【禁聞】中國高鐵1萬公里陷停工 缺資金!

【新唐人2011年10月21日訊】中國大量鐵路和道路建設工程出現資金短缺,據報導,中國超過1萬公里在建鐵路因融資困難而陷於停工或進展緩慢,同時還拖欠水泥和鋼材供應商的大批貨款,600萬農民工受僱於規模龐大的鐵路建設工程,許多工人好幾個月沒有拿到工資。

《中國日報》報導,目前中國鐵路項目資金匱乏,全國範圍內停工的鐵路項目里程超過1萬公里,其中包括5400公里的隧道建設。

中國中鐵隧道集團副總工程師王夢恕說,7月溫州動車事故發生後,社會各界對中國高鐵技術大加質疑,鐵路行業的融資難度增加,大約6百萬參與鐵路建設的民工已半年未領到工資;另外,鐵路建設公司大量拖欠水泥廠家和鋼鐵供應商的款項。

《明報》報導,中國在建鐵路因融資困難而陷於停工或進展緩慢,正常開工的僅佔10%,多條線路開通時間要押後,並已影響到民工工資和供應商貨款的支付。

中華鐵道網調查顯示,鐵路建設工人超過半數被拖欠工資。青藏鐵路復線關角隧道地盤的臨時工已7個月沒有拿到工資,拖欠供應商貨款3.5 億元人民幣。中鐵集團7月起已有2000多宗因欠薪而上訪的事件。

王夢恕指出,估計全國鐵路項目僱傭了約600萬農民工。如果問題不能馬上得到合理解決,會造成社會不穩定。

北京經濟學家馮先生指出,只有發生群體性事件,地方鐵道部才有錢發工資給農民工。他說,這種事很普遍,不只是鐵道部,很多地方政府都有這種事,已經成了惡性循環。

北京經濟學家馮先生:“民工可以向鐵路要﹙工資﹚的,那麼勞動部門需要支持民工的討債行為,按道理的話,如果它還不了債的話就會破產。他們(政府)現在在換屆了,反正有問題就給你往後推了。”

《中國日報》19號報導,資金短缺開始影響新建道路的施工,報導援引交通運輸部的一份報告說,今年規劃的鐵路項目中20%無法按期完工,資金短缺現象可能在第四季度進一步加劇。一些省份兩三個月來沒錢付款給建築公司,個別項目全部或部分停建。

北京經濟學家馮先生:“鐵路本身是很腐敗的,鐵道部部長給抓起來了,它(鐵道部)涉及的貸款就是2萬億,它現在還要借貸款,還要發債,因為它是一種行政壟斷,一種壟斷部門,審計部門也缺乏審計,監督,等於它是一個黑匣子一樣的,屬於制度化的腐敗。”

有網友在微博發貼說:「一群貪官污吏變著法撈錢,高鐵高鐵故障,動車動車出軌,票價漲了買票還是那麽難,速度還是那麽慢,安全系數還是那麽低,破產了都活該,可憐的是工人和咱納稅人,可恨的是拿著咱民脂民膏隨意揮霍的政府」。

Massive railway and road constructions in China

are facing a shortage of funds.

Over 10,000 km of railway under construction has been

halted or trapped in the slow progress, due to no financing.

Meanwhile, the debts grow as a large number of payments

are still owed to cement and steel suppliers.

There are six million migrant workers on railway

constructions, and many haven』t been paid for months.

China Daily reported that currently the lack of funding

for rail projects has caused a nationwide shutdown.

The suspended work on construction is over 10,000 km,

including 5,400 km of tunnel constructions.

Wang Mengshu, Deputy Chief Engineer of China Railway

Tunnel Group, said that after the Wenzhou Train Crash,

all sectors of society have largely increased their questions

on China』s technology of high-speed rails.

Financing has become more difficult.

About six million railway construction workers haven』t

been paid for the past half-year.

What』s more, railway construction companies have owed

a large number of payments to cement and steel suppliers.

Hong Kong』s Ming Pao reported, due to financial difficulties,

railways under construction are to be shut or slowed down.

Only 10% of such projects in China proceed as normal.

The opening of many railways have been postponed.

Payments to the railway construction workers

and suppliers have also been affected.

A survey on Chinarailway.com shows that over half

of the railway construction workers have been owed wages.

Contract workers for the construction of the Guanjiao tunnel

of Qinghai-Tibet railway haven』t been paid for seven months.

The total amount owed to suppliers

has reached RMB 350 million.

Since this July, there have been over 2,000 petitions

about owed wages with China Railway Group.

Wang Mengshu believed that railway projects across China

are estimated to employ about six million migrant workers.

If the problems cannot be reasonably resolved right away,

social instability might be triggered.

Mr. Feng, a Beijing-based economist, thinks only if there are

mass incidents would authorities pay migrant workers.

He said this is common in China, not only with the Railways,

but in other areas too, as the problem is now a vicious circle.

Mr. Feng: “Migrant workers have the right to ask authorities

for their wages, which needs the Labor Departments』 support.

Bankruptcy is the only instance in which related departments

cannot and aren』t able to afford to pay debts.

But now it comes amid a period of changing terms of office,

so everything will be postponed by the authorities.”

On October 19, China Daily reported that the shortage

of funds began to affect the construction of new roads.

It quoted Ministry of Transport』s report that this year 20%

of scheduled railway projects will not be completed on time.

Funds』 shortage is further expected in this fourth quarter.

In some provinces, for the past two or three months,

no payment has been made to construction companies.

Individual projects have been totally or partially terminated.

Beijing economist: “Ministry of Railways is very corrupt.

Its Minister has been arrested.

The loans involved were RMB 2 trillion. Now, the Ministry

still demands new loans and is going to issue debentures.

This is an administrative monopoly, a monopoly sector,

with lack of audit and monitoring by the Audit Department.

So all operations are like a black box.

This is institutionalized corruption.”

A netizen commented on a microblog, “A group of corrupt

officials try every approach to make money.

High-speed rail breaking down, moving trains derailed…

Train fares have gone up but getting a ticket is still so hard.

The speed is still so slow, yet the safety factor is also low.

It serves them right to go bankrupt.

We workers and taxpayers are still leading poor lives. It is

detestable how authorities squander randomly our purse.”
