【新唐人2011年9月12日讯】新出版的《朱镕基讲话实录》一书,功过是非引起外界争议,焦点集中在财税改革、国有企业改革、住房改革、教育医疗产业化等多方面。由于这本书推出时正值江泽民病危,也是在十月即将召开的十七届六中全会前夕,北京消息披露朱镕基的新书牵动中南海权力斗争。
《朱镕基讲话实录》这本书记录了朱镕基早在1993年就警告:“投资过大很可能引发严重的通货膨胀”。他在2003年最后一次主持国务院全体会议时,批评浮夸作风,并提到“中国的泡沫经济已经形成,房地产过热,风险太大”。
但是,不少专家学者认为,朱镕基时代开始推行的分税制,实质就是中央财政集权,造成地方财政弱势,是高房价的深层原因,地方政府倚重土地财政直接推高房价。
草庵居士政治经济评论家:“卖地财政、土地财政都是从朱镕基时代开始的。所以朱镕基虽然他意识到房地产这个问题,但是他为了维持中共的统治,他一直在纵容这个事情。朱镕基本身是两面性的,他有意愿要推动改革,但是他本身是一个顽固的体制维护者。”
《北京之春》杂志主编胡平指出,朱镕基大力推进国企改革,造成了几千万国企职工下岗,共产党权贵借改革之机,把属于全体人民的财产据为己有,化公为私,是一次史无前例的大抢劫。
朱镕基的儿子朱云来,1990年代末安排了对“中金公司”实质上的收购,现任“中金公司”董事长,2004年被美国《财富》杂志评为“亚洲最具影响力的商界领袖”之一。朱镕基的女儿朱燕来,现任中国银行(香港)发展规划部总经理。
朱镕基亲自督办“远华走私案”时, 他的心腹爱将、“光大集团”原董事长朱小华案同时案发。《远华案黑幕》作者盛雪指出,两案的结果是一种政治交换,朱小华被留下活口,贾庆林进入中央政治局。
张伟国(香港《动向》杂志主编):“中共的机器是一个很大的绞肉机,你再好的人进去以后也被这样一个罪恶的机器同化掉,朱镕基应该讲是一个例证,这些他家属的状况,跟他自己上台的时候信誓旦旦要滚地雷阵、要准备100口棺材,就形成了一个鲜明的对照。”
香港《动向》杂志主编张伟国认为,朱镕基主政期间,是中国历史上腐败最严重的时期。
对于日益激化的官民矛盾、贫富两极化加剧等许多社会问题,他负有不可推卸的责任。
不过,1999年“4.25”万名法轮功学员和平上访,朱镕基以对话的方式处理,并且不支持镇压,受到外界广泛称赞。但是,在江泽民镇压法轮功以后,朱镕基却多次以诬蔑之词表态严惩法轮功。
《朱镕基讲话实录》第四卷透露,他曾经对爱尔兰女总统表示,“你们只了解中国三件事情:第一,人权;第二,西藏;第三,‘法轮功’。”朱镕基还在第四卷中说“从来没有失掉共产主义的信念”。
《南方周末》8号刊发了朱镕基的两篇文章,其中一篇题为《如果本届政府都是“好好先生”,我们就对不起人民》。但在北京报摊上相关版面都被抽掉。
《博讯网》11号披露中办领导的来信说,逼近十八大,朱镕基文集高调推出,而且又是在江泽民发不出声音的时候,这个时机对中南海胡温并不太妙。甚至有官员认为,朱也想在十八大人事中安插两个得力人事,确保下一个十年,朱家依然有势力。
草庵居士:“朱镕基在十八大之前出这套书,是一个比较敏感的时机,在中国的目前状况,确实到了一个政治、经济都非常紧要的关头。在经济上遇到了经济的危机﹔在政治上,中共党内已经失去了强人政权、强人的统治,所以在这个时候、交接班的时候,各个派别、各个势力会出来。”
《路透社》报导指出,朱镕基讲话的出版,既是为自己辩护,也被视为在明年中共领导层大换班前对共产党的间接批评,在政治圈内引起了纷乱。

Zhu Rongji’s Speeches Affect Zhongnanhai Power Struggle
The newly published book “Zhu Rongji’s Speeches" arouses
controversy over this ex-premier’s contributions and faults.
The controversy focuses on the aspects covering fiscal
reform, state-owned enterprise reform, housing reform
and industrialization of education and health care.
The book launch coincided with Jiang Zemin’s critical
condition and on the eve of the upcoming 6th plenary meeting
of the 17th session of the Chinese Communist Party (CCP).
News from Beijing revealed that Zhu’s new book will
affect the power struggle in Zhongnanhai.
Zhu Rongji’s Speeches includes Zhu’s speech back in 1993.
Zhu warned, “Exceedingly large investments will probably
lead to serious inflation." In 2003, at the plenary meetings
of CCP’s State Council that Zhu hosted for the last time,
he criticized the grandiose work style and said,
“China’s economic bubble has been formed,
overinflated real estate is too risky. “
However, many experts believe the tax distribution system
Zhu Rongji launched is in essence
authoritarian finance centralization.
It caused weakness of local government
finance and high housing costs.
Local governments rely heavily on profits from land,
directly pushing up the house prices.
Cao’an Jushi (political and economic commentator):
“Both land-sale finance and land-based finance began in
the era of Zhu Rongji.
Zhu was aware of the real estate issue, but in order to
maintain the CCP’s ruling, he condoned the matter entirely.
Zhu himself is two-faced. His is willing to promote reform,
but on the other hand, he is a diehard system defender.
Hu Ping, Editor-in-Chief of Beijing Spring Magazine,
points out that Zhu Rongji vigorously promoted reform of
state-owned enterprises,
causing lay-offs for tens of millions of workers.
The influential CCP officials seized such an opportunity.
They appropriated the property that
belonged to the people, embezzled public property.
This is an unprecedentedly large robbery.
Zhu Yunlai, son of Zhu Rongji, arranged acquisition of
China International Capital Corporation (CICC) in 1990’s.
Zhu Yunlai is the current Chairman of CICC. In 2004,
he was selected by the U.S. Fortune Magazine
as one of Asia’s most influential business leaders.
Zhu’s daughter Zhu Yanlai is the current General Manager
of Planning and Development Department at
Bank of China (Hong Kong).
When Zhu Rongji personally intervened in the Yuan Hua
Smuggling Case, his henchman Zhu Xiaohua,
ex-chairman of China Everbright Group, was exposed.
Sheng Xue, author of the book Unvealing the Yuanhua Case,
pointed out that two cases end up with a political exchange.
Zhu Xiaohua was left alive, and Jia Qinglin entered
the CCP’s Politburo.
Cheung Wai Kwok (editor-in-chief,
Trend magazine, Hong Kong):
“The CCP regime is a big meat grinder machine. Whoever
joins the CCP will be assimilated into such an evil machine.
Zhu is a typical example. His family members’ social status
forms a sharp contrast with his remarks.
When he came to power, he said matter-of-factly that
he had prepared 100 coffins and was ready to roll minefield."
Cheung believes that the era of Zhu Rongji is
the period of worst corruption in the Chinese history.
Zhu cannot shirk responsibility for many social problems,
such as intensified conflicts between officials and civilians,
as well as the increasing polarization between rich and poor.
On April 25, 1999, 10,000 Falun Dafa practitioners made
a peaceful appeal to the CCP’s government.
Zhu Rongji resolved the issue through dialogue and
did not support repression. His action received wide praise.
However, after Jiang Zemin launched the persecution of
Falun Dafa practitioners,
Zhu repeatedly vilified and declared severe
punishment to Falun Dafa practitioners.
Zhu Rongji’s Speeches (Volume IV) reveals that
Zhu even told Mary McAleese, president of Ireland,
“You only need to know about three things in China:
The 1st is human rights, the 2nd,Tibet,
and the 3rd, Falun Dafa.‘
In Volume IV, Zhu wrote that he
“never lost faith in communism."
On Sept. 8, Southern Weekend published Zhu’s two articles.
One article entitled “If the current government is considered
good and nice, we are sorry for the people."
However, this page was removed from the newspapers
in newspaper stands in Beijing.
Boxun.com revealed on Sept. 11 that an official from
the General Office of CCP State Council wrote a letter
saying that as the CCP’s
18th National Congress approaches,
the high profile launch of Zhu Rongji’s Speeches
during a time when Jiang Zemin is unable to speak
is not a good timing for Hu Jintao and Wen Jiabao.
Some officials even think that Zhu Rongji also wants to
place several confidants in the CCP’s 18th National
Congress during the personnel changes
to secure the power of Zhu’s family in the next decade.
Cao’an Jushi: “Zhu Rongji launched this book on the eve
of CCP’s 18th Congress. This is sensitive timing. China has
arrived at a very critical moment for its politics and economy.
In terms of economy, China is facing an economic crisis.
Politically, the CCP regime has lost its strongman rule.
So, at this moment of its leadership succession,
all factions and all forces of the CCP will come out and play."
Reuters report that the publishing of Zhu Rongji’s Speeches
defends Zhu himself, also the speech is regarded as
an indirect criticism of the CCP before its leadership
reshuffle in the next year.
The book causes confusion in political circles.
