upon-wave feeling to the public.
The editorial claimed that no corruption can be “eradicated”
in any country, and the key is to control corruption to the extent allowable by the public.
Now corruption has reached its height in China, while
authorities lack the condition to eradicate it, said the editorial.
Huang Liangtian, ex-chief editor of Baixing magazine, thinks
the editorial spoke about the plight that the CCP regime is facing.
“The anti-corruption drive will cause the Party’s demise, while
failure to do so will see the end of P.R. China" he commented.
Huang Liangtian: “The CCP itself knows very well that with
a thorough anti-corruption cleanse, the Party will surely perish.
Its internal corruption has curbed its governing capability.
Now people’s motives to apply to join the CCP is clear,
to become an official. Why be an official? To make a fortune."
The editorial justified “hidden rules," claiming they help
regional officials increase their incomes because the officials’legal minimum wage rates are quite low.
Public welfare professions like doctors and teachers, also
welcome “hidden rules" due to low minimum pay.
Many people earn extra “gray income", according
to the editorial.
Huang Liangtian notes that all of China has been immersed
in “hidden rules."
The CCP’s media spoke its official’s innermost thoughts,
Huang remarks.
Huang Liangtian: “Global Times is clearly telling the Chinese
and its readers,
“Don’t expect us to take thorough anti-corruption drive,
will there be a CCP if we do so?
Don』t expect us to be incorruptible, clean officials don’t exist
at all.”
China’s human rights lawyer Tang Jingling contributes
the CCP’s shocking corruption to the dictatorship.
Tang Jingling: “The people hope for the establishment
improvement, and a gradual elimination or relief to the situation.
But the editorial calls for the people to accept it, how could
the public accept such a serious and prevalent corruption fact?
I believe the public will strive for eliminating the corruption.
That is, if the regime doesn’t initiate, the people will stand up
to change the establishment."
A flood of netizens responded to the Global Times with
criticism, accusing the editorial of defiling public opinion.
The editorial touted, “Modest corruption should be allowed
in China and be understood by the public.”
In return, some netizens invented a taunt solitaire game.
“the high-speed rail’s modest rear-end; the school bus’
modest crash; the modest tainted milk;
the modest food made with leather;
enforced demolitions modestly compensate;
prices modestly rose; RMB modestly depreciates;
media modestly lie; truth is modestly distorted;
public voices modestly censored;
Weibo (micro-blog) posts modestly removed;
a modestly democratic China;
the modestly retrogressed history; the modestly decayed ancient civilization… “
Tang Jingling: “It (Global Times) wants the public to accept
the corruption with such a gangster logic, bypassing the establishment improvement issue.
Of course it’s not acceptable. That’s why people take
this approach to point out its absurdity.
All these examples show that its remarks are entirely
untenable."
Huang Liangtian adds that the Global Times is one
of the CCP』s brainwashing machines.
If measured up by the Party』s criteria, the editorial told a truth,
but is utter nonsense in terms of universal values, says Huang.
