【禁聞】校車排查走過場 豐縣當局受質疑

【新唐人2011年12月15日訊】又是一起校車事故,又有15個孩子失去了生命。但是豐縣當地政府處理事故的做法卻備受輿論質疑。諷刺的是,目前正是在豐縣官方宣佈的「校車專項整治階段」。媒體警告說,甘肅校車慘劇引發的各地大排查中,可能不僅僅只是豐縣走了過場。

江蘇省徐州市豐縣人民政府13號上午召開新聞發佈會,警方表示,12號發生側翻事故的校車為少林牌SLG6型,上個月曾因沒有辦理校車登記手續一度被停運。另外,當事司機洪旭當天臨時頂替請假的駕駛員開車,洪旭持有的是B2駕駛證,而不是可以駕駛校車的A1駕駛證。警方初步認定司機洪旭對這次事件負有全責,已經將他拘留。

新聞發佈會全程僅20分鐘,而且不允許記者發問。香港《東方日報》14號還披露,當局在醫院派便衣人員阻止外地媒體採訪、監控家長,又在五星級酒店開房招待中央及本省媒體。官方拒絕公開死者名單,有官員甚至說數字已經上報中央,列為機密,不能隨便公開。

豐縣當局如此處理手法受到輿論質疑。特別是在13號凌晨0點14分,也就是事故發生後6個多小時,豐縣一名負責宣傳的官員就表示:「事發後鎮領導趕赴現場,組成工作組安撫學生家屬,目前他們情緒已穩定。」被網民炮轟涼薄,冷血。網友說目前都是計劃生育,家家只有一個孩子:「孩子死了不足6小時,家屬就穩定了?」

事實上,事發後接收受傷學生的醫院被封鎖,家長被迫在院外守候,有些人到了13號仍然不知道孩子下落,情緒激動。當局為防止發生群體事件派大量官員監控家長。

安徽《市場星報》14號也說,家長在豐縣人民醫院門口等候了十幾個小時,也沒能見到孩子一面。同時警方在醫院急診大樓南面已經拉起了警戒線,醫院醫生表示,不便透露救治學生的病情。

同時,豐縣官方13號通報的傷亡人數由於和之前傳出的差距太大,也遭到質疑。

《東方日報》14號發表《官方涉瞞報江蘇校巴慘劇》,報導說,在校車墮河慘劇發生後,曾傳出車上有71名小學生,河邊躺滿屍體,從12號晚間起,死亡人數在內地媒體的報導中,不斷減少,從40多人,減少到37人,到20多人,到13號豐縣政府舉行記者會公布為15人死亡,8人重傷。

具有諷刺意味的是,目前正處在豐縣校車專項整治階段。豐縣交通運輸局提出,11月20號至年底,要對重大安全隱患堅持“零容忍”、“零懈怠”。

《天府早報》14號說,很顯然,當地有關部門排查過程並沒有落到實處。面對40多或15個學生付出的生命代價,相關責任人要如何承擔責任?更值得警惕的是,甘肅校車慘劇引發的各地大排查中,可能不僅僅是豐縣走了過場。

就在豐縣傳出事故的同一天,廣東佛山順德樂從鎮,也發生一起貨車與校車相撞事故,37名小學生受傷,其中一人因腦出血被送入重症監護室。而13號上午,河南駐馬店市一輛滿載學生的大巴車被一輛越過「雙黃線」的重型自卸貨車撞上,兩名學生當場死亡,20多人受傷。被媒體曝光的事故數據統計,今年中國各地相繼發生的校車事故,已造成上百名學生傷亡。

Feng County Accused of Superficial Investigation into

School Bus Quality

Another school bus tragedy caused the death of 15 children.

Feng Country government’s treatment of this incident was

heavily doubted by the public.

The irony is, Feng county is currently going through an

initiative to improve school bus safety.

Media have warned that during the national school bus

investigation,

which was initiated after the tragedy in Gangsu, Feng County,

might not be the only one that is going through the motions.

The local government of Feng Country in Xuzhou, Jiangsu

Province held a press conference on 13th Dec.

The police claim that the school bus that rolled over

on 12th Dec was a Shaolin SLG5 model.

The bus was already suspended last month for not having

proper registration.

In addition, the driver Hong Xu was substituting for the normal

driver that day without having a qualified driver’s license.

Police claim that Hong is fully responsible for the tragedy.

The entire press conference lasted for only 20 minutes and

reporters were not allowed to ask questions.

Hong Kong’s Oriental Daily revealed, plain-clothed police

officers were deployed at the hospital to stop interviews from media and victims’ families.

National and state level media were treated at a five star hotel.

Officials refused to reveal the list of victims, claiming that the information is classified.

Feng Country’s treatment methods drew great doubts.

On 13th Dec, at 12:14AM, 6 hours after the incident, a propaganda official said,

“officials went to the scene right after the accident to comfort

victims’ families, the families are emotionally stable now."

This statement was bombarded by netizens.

A netizen said, each family only has one child,

“their child died less than 6 hours ago,

how can the family be emotionally stable?"

In reality, the hospital where the students were taken to was

locked down, the families had to wait outside.

Some parents still didn’t know the where abouts of their child

on the 13th Dec and were very emotional.

To stop possible riots, a large number of officials were sent to

monitor and control the victims’ families.

Anhui’s Market Star News wrote on 14th Dec, parents waited

in front of Feng Country People’s hospital for 10 or more hours and still haven’t seen their child.

Police also established a security barrier around the south

perimeter of the hospital.

The doctor said he is not allowed to reveal the conditions of

the children.

At the same time, the official number of deaths is very

different from the initial report, which also caused doubts.

According to an article published by the Oriental Daily,

some said there were 71 children on the school bus.

After the accident, there were dead bodies

all along the river bank.

Since the night of Dec 12, the number of deaths reported kept

decreasing, from 40 something to 37, to 20 something to the officially announced number of 15 deaths, 8 seriously injured.

The irony is, Feng County is currently running an initiative to

improve school bus safety.

Feng County transportation bureau proposed a zero tolerance

policy on major accidents.

Tian Fu Morning reported on 14th Dec, it is very apparent,

that the safety checks weren’t actually implemented.

Facing the lives of 40 or more or 15 students, who should

take responsibility?

What’s even more alarming is, regarding the nation wide

safety checks initiated after the Gangsu school tragedy,

Feng Country might not be the only one

that’s going through the motions.

On the same day of the Feng Country accident, another

school bus crash happened in Fushang, Guangdong,

injuring 37 elementary school students,

one was in a serious condition due to bleeding in the brain.

On 13th Dec, in Zhumadian, Henan province,

a bus carrying students crossed over the double yellow lines

and crashed into another truck, causing two deaths,

and more than 20 injuries.

Summing up the statistics, school bus accidents this year

have already caused the deaths of more than 100 students.
