【禁聞】田紀雲憶喬石促政改 黨內流派交鋒

【新唐人2011年12月15日訊】中共十八大前夕,在江澤民「死而復生」頻頻現身中共媒體的同時,被視為趙紫陽愛將的前副總理田紀雲近日在《南方週末》發表文章,回憶前人大委員長喬石,並借喬石之口呼籲推進政治體制改革。十八大前中共面臨重重危機,黨內左、右不同流派暗潮湧動、頻頻交鋒。

前人大副委員長田紀雲12月8號在《南方週末》發表「回憶與喬石同志相處的歲月」一文,文章談到,喬石委員長主持的八屆人大修改憲法,將「堅持改革開放」、「家庭聯產承包為主的責任制」、「實行社會主義市場經濟」等內容寫入憲法。

香港《動向》雜誌主編張偉國表示,田紀雲一直和趙紫陽關係密切,六四事件後他們都受到打壓。

張偉國:「共產黨內部,像田紀雲、喬石都是代表著文革以後比較開明的、有改革意願的這樣一種力量,在89年之前這種力量曾經主導了當時的中國政治。89年六四事件以後這種力量被徹底清算。」

田紀雲的文章提到,喬石1994年在講話中再次指出:同經濟體制改革和經濟發展相適應,必須按照民主化和法制化緊密結合的要求,積極推進政治體制改革。

喬石強調,要切實保障憲法規定的公民各項權利和自由,對於侵犯公民權利的行為,必須予以追究和制裁。喬石指出:黨也要在法律規定的範圍內活動,黨如果不把法律當一回事,還能叫老百姓遵守法律嗎?

旅德學者仲維光表示,過去30年的實踐證明,共產黨本身就是政治改革最大的阻力。

仲維光:「田紀雲現在的這個要求讓我們看到,中國要想變,絕對不能夠只是枝節上這些在表面上改變的,必須改變一黨專制,必須重新建造一個新的文化,而這個新的社會的文化是回歸傳統,是以人權、自由為基本原則。」

北京政治圈內有「江落石出」的傳聞,表達希望江澤民下臺、讓喬石上來的願望。而江澤民獨裁統治13年後,卻仍然退而不休。

田紀雲去年6月在《炎黃春秋》撰文指出,領導人退休關鍵是要「休」,千萬不可再指指點點,干預「朝政」,被指暗批江澤民。

田紀雲在8號的《南方週末》文章中提到,喬石在領導修憲時,指示「凡是國外立法中比較好的又適合中國目前情況的東西,都應當大膽吸收」。香港《明報》評論認為,這似乎在暗批現任人大委員長吳邦國抵制西方式民主的「六不搞」。

《北京之春》雜誌主編胡平表示,以溫家寶為代表的政治改革呼聲受到黨內阻力。

胡平:「你如果搞自由化改革,那就會動搖和削弱共產黨的專制權力,那在上面就通不過了,而廣大社會是歡迎這一套的。所以,黨內有這種改革思想的人必須走到民間裡來,和民間結合。」

中共十八大前,體制內左、右不同流派的陣營和媒體紛紛討論價值觀,改革派和自由派力推接受普世價值、進行政治改革。

仲維光:「在過去60年、就是中共攫取政權以後的歷史中都能夠看到,每當黨內鬥爭比較激烈的時候,就會放出一些這樣的信號,而且一些黨內沒有掌權的、或者正在攫取權力的派別,會利用這樣的情況,利用民間的那些聲音,甚至都用一些好的口號,來為自己造勢。在這種情況下,我們追求新的價值、追求返回到傳統價值的這些人,也有了說話的空間。」

外界評論指出,目前中國社會不公、貧富分化加劇,貪污腐敗盛行,民怨四起,當局一味的暴力維穩,社會亂局一觸即發。而導致信仰缺失、道德亂象、社會失控的根源正是中共。

中國的根本出路在于拋棄中共、解體中共。

Tian Jiyun Recalls Qiao Shi, Appealing For Political Reform

On the eve of the Chinese Communist Party’s (CCP) 18th

Congress, Jiang Zemin repeatedly shows up on CCP official media since news of his death.

Meanwhile, the former CCP Deputy Prime Minister Tian Jiyun,

known as the right-hand man of former CCP Prime Minister Zhao Ziyang,

recently published an article on the Southern Weekly.

Tian’s article recalls Qiao Shi , former Standing Committee

Chairman of CCP National People’s Congress.

By quoting remarks of Qiao Shi, Tian Jiyun appeals to advance

political reform.

Besides crises, there’re frequently fighting

within the CCP before the 18th Congress.

The former Vice Chairman of the CCP’s National People’s

Congress, Tian Jiyun,

published an article in the Southern Weekly on 9th Dec.

Entitled “Memories of The Years Getting Along With

Comrade Qiao Shi", the article recalls,

at the CCP’s 8th Congress presided by Qiao Shi,

amendments were made to the constitution,

including contents like “insisting on reform and opening up",

“implementing a household contract responsibility system",

and “carrying out the socialist market economy".

Chief editor of Hong Kong’s Trend Magazine,

Zhang Weiguo, says Tian Jiyun has kept close personal relations with Zhao Ziyang.

Both were suppressed after the 4th June Tiananmen incident.

Zhang Weiguo: " Inside the CCP, both Tian Jiyun and Qiao Shi

are recognized as representing the force that is liberal and willing to initiate reform.

The force once dominated China’s politics before 1989.

After the 4th June incident in 1989, it was completely extinguished. “

In his article, Tian says that in 1994, Qiao Shi once again

pointed out, “Corresponding to economic reform and economic development,

it should actively advance political system reform, in line with the

requirements of close integration of democracy and the rule of law."

the past 30-year’s history proves that the greatest resistance to China’s political reform is the CCP itself.

Zhong Weiguang: “Tian Jiyun’s quotation reminds us that

without a thorough change,

that is, the CCP giving up its one-party dictatorship,

any political change in China would be impossible."

According to Tian Jinyuns article, Qiao Shi stressed to

effectively protect the constitutional rights and freedoms of citizens.

Any violation of citizens civil rights is definitely subject to

a legal investigation and sanctions.

In particular, Qiao Shi pointed out that all CCPs activities

should also be constrained within the law.

If the CCP did not take the law seriously, how could it ask

civilians to abide by the law?

Zhong Weiguang: “Tian Jiyun’s article lets us see,

if China wants to change, it absolutely cannot change on non essentials and on the surface,

but rather change the one-party dictatorship,

and should rebuild a new culture.

Such a new culture should return to the traditions,

on the basis of human rights and freedom."

In Beijing political circles once circulated an unconfirmed

saying, “Jiang sinks while Shi emerges", expressing hope that Jiang Zemin steps down and Qiao Shi comes to power.

Yet in reality, after 13-year’s dictatorship and retirement,

Jiang Zemin stepped down but does not rest.

In his article published in the magazine Yanhuang Chunqiu

in June, 2010, Tian Jiyun pointed out,

the retired leaders should " rest" and should never

intervene in “state affairs".

Tian’s article was written as unspoken criticism

towards Jiang Zemin.

Tian Jiyun quoted Qiao Shi in his Southern Weekly article,

saying that as the leader of constitutional amendment work,

Qiao instructed, “Any good foreign legislation which also

Adapts to China’s current situation should be boldly absorbed."

Hong Kong’s Ming Pao comment said, this seems

to be an unopened criticism towards the “six rejections" of resisting Western democracy declared by Wu Bangguo,

the current Chairman of CCP National People’s Congress.

Before the CCP’s 18th Congress, fractions inside the CCP

actively showed up to talk about values via the media.

Both the leftists and the conservatives place the so-called

“socialist core values" in the dominant position.

While the reform group and the liberal group promoted to

adopt universal values and carry out political reform.

Chief editor of Beijing Spring magazine, Hu Ping, observes

that the force appealing for reform,

led by CCP Premier Minister Wen Jiabao,

confronts internal resistance from the CCP.

Hu Ping: “If you engage in liberalization reform, that’ll shake

and weaken the CCP’s dictatorial power.

So it’ll be denied by the top-level.

But it is welcomed by the majority of the community.

Thus, those who have such a reformed mind should go

into civil society, integrating with civil society.

If you only speak out there on top,

you definitely won’t make your way."

Outside comments point out, currently China is loaded with

social injustice, a large wealth gap, rampant corruption and popular discontent.

The CCP regime blindly uses violence to maintain stability,

causing imminent social chaos and moral chaos lacking in faith.

Nevertheless, the root cause of this society being out of hand

is precisely the existence of CCP.

The only way out for China is to abandon the

CCP by disintegrating it.
