【新唐人2011年9月23日訊】「美國在臺協會」理事主席薄瑞光,在「美臺國防工業會議」後表示,美對臺軍售近60億美元。美國同意出售台灣F16A/B型戰機升級裝備,不代表排除未來仍有售臺F16C/D戰機的機會。對此,中共表現強烈,緊急召見了美國駐華大使駱家輝。外界認為,這是中共的慣例,美國每次賣武器給台灣中共都會抗議。請看報導。
「美國在臺協會」理事主席薄瑞光,20號在美國弗吉尼亞州里士滿市舉行的「美臺國防工業會議」後表示,美方對臺軍售已經做了決定,今年美國對臺軍售項目與數量不少於以往,金額高達58億5000萬美元。軍售案項目中包括主動電子掃瞄陣列,部分F-16A/B戰機不適用引擎也將更換。
時事評論員文昭認為,美國對臺軍售每年都有。因為美國是遵照對台灣關係的準則。
文昭:「這個台灣關係法其中有一條規定,美國是有向台灣出售防禦性武器的義務。所以這個(軍售)他是按照美國法律來做的。」
不過,中共對此表示強烈,中共外交部發言人馬朝旭說,美國對台灣出售武器嚴重干涉中國內政,嚴重損害中國國家安全和統一大業,損害中美關係和臺海和平穩定。
中共外交部副部長張志軍21號,針對美國宣佈的對臺軍售計劃,緊急召見美國駐華大使駱家輝。
時事評論家伍凡認為,其實不管美國怎麼做,中共都不會滿意。他認為,如果奧巴馬要走好棋子,就應該把最好的武器賣給台灣,那樣就會贏得台灣、美國的保守派、美國的工會、美國的軍火方的滿意。
時事評論家伍凡:「最關鍵的是中共它大力的發展軍事力量,想用軍事力量淹沒台灣。它(中共)正在做。台灣希望自己能夠改變一點,提高一點軍事力量。」
台灣中央社報導,除F-16C/D型戰機外,美國幾乎同意了所有在清單上的升級裝備。薄瑞光說,美國同意出售台灣F16A/B型戰機升級裝備,不代表未來不會賣給台灣F16C/D戰機。
文昭表示,儘管中共嘴上抗議,但在國際經濟合作上,仍必須接受美國長期位居世界盟主的這個現實。
文昭:「中共既然要參與這個世界經濟的活動,成為全球一體化的一員,它必須在很多領域跟美國合作。每次賣武器中共都會抗議。但是這個並不影響中共去買美國的債劵,也不影響中共對美國出口額的增長。」
文昭認為,由於中共從來沒有承諾放棄用武力解決台灣,沒有承諾永久放棄對台灣的統一。並且,中共還利用威嚇,讓台灣人覺得他們惹不起中共。加上中共的軍事力量在不斷擴張,台灣的安全形勢正在失衡。
文昭:「他們(美國)的觀點,解決兩岸問題,一定要在兩岸平等,並且是台灣人要免除恐懼的情況下去談。因為如果有一方的軍事力量完全壓倒另一方,最有可能發生戰爭,所以說,維持力量的均衡本身,對於保持和平、促使雙方在談判桌上解決問題,是必要的。」
台灣國防部長高華柱21號在臺北舉行的記者會上表示,經過這次升級,台灣空軍戰鬥力將獲得大幅提升。面對中共的持續威脅,台灣提升防衛能力反而有助於地區和平。

US-Taiwan Arms Deal Infuriates CCP, Again
After the U.S.-Taiwan Defense Industry Conference,
R.F. Burghardt, chairman of American Inst. in Taiwan (AIT),
reported that the U.S. has signed a nearly $6 billion
arms sales deal with Taiwan.
The deal involves upgrades to Taiwan』s F16A/B fighter fleets
but does not exclude the possibility of selling Taiwan
the more advanced F16C/D fighter jet in the future.
The Chinese authorities (CCP) reacted strongly to the news,
and quickly summoned U.S. Ambassador Gary Locke
to lodge its protest.
These knee-jerk reactions happen every time
the topic of U.S. arms sales to Taiwan comes up.
On Sept. 20, the chairman of AIT, Raymond F. Burghardt
said that after the U.S.-Taiwan Defense Industry Conference
in Richmond, VA, the United States announced
its arms deal with Taiwan.
The overall scope of the $5.85 billion project is on par with
past arms deals with Taiwan.
The sale of Active Electronically Scanned Array radar systems
is also included in the arms package.
In addition, some of Taiwan』s F16A/B fighter fleets』
malfunctioning engines will be replaced.
Political commentator, Wen Zhao, says that the U.S.
is making annual arms sales to Taiwan
according to its U.S.-Taiwan relationship pact.
Wen Zhao: “The Taiwan Relation Act requires that
the U.S. provide Taiwan with arms of a defensive nature.
Thus, the arms sales (to Taiwan) properly abide by U.S. law.”
However, the CCP still reacted strongly to the latest arms news.
Foreign Ministry spokesman, Ma Zhaoxu, remarked that
arms sales to Taiwan “seriously interferes with China』s
internal affairs, damages China’s national security,
its territorial integrity, its relationship with the U.S., and
worsens the cross-strait conditions.”
On Sept. 21, Chinese Vice Foreign Minister Zhang Zhijun
summoned U.S. Ambassador Gary Locke over the arms sales.
Political commentator Wu Fan said, “The CCP will never be
satisfied, no matter how the United States behaves.”
He added that if President Obama wants to make a good move,
he should sell the best weapons to Taiwan to get its support,
as well as the support of American conservatives,
American unions, and the arms industry.
Wu Fan: “The key point is that the CCP is aggressively
developing its military power to overwhelm Taiwan.
It is doing this right now. Therefore Taiwan hopes to improve
its own military power, to make some changes to the situation.”
According to Taiwan’s Central News Agency, the United States
has approved almost all of the items on Taiwan』s “upgrade list”
except F16C/D fighter jets.
Burghardt said that although the United States has only agreed
to upgrade Taiwan』s F16A/B jets, it has not excluded
the possibility of selling F16C/D jets to Taiwan in the future.
Wen Zhao said, “Despite the fact that the CCP always voices
its protest against U.S.-Taiwan arms sales, it still has to accept
the fact that the United States plays a key negotiating role in
fostering long-term economic cooperation between countries.”
Wen Zhao: “To take part in global economics and become
a true global member, the CCP has to cooperate with the U.S.
in numerous fields.
The CCP protests each time the U.S. sold arms to Taiwan,
but it still bought U.S. public debt and
increased its export to the United States.”
Wen Zhao said, “The CCP never promises not to initiate wars
to unify Taiwan. Instead, it tries to intimidate Taiwanese people
to make them believe that they can not afford to displease it.
Due to the CCP』s increase in military development and power,
cross-strait security is losing its balance.”
Wen Zhao: “The U.S』 view on resolving the Taiwan issue
revolves around the idea that the two sides must be equal,
and that people in Taiwan should not have to talk about
the issue with trepidation.
If the military forces on one side completely overwhelm
the other side, a war is most likely to break out.
Therefore, it is necessary to maintain the balance of power,
so peace between the two sides can be assured.
This will enable the two sides to work out their differences
at the negotiating table, instead of the battlefield.”
On Sept. 21, Minister of National Defense Kao Hwa-Zhou said
in a Taipei press conference, “Taiwan』s air force capabilities
will be greatly enhanced from this upgrade.
Under CCP』s military threat, regional security will improve
if Taiwan improves its defensive power against the CCP.”
