Cao Tian’s Forced Disappearance

“Independent candidacy" has become a hot topic
in National People’s Congress (NPC) 2011 elections.
Besides well-known media professionals,
Henan-based writer and real estate businessman
Cao Tian also participates in the election.
However, it is reported recently that Cao Tian
was undergoing tax inspection by the authorities
and he was made missing.

Cao Tian announced to run for mayor of Zhengzhou,
and to spend RMB 100 million for his campaign.
He was called “the No.1 independent candidate".

After Jiangxi-based unemployed candidate Liu Ping
and another candidate Li Chengpeng were harassed,
news of Cao being suppressed have been heard.

As per rights activist website “Participation",
one week after Cao declared his candidacy,
an investigation team composed of staff members
of police, land and resources and taxation bureaus
started a full investigation of him and his company.
As of now, Cao has already gone “missing".

Cao has a doctoral degree in Law. He worked as
a lawyer, reporter and corporate executive.
He likes to compose poems. In 2005, he was listed
as an influential writer by Chinese Writers Association.

Beijing-based constitution scholar Chen Yongmiao
believes that independent candidates are resented
by the Chinese Communist Party (CCP).

Chen Yongmiao: The CCP would try to eliminate
all forces that oppose it, are independent from it
or have different logics from its own.
The CCP would try to destroy any tiny spark.
Either the transformation of the former Soviet Union
or the transformation of Taiwan,
will not work in the presence of the CCP’s rule.

As per Boxun.com, 2 days after Cao’s declaration,
an “ex-provincial leader" of Henan called him.
The person laughed at Cao and warned him,
“Do not do such a thing". However, Cao replied,
participation in elections is constitutional.

Hu Ping (editor-in-chief of Beijing Spring magazine):
The CCP has no oppositions. It is a monopoly.
It wants to monopolize the election process.
They (independent candidates) volunteered.
As they are not nominated by the CCP,
the CCP wants to suppress them.

Despite the suppression, Chen Yongmiao believes,
the independent candidates in great number
are beyond the CCP’s control.

Chen: The middle class’s pursuit of freedom and
democracy has reached a very important juncture.
In the past people would hold their urges.
Now, they can no longer do so.
This great force is now actively looking for an outlet.

According to statistics, as of June 7, China had
127 independent candidates in local elections.
26 of them are well-known. It is estimated that
in the next few months, there will be over 500 of them.
