【新唐人2013年08月15日讯】中共在8号宣布“双开”原国家发改委原副主任，国家能源局局长刘铁男之后，12号下午，中纪委又下发了关于刘铁男违纪违法问题的通报。通报指称，刘铁男个人受贿一千多万元，并包养情妇两人。但有媒体曝出更多刘铁男贪腐内幕，包括刘拥有25颗罕见钻石等巨额财产。另外，刘案还引发了官场地震，多人落马。分析认为，刘铁男只是中共派系斗争的牺牲品，他的落马显示了江系势力的日渐衰败。
中共《国家监察部网站》通报指称，经查刘铁男利用职务上的便利为他人谋取利益，本人及其亲属收受巨额钱物；违规为其亲属经营活动谋取利益﹔收受礼金礼品﹔道德败坏。刘铁男的上述行为已构成严重违纪违法，其中有的问题已涉嫌犯罪。
而大陆《京华时报》和一些港媒则报导，刘铁男25个银行账户存款1.06亿人民币，金条超过9公斤、25颗罕见钻石，总值超过8.7亿元人民币。
报导还披露，刘铁男在北京、杭州、太原、青岛、苏州等地包养八名情妇，公安部门从他和家人的五处住宅中搜出七个国家的25本外籍护照，其中刘铁男一人就持有12本外国护照，搜查当天还随身藏了12张机票。在他的青岛住宅中，还发现色情光碟330多张、色情杂志1200多本。
现任国家能源局原局长张国宝最近也透露，“现在从我们听到的了解已经查清的事实来讲，确实比多数人所要知道的多得多。”
香港媒体指出，刘铁男在任内违规审批287项能源开发和兴建工程，所涉金额高达340多亿元。
美国南加州大学公共政策博士叶科：“刘铁男现在已经是非常令一般老百姓瞠目结舌了，但是，其实这个数字对于上面的大老虎来说，仍然是非常小的一个数字。如果顺藤摸瓜摸下去的话，也许会发现刘铁男背后的大老虎，比如说像现在的周永康、江泽民，他们贪污的数字，可能还不知比刘铁男大N倍。”
《中国新闻周刊》引述了已经退居二线的原发改委副主任宋晓梧的话说，刘铁男在2006年初的发改委副部级干部考核时，得分并没有过线。
但刘铁男在2006年底依然被任命为副部长级的东北办副主任﹔在2008年3月升任国家发改委副主任﹔2010年12月兼任国家能源局党组书记、局长﹔到2011年9月还兼任国家能源委员会委员和国家能源委员会办公室副主任等职。
刘铁男被一些媒体称为“替江家帮把持能源业的看护人。”
时事评论员蓝述认为，刘铁男是中共内部派系斗争的牺牲品，处理他只不过是用来打击江泽民的势力。
时事评论员蓝述：“从目前披露出来的消息来看，刘铁男落马他很大程度上仍然是派系斗争。他的落马基本上反映江系，不论是在中共党内、还是在中国社会都是非常的不得民心。”
事实上，刘铁男案引发了官场不小的的震动：截至目前，涉案被带走调查的有刘铁男秘书、发改委工业司处长王勇、中国食品工业协会原副会长、发改委工业司副司长熊必琳、贵州省黔东南州副州长、凯里市市长洪金洲、凯里市副市长陈鹏以及市政府办公室财务人员等。
蓝述：“不只是抓刘铁男，任何一个官员被抓出来，都会牵扯到一场地震，只不过地震的大小而已。越高层次的官员，他（引发）的地震就越大。”
美国南加州大学公共政策博士叶科指出，中共体制是一个集体分赃体制，所以，每个贪官都不是个案。
叶科表示，中共官员不管问题怎么严重，只要他有背后支撑的势力，他就不会被拿掉。他分析，刘铁男的落幕和周永康的被围剿，显示出了江派力量的不断削弱。

Liu’s Case Profound
The Chinese Communist Party (CCP) announced on August 8,
Liu Tienan, former deputy director of State Development and
Reform Commission, and former director of the National
Energy Bureau was dismissed from the CCP and his position.
On August 12, the commission issued another
announcement about Liu Tienan’s discipline violation.
It is alleged that Liu took bribery over ten million yuan,
and had two mistresses.
Some media exposed more inside details of his corruption,
like possessing 25 rare diamonds and huge properties.
Liu’s case also led to an officialdom earthquake,
and many people were sacked.
Analysts believe that Liu Tienan was just a victim
of the CCP factions infighting.
It showsthe decaying forces of Jiang’s faction.
CCP National Supervision Website alleged that Liu Tienan
took advantage of his position to seek benefits for others.
He and his relatives received huge amounts of money
and Goods.
He illegally gained benefits for his relatives’ businesses.
He accepted gifts which is morally wrong.
Liu Tienan’s general behavior constituted a serious violation
of discipline, some actions are suspected of being crimes.
Beijing Times and some Hong Kong media reported that
Liu Tienan had amassed a fortune;
He had 25 bank accounts,106 million yuan deposit, over 9 kg
in gold bars, 25 rare diamonds, worth over 870 million yuan.
The report also revealed Liu Tienan had eight mistresses
in Beijing, Hangzhou, Taiyuan, Qingdao and Suzhou.
Poice found 25 foreign passports for seven countries
in his five residences.
Liu himself had 12 foreign passports, and he had hidden
12 air tickets on himself on the day of investigation.
At his house in Qingdao, they found over 330 pornographic
CD copies, and at least 1,200 pornographic magazines.
Former director of the National Energy Bureau
Zhang Guobao revealed recently,
“From the facts we learned, it is more than most people know.”
Hong Kong media said Liu Tienan approved 287 energy
development and construction projects Illegally.
The amount involved was in excess of 340 billion yuan.
Dr. Ye Ke of the Public Policy Division, University of
Southern California: “Liu has astonished ordinary people.
When compared to those big tigers, it is still a very small
number.
If drilling down, they may find the big tiger behind
Liu Tienan, such as Zhou Yongkang, Jiang Zemin.
The money they embezled could be many times that of Liu’s.”
China News Weekly quoted Song Xiaowu, retired deputy
director of the Development and Reform Commission.
In the examination of deputy ministerial cadre in early 2006,
Liu Tienan’s score was not sufficient.
Liu still went on to be appointed deputy director, Northeast
office, a vice ministerial level position at the end of 2006.
In March 2008 he was promoted to deputy director of NDRC.
In December 2010 he served as CCP secretary and
director of the National Energy Bureau.
In September 2011 he served as National Energy
Commission member and deputy director.
Liu Tienan was taken as “the energy sector supervisor
for the Jiang faction" by some media.
Commentator Lan Shu said that Liu is a victim of
the factional struggle within the CCP.
Punishing him is used as a way to attack the
forces of Jiang Zemin.
Lan Shu said, “The present disclosed news of Liu’s sacking
is still largely because of factions infighting.
It basically reflects that Jiang’s faction is very unpopular
within the CCP and China.”
Liu Tienan’s case triggered an earthquake in the
bureaucratic field.
As of now, suspects under investigation
include Wang Yong, Liu’s secretary,
DRC Industrial Division Director, Xiong Bilin, former
vice president of China Food Industry Association.
Deputy Secretary for Development and Reform
Commission, the deputy governor of Guizhou Province,
Kaili Mayor Hong Jinzhou, Kaili Vice Mayor Chen Peng,
and other financial officers.
Lan Shu: “Not just Liu Tienan, but any official arrested,
would involve an earthquake within officialdom, just varying in size.
Officials at higher levels,will cause big earthquakes."
Dr. Ye Ke in Public Policy Division of University
of Southern California pointed out that
the CCP regime is a collective melon-cutting system,
so no case is individual.
Dr.Ye said that no matter how serious the problem
of Chinese officials,
as long as he has background support,
he will not be dismissed.
His analyzed Liu’s downfall and Zhou Yongkang besieged
showed the power of Jiang’s faction dissipating.
