【禁闻】“中央巡视组”接访民 访民仍挨打

【新唐人2011年4月9日讯】“中央巡视组”进驻上海江苏路888号大楼,接待访民。然而,在陈情过程中却发生了警察殴打来访者的暴力事件。请看报导。

连日来,已有数以千计的民众前往上海“中央巡视组”陈情申冤。但没想到的是,上海访民陈启勇7号下午去到 “巡视组”办公地点,却被警察无理的按在地上暴打。

陈启勇(上海访民):“他们冲上来就把我的这个报告书抢走了,从我的背后冲上来一帮人,这些人把我按到地上,就是拳打脚踢。然后就把我拉到一边去,对我身上进行了全面搜身。”

不过,在此之前,4月6号,已经有200多名访民,被警察关在“巡视组”办公大楼外园区的情况发生。访民反映说,警方长时间扣留他们,没有提供他们食物,之后,再把他们用公车拉走。

王承起(访民):“怎么说呢?像在忽悠,忽悠我们啦。”

而住在上海市杨浦区的项文寅,7号获“巡视组”接待。负责接待他的两人态度却显得冷淡,其中一人还被认出是上海信访办的打手。04年由于住房被拆没有得到安置,项文寅多次上访,多次被关进黑监狱。

项文寅表示,尽管总算见了“中央巡视组” ,但他不相信这样的方法能解决问题。因为他大概只谈了3分钟左右,就被叫出来了。项文寅说,日后他还会继续上访,争取自己应得的权益。

另一位获接待的访民毛海秀也表示,会见她的官员,一开始就向她表明没有权力解决问题,只是了解一下情况,不解决任何事情的。毛海秀认为,老百姓根本没有管道反映民情,不过,他明知“中央巡视组”只是来作秀,也希望借此作出投诉。

这次“中央巡视组”下访,还设立了信访信箱和联系电话给民众,据曾经到“巡视组”陈情的上海居民透露,投诉信放入信箱后就如石沉大海,没有一封获得回复,记者按官方公布的联系电话号码多次打去查询,也都处于繁忙状态,无法接通。

沈佩兰(访民):“这个东西一贯的就是这样,包括请示书、包括我们投QQ给有关部门的信件,都是石沉大海的。这次也是不例外吧!”

“中央纪律委员会巡视组”4月1号到达上海的消息,在上海访民中迅速传播,原本寂静的江苏路888号门口,从早到晚都聚集了上千人要求接待,如早市般的喧嚣。由于人太多,巡视组7号开始,已改由放号的方式约见民众。

上海著名维权人士许正清表示,“中央巡视组”过去曾多次到上海,但今年前来申冤的访民明显比以前多,反映的民怨累积很深,而前来申冤的人当中,有近八成是因为房屋遭强拆的苦主。当中,也有不少是到过北京上访的访民。

许正清认为,这样的方法并不能有效疏解民怨,也不能解决实际的问题,他说,唯一能够改善的办法,只有开放民主制度。

China’s Beaten Petitioners

Communist government’s Central Inspection Team (CIT)
started to receive petitioners in a building in Shanghai.
Still, during the petition process, some petitioners
have been violently beaten by police. Let’s take a look.

Recently, thousands have gone to CIT
to redress their grievances and to petition.
A petitioner named Chen Qiyong in Shanghai
went to the CIT office on April 7.
He was violently beaten by the police for no reason.

Petitioner Chen said: They robbed my petition letter,
pushed me onto the ground, beat and kicked me.
Then they pulled me against the wall and frisked me.

Previously, over 200 petitioners have been detained
in the park outside of the CIT building.
Petitioners said that the police detained them
for a long time without providing any food,
and then transported them by buses.

Wang Cheng (petitioner): what can I say?
They seem to be making fun of us.

Xiang Wenyin, living in Yangpu District, Shanghai,
was received by CIT on April 7, 2011.
The two people receiving him were very indifferent.
One of them was recognized as a previously hired thug
in the Shanghai Petition Office.
After his old house being demolished in 2004,
Xiang petitioned and was repeatedly jailed illegally.

Xiang said that although he finally met with the CIT,
he doesn’t believe this approach can solve any issues.
He talked to them for just 3 min before being asked out.
Xiang said he would continue to petition for his rights.

Mao Haixiu, another petitioner, said when she went,
the officials said that they had no power to solve issues.
They were there to listen, not to solve cases.
Mao believes people have no ways to petition.
Although she knows the CIT is just here for show,
she still wants to file a complaint.

On its provisional visit, CIT also set up a mail box
and a phone line for petitioners.
However, a petitioner that went to CIT said,
after sending the letter, you will never get a response.
NTD reporter tried to make the call a dozen times,
but always got a busy signal.

Chen Peilan (Petitioner): Things are always like this,
including our petition letters and online messages.
We never get any response.
I do not think this time is an exception.

The government’s Central Disciplinary Committee
inspection team arrived in Shanghai on April 1.
The news rapidly spread among petitioners.
The previously quiet building became crowded
with thousands of petitioners gathering all day long.
Due to the number of petitioners, since April 7,
CIT has been assigning numbers to them.

Well-known rights activist Xu Zhengqing in Shanghai
said, CIT has been to Shanghai many times in the past,
but this year there are more petitioners than before.
80% of them are victims of forced house demolitions.
Among them, many went to Beijing to petition before.

Xu believes that this approach cannot effectively
ease people’s grievances, or solve any problems,
he said, the only way to improve is through democracy.
