【新唐人2011年11月12日訊】11月10號,公安部宣稱,從即日起,在全國範圍內集中開展整治非法集資問題專項行動。外界分析,公安部這個決定是針對大陸民眾給艾未未匯款交稅金罰款來的。
在中共媒體指控維權藝術家艾未未涉嫌非法集資之後,《新華社》報導,從即日起至明年2月底,中國大陸將集中開展3個月的所謂「整治非法集資問題」專項行動。
艾未未在今年4月初遭中共當局拘留,6月被釋放後,又被指控逃稅,追徵稅款1500多萬元,並限期交付。大陸民眾得知這個消息後,自發組織匯款行動,目前已經有兩萬多人通過多種方式借錢給艾未未,幫助解決有關巨額稅金的問題。
「環球時報」則說,艾未未承諾向支持者交還雙倍利息,涉嫌非法集資。
不過匯款行動發起人之一的妙覺法師表示,他們從來沒有說過要付給匯款人高利息,目前也還沒有人提出來要利息。
妙覺法師:「未未從來沒有說要大家借錢給他,要大家捐錢給他,全是我們公民願意的、自願的,他們一招不靈又換一招,可見當局對一個藝術家用的手段,何等的惡劣,何等的不齒於人類。看到未未受到國家公權力的迫害,中共當局的迫害,這是合情合理合法的,何罪之有?」
鄭建偉律師認為群眾匯款給艾未未交稅的行動不屬於非法集資。
鄭建偉律師:「非法集資是個犯罪行為,犯罪行為它要有受害人啊,拿錢出來的人,誰說他是受害了?要記住這一點,沒有受害人的犯罪行為是不存在的。這是借款嘛,只是不向特定的人借,明確講了要還錢的,怎麼說是集資呢,而且集資要有利息啊,高昂的利息啊,這些行為都沒有,而且這是交罰款來用的。」
上海著名維權人士馮正虎表示,在中國,民眾不能按自己的意志參加選舉,上萬民眾以鈔票代替選票,幫助解決艾未未面臨的巨額稅單問題,說明瞭公民作出的判斷。
著名時政評論家伍凡認為,公安部的這次專項行動完全是衝著艾未未來的,據他分析,中共先利用五毛教授放話, 再出正式文件,想利用名譽上搞臭,經濟上搞垮,肉體上消亡的老一套手段來消滅艾未未。
伍凡:「民心所向,共產黨就害怕,那麼它怎麼對付這些人呢,它用集資把這兩萬多人全部捲進去,一網打盡,把你艾未未乾掉,也把這些借錢的人抓起來,或做統統這樣的處理,讓你鴉雀無聲,共產黨正在做的邪惡的勾當。」
妙覺法師還提到,網上即時付款工具貝寶(PayPal)前幾天凍結了艾未未的帳戶,個別給艾未未匯款的民眾也被國保找去談話。
《天安門血腥清場內幕》作者吳仁華為聲援艾未未,通過推特和電郵免費贈送兩本六四專著電子版給中國境內的「艾未未債主們」。吳仁華從索取贈書的電郵當中發現,艾未未的債主多數是年輕一代,並具備關注社會正義與誠實自律等特性。
另外,北京幸福大街樂隊主歌手吳虹飛,因支持艾未未,原定週五在一所酒吧舉行的音樂會,在當局施壓下被迫取消。

Target Ai Weiwei? Beijing crack down illegal fund-raising
On November 10th, CCP’s Ministry of Public Security (MPS)
announced that from this point forth,
they will concentrate on carrying out special actions
to rectify nationwide illegal fund-raising.
Analysts think that MPS’ decision targets Ai Weiwei.
Tens of thousands of Chinese people have remitted money
to Ai Weiwei in order to pay off his tax fines assessed by CCP.
After CCP’s media, “Global Times," attacked artist Ai Weiwei
over alleged illegal fundraising,
CCP Xinhua News Agency reported that
from now until the end of February,
Beijing will concentrate on carrying out special actions to
so-called “rectify illegal fund-raising."
Ai had been detained by CCP since early April and was
released in June.
Later, he was accused of tax evasion and fined more than
15 million to be paid by a limited deadline.
News spread to Chinese people, and they spontaneously
sent remittances voluntarily.
At present, more than twenty thousand people lent money
to Ai a variety of ways to help him to resolve the problem of being taxed a large sum.
“Global Times" claimed that Ai promised to return the money
to the supporters with double interest, and that this is considered “illegal fund-raising."
However, the founder of the remittance operation, Miaojue
Fashi,
said that they never said they would pay high interest to the
remitters; moreover, no one proposed to be paid back with interest.
Miaojue Fashi said, “Ai never asked people to lend money
to him or asked people to donate money to him.
It’s all the citizens’ voluntary willingness.
When it doesn’t work, CCP changes another way.
It shows how disgusting and inhumane a regime could do
to an artist.
Ai has been persecuted by public power and CCP.
What he has done is reasonable and legal. What crime is he guilty of?"
Lawyer Zheng Jianwei said, “Illegal fund-raising is a crime
and a criminal act that needs a victim.
Have any of the people who sent money said that he or
she is a victim?
We must remember that a criminal act without a victim
doesn’t exist.
It’s about borrowing money from a diverse (group of) people.
Ai clearly said that the money will be returned.
So, how can it be called fund-raising?
Moreover, fund-raising needs interest, high interest rates.
It doesn’t have those elements.
Besides, the money is for paying the fines.”
Shanghai renowned human rights activist Feng Zhenghu said
that in China, people can not participate in elections freely.
Now, tens of thousands of people use money to replace
votes to help Ai to solve the huge tax problem.
It indicates the citizens are making their own judgments.
Current affairs critic Wu Fan said, the special action ordered
by MPS is entirely directed toward Ai.
According to his analysis, the CCP first used
the “Five Cent Party" to threaten the people and then issued a formal announcement.
CCP wants to use its old tricks to gradually destroy Ai’s
reputation, economy, and physical body.
Wu Fan said, “The aspiration of the people is
what the CCP fears. How does it (the CCP) deal with those people?
It uses the name of fund-raising to catch those
twenty thousand people to go against Ai and silence the people. CCP is doing this evil act."
Miaojue Fashi said that PayPal, the online instant
payment tool, froze Ai’s account a few days ago.
CCP security officers also interviewed the individuals
who sent money to Ai.
The author of “Inside Story of the Bloody Clearance at
Tiananmen Square," Wu Renhua, expresses his support to Ai.
He donated two electronic versions of his June Fourth book
to “Ai’s lenders" via Twitter and e-mail.
Wu Renhua found that most of the people who requested
the books are of the young generation with concern for social justice, honesty, and self-discipline.
In addition, because of supporting Ai, the lead singer of
Beijing “Xingfu Dajie Band," Wu Hongfei,
was forced to cancel his bar concert on Friday
due to pressure by the CCP authorities.
