【禁聞】中共特色 部委食堂一元錢午餐

【新唐人2012年4月7日訊】廉價、味美、安全的食堂,幾乎是每一個上班族的夢想。然而,在大陸由於物價不斷上漲,和食品安全問題,導致工薪階層的食堂不僅價格高,而且質量差。所以,午餐一直是工人煩惱的事情。不過,最近大陸媒體曝光京城機關食堂的內幕,說:中共部委機關食堂只需個人掏一兩塊錢「意思一下」﹔而在中共政協機關食堂,則出現了「免費午餐」;另外,最強的莫過於鐵道部食堂,配套高,能做到「單身領導喜歡甚麼就做甚麼,隨到隨炒」。評論人士認為,這是中共現行的腐敗現象,也是「中共特色」。

中共統治中國初期從「開小灶」到如今的「機關飯」,中共部委食堂一直是京城裡隱蔽且神秘的處所。近期,網上流傳著「一元錢能吃甚麼」的話題,有人提到能在中共部委食堂吃頓午餐。

大陸《網易》新聞網報導,記者走訪了多位部委機關工作人員後了解到,近年來,部委食堂大多以自助餐為主,一頓午飯一般不會超過10塊錢,有些機關只需個人掏一兩塊錢「意思一下」。而在全國政協機關食堂,更是出現了「免費午餐」。

「山東大學」退休教授孫文廣表示,這說明中共貪腐現發展到一個新階段,用高福利來分贓,表面上看是職工搞福利,搞一個食堂大家吃飯不要錢,實際上它是把不義之財,通過不正當渠道,用食堂的方式分配給高層幹部和一般工作人員。

孫文廣:「現在中國大陸腐敗成風,上下都有腐敗現象。腐敗最嚴重的還是中央的一些部委。他掌握很多的資源,很有錢,那麼他們就通過各種方式分給一些所謂的首長,上層的幹部。另外,他們這些部委裡面為了能多賺一些好處,那用甚麼辦法呢,就是成立這個高檔的,不收費或者低收費的食堂,這樣就把錢投到裡邊去,就分給大家,當然部長、高層的就可以享受更高一點。」

一位全國政協工作人員透露,機關食堂提供早飯和午飯。星期一、三、五,早餐提供煎雞蛋﹔星期二、四則有煎餅。有時還有滷煮、炒肝等。午餐除沙拉等涼菜外,另有6-8個熱菜,有麻辣燙,炸醬麵等輔食,二樓的局長餐廳則有火鍋可供選擇。

廣東工薪階層曹先生表示,中共的政治制度就是這樣的,他們體制內的人員待遇都是挺好的。這就是中國(共)特色。

廣東工人曹先生:「我覺得中國(共)的政府,它們畢竟是為這個特權階層服務的,並不是完全的站在老百姓的,站在人民的立場去做工作的。這個現實中的很多情況都可以看得到,你不要說這個吃飯的問題。很多老百姓的基本權利都得不到保障。」

曹先生指出,中國不論是打工群體,還是農民,現在的生活都非常的不好。工人的工資雖然這幾年有一些增長,但是物價也在漲,物價漲的速度比工資長得速度還要快。工人的工資除去吃飯和開銷就所剩無幾了。對於工人食堂的質量問題也更是一般。

曹先生:「大部分工人還是自己掏錢吃飯的,有時工廠是有食堂的,但是從工資裡扣除一些伙食費。不過,食堂確實也是很不好,因為工廠食堂一般都是承包給一些私人去做了,他們特別用的那個油啊,都是非常差的,很難說是甚麼油?很可能就是地溝油,這個工人也沒有辦法去檢驗。」

大陸某大學老師「老潘」,幾年前他和國家科委合作一個項目,與一些部委建立了聯繫,使他有機會「吃遍部委食堂」。他表示,吃過二三十個中央部委食堂,最強的食堂還數鐵道部,擁有食品檢驗室、豆製品加工間和酸奶製作車間,分部長餐廳、司局長餐廳等,每週可循環製作300多個菜品,能做到「單身領導喜歡甚麼就做甚麼,隨到隨炒」。

A cheap, delicious and safe canteen food at work

is a dream of nearly every salary-earner in China.
With the soaring prices and food safety issues, the salaried
class has to face the high-charged and poor-food canteens.
Recently, China』 media exposed inside stories on cafeterias
of Chinese Communist Party』 (CCP) central-level in Beijing.
Lunch at some ministry-level cafeterias
costs only RMB ¥1-2(US$0.20) or can be even free of charge.
At the top of the list is the Railways Ministry cafeteria,
which can prepare any individual leader』s lunch order.
Commentators call it a “CCP』 feature,”
another example of CCP』s rampant corruption.

The canteens of the CCP ministry-level departments
in Beijing have always been mysteriously located.
Recently, the topic “What can we get for lunch for RMB ¥1?”
sparked heated discussions on Chinese internet.
A netizen responded that one can eat a lunch for RMB ¥1,
at a cafeteria of the CCP』s ministry-level departments.

NetEase news reported in recent years, the lunch offered
in the ministry-level』 cafeterias are usually buffets.
A lunch there generally costs up to RMB ¥10.
Some organs only collect nominal charge of RMB ¥1-2.
While the cafeterias at the National Political Consultative
Committee provides purely “free lunch."

Sun Wenguang, retired professor of Shandong University,
views it as a new phrase of the CCP』s corruption stage.
That is, using high welfare benefits to divide the booty.
Outwardly, free lunch is a welfare benefit for employees.
However, this is actually a way to assign ill-gotten wealth
to high-ranking cadres and general staff.

Sun Wenguang: “Now China is riddled with corruption,
from top to bottom.
The most serious corruption is in the central ministries.
A lot of resources are at their disposal, they』re very wealthy.
So through various ways, they distribute some of it
to their alleged heads of departments or superior cadres.
Also, the setup of the free or low charge』 cafeterias
helps these individuals to benefit from it.
Thus, the invested money benefits everyone. Of course,
ministers and senior officials may get more."

Staff of National Political Consultative Committee revealed
that their cafeteria provides breakfast and lunch.
For breakfast, every Monday, Wednesday and Friday
they serve pan-fried eggs.
Extra pancakes are offered every Tuesday and Thursday.
They also serve gravy meat and fried liver dishes sometimes.
For lunch, regular options include variety of salads
and other cold dishes, and another 6-8 hot dishes.
They also serve some side dishes such as spicy hot pot
and noodles with soybean paste.

Mr. Cao, a wage-earner in Guangdong,
says this is a feature of the CCP』s political system.
The regime provides good welfare benefits for members
within its system.

Mr. Cao: “I think China』s (CCP) government
aims to serve this privileged class.
It doesn』t completely stand on the side of civilians and it
doesn』t work for the people. Such cases are common.
Don』t mention issues about eating meals, a great deal
of people』s basic rights haven』t been guaranteed."

Mr. Cao adds that survival is difficult for labor groups
or farmers in China.
In the last few years, commodity prices grew much faster
than their wages.
Almost nothing is left of a worker』s salary
after paying for food and general expenses.
The quality of workers’ canteens is different,
says Mr. Cao.

Mr. Cao: “Most of the workers pay for lunches. Sometimes,
factories run canteens and deduct it from workers』 wages.
But the canteens』 food is really terrible,
for it』s generally run by private contractors.
Especially the cooking oil they use is really awful. You can
hardly guess what the oil is from, it could be hogwash oil.
But workers have no way to check it.”

Several years ago, a university teacher Mr. Pan,
“Had lunch at all cafeterias of ministry-level organizations.”
This was a part of his collaboration on a project
with the State Commission of Science and Technology.
Mr. Pan revealed he had lunches at around 30 cafeterias
at central ministry-level departments.
The cafeteria of Railways Ministry ranks No. 1, he said.
It has its own food laboratory, soybean processing room and yogurt making workshop.
The Ministry』s cafeteria has separate sub-cafeterias
for ministers and directors of departments and bureaus.
Around 300 dishes are served each week in sub-cafeterias,
which are “on-site cooking for individual leaders』 orders.”
