【新唐人2011年11月9日訊】中共宣佈啟動十八大代表選舉，有學者發表文章揭露中共選舉“潛規則”，文章指出，中共搞變相強迫投票，使選舉人感到害怕和恐懼，不敢體現自己的真正意志。作者提出中共黨內選舉投票方式的若干缺陷。
現任中共國家行政學院科研部主任的許耀桐，最近在《領導科學》雜誌發表文章，指出黨內選舉應以民主的投票方式規範。否則，廣大黨員群眾很難享有真實的民主選舉權利，選出令人心服口服、眾望所歸的各級黨的幹部。
他指出，《黨章》關於選舉採取“無記名投票的方式”以及具體選舉辦法由各級委員會決定的規定，使選舉過程中出現一些怪異現象，這個現象導致選舉人不能自由表達真正的意志。
在中共組織部組織局2001年編印的《黨組織選舉工作手冊》中記載，無記名投票是指採取投票的方式進行選舉或表決時，選舉人或表決人不必在選票或表決票上簽署自己姓名，並由本人親自將選票或表決票投入票箱的方式。並強調，採用無記名投票方式，有利於選舉人或表決人消除顧慮，完全按照自己的意志行使選舉權或表決權。
但是，有媒體報導，在個別地區的投票場所，公然設立了三個投票箱，分別是“贊成票票箱”、“反對票票箱”、“棄權票票箱”，目地是讓選舉人在眾目睽睽之下選擇票箱。
中國民主黨創辦人之一秦永敏：「因為你如果不選舉的話，還不知道誰在反對他，誰在不同意，那麼現在搞選舉的結果呢，他反而能夠通過選舉來對你排斥，就像當年毛澤東搞五七年反右一樣，搞陽謀，那就是用權力，利用權力來對人民進行調查，然後再對反對人士、異議人士進行打擊，顯然意圖在此。」
中國民主黨創辦人之一的秦永敏表示，八號，北京區縣級人民代表的選舉投票的日子，許多異議人士都遭到控制不許他們出門。
中國民主黨創辦人之一秦永敏：「當局硬把所有的參選人，特別是北京兩個以婦女為代表的參選團的人，全部控制在家裏，不讓他們出來參選，在前一段時間，是不讓他們宣傳他們自己的參選，現在乾脆把他們關在家裏，不讓他們投票，不光他們，包括所有的異議人士都被控制起來了。」
貴州自由撰稿人陳西也表示，從六號開始，他被監控限制出門，八號選舉當天還遭大批公安的全程監視。
貴州自由撰稿人陳西：「在公安、國保的護送下，全程的監控，不允許我和其他人接觸的情況下，投這個票的，那麼可以看出，在共產黨的這個民主選舉，這種東西是非常惡劣的，共產黨他總是在妄想保住他的獨裁的一統江山。」
秦永敏表示，中共政府就是暴力掌權政府，這種作法可以對這些人進行調查控制，然後採取相應的威脅性措施。
中國民主黨創辦人之一秦永敏：「這個對中共來說，他本身是一個槍桿子出政權的政權，槍桿子政權才是他的生命，到現在為止他也是一直用槍桿子維持政權，所以全國各地每天四方火起八方冒煙，他也一直在不斷的組織龐大的武裝力量來滅火，就是他們堅守他們暴力奪權、暴力掌權。」
秦永敏說，在當前中共這種假選舉之下，共產黨試圖想在選票上，突出那些反對的和有意見的人，棄權的人，這種作法只會造成笑料。

The CCP』s Hidden Election Rules
Numerous scholars published articles to unveil the
the Chinese Communist Party』s (CCP) “hidden election rules” just after its recent announcement of the start of 18th Congress elections.
Scholars commented that the CCP forced people to vote.
This scared voters, making them realize that
they cannot express their true opinions.
Scholars also pointed out other shortcomings
in the CCP』s election process.
magazine, Xu Yaotong, director of the research department
at the China National Administration College, urged
the CCP election committee to use democratic voting norms.
He pointed out that the majority of CCP members don』t have
real democratic voting rights, which, among other things, makes it impossible to vote out once-trusted leaders.
Xu Yaotong cited that the CCP』s constitution dictates
that elections should employ “secret ballots,”
but the CCP』s different levels』 rules have created
many distortions in the voting process, making it hard for voters to freely express their opinions.
The Organization Bureau of the CCP』s Organization Ministry
published a “Party Election Manual" in 2001.
It described “secret ballot” as a means for voters to cast
their vote without marking their name on the ballot.
They, however, are required to vote in person.
It emphasized that secret ballots are good for voters
allowing them to follow their own will.
However, media reported that some voting stations set up
three ballot boxes: marked “Affirmative ,” ;“Opposite” and “Abstaining”.
They want to monitor the voters
which boxes are going to select in front of them.
Qin Yongmin, co-founder of Chinese Democratic Party:
“If you don』t vote, they don』t know who is against them.
After you vote, they』ll know who you are.
Then they』ll use their power to exclude you.
This is like what Mao Zedong did in 1957.
Mao launched an 『anti-rightist movement,』
which was a blatant use of power to investigate people
and to combat dissidents and opponents.
This enabled Mao to find out who his opponents were.”
Qin Yongmin, co-founder of Chinese Democratic Party said
many dissidents were monitored and couldn』t go out on Nov. 8, in Beijing,
the day the different districts voted in their leaders.

“The authorities forcibly controlled every candidate,
telling them to stay home,
especially two Beijing women-run groups』 candidates.
It wasn』t too long ago that the authorities prevented
women from even voicing their opinions in public.
Now, they just lock them in their homes and
don』t let them vote.
Not only the candidates, but also all the dissidents!”
Chen Xi, a Guizhou freelance writer, said he was monitored
and controlled from October 6.
On Oct. 8, many policemen monitored him throughout the day.
Chen Xi, a Guizhou freelance writer: “Under 『full protection』
and full monitoring by public and national security, I voted.
They didn』t allow me to make contact with anyone.
Thus, you can see what having a democratic election
means to the CCP.
It』s very bad,
as the CCP always wants to maintain its power.”
Qin Yongmin said the CCP regime uses violence
to control people and uses threats to manage its rule.

“The CCP itself is a regime that uses guns to grab political power. as 『gun power』 is its life.
It has always used gun power to maintenance its political power.
That』s why there』s mass protests throughout China, everyday.
The CCP continues to organize large-scale armed forces
to control citizens.
The CCP uses violence to grab power and
uses violence to maintenance its power.”
Qin Yongmin said that the CCP used this sham election
to find out who opposes its rule and who the are China』s dissidents.
But this is utterly ridiculous.
