【新唐人2014年11月22日訊】在聯合國決議將朝鮮最高領導人金正恩,以「反人類罪」送交國際刑事法庭後,朝鮮當局憤怒而激烈的迅速作出回應──不但發表聲明駁斥聯合國「政治挑釁」,還公開威脅將要實施新的核試驗,以應對聯合國決議。外界認為,這項獲得111個聯合國成員國支持的決議,將朝鮮當局的罪行曝光於世。
據《德國之聲》援引朝鮮外務省11月20號發表的聲明稱,朝鮮將「全面拒絕」聯合國大會剛剛通過的關於譴責朝鮮當局侵害人權的決議。朝鮮聲明說,這項決議是「反朝決議」,是對朝鮮的「重大政治挑釁」。
此前在11月18號,聯合國負責人權事務的第三委員會,首次通過有關朝鮮人權問題的決議,譴責朝鮮境內長期持續存在有系統、普遍和嚴重侵犯人權行為,決定將聯合國朝鮮人權問題調查委員會的報告提交安理會,並要求將朝鮮最高領導人金正恩移交國際刑事法院審判。
這項由歐盟和日本共同起草,60個國家參與的決議草案,又被稱作聯合國史上規模最大的提案,得到了111個聯合國成員國的投票支持,只有中國、俄羅斯、古巴以及敘利亞等19個國家投了反對票,55個國家棄權。
據了解,聯合國這項決議預計下個月將提交給安理會。儘管決議得到了國際社會的廣泛認可和支持,但美國《洛杉磯時報》18號指出,這一呼籲預計不會得到安理會的響應,因為中國和俄羅斯這兩個擁有否決權的安理會常任理事國,反對追究朝鮮政府的法律責任。
對此,有國際人權組織發表聲明,呼籲中、俄兩國不要在安理會採取阻撓政策。
中國問題專家張健:「中國和俄羅斯在朝鮮的問題上,一直作為朝鮮幕後黑手出現的,它一直以來對朝鮮的這種『力挺』,和在聯合國這種百般阻撓對朝鮮的制裁,造成了朝鮮人每日處在水深火熱之中,這是所有愛好和平的人不願意看到的。」
然而,一向在人權問題上拒絕國際社會干涉和批評的朝鮮當局,對聯合國的決議反應極為強烈。
據《朝中社》20號報導,朝鮮外務省發言人當天發表聲明「強烈譴責」,稱聯合國這項決議草案是為了顛覆以「人民大眾」為中心的社會主義制度。「朝鮮將再也不能克制新的核試驗」,並「無限制地加強戰爭遏制力」。聲明最後還宣稱,決議造成的一切後果,都將由發起和支持決議的國家承擔。
對此,外界普遍解讀為這是朝鮮當局將要進行第四次核試驗的威脅。
除朝鮮之外,中共喉舌媒體《環球時報》也刊文指責聯合國要求審判金正恩的提議是「荒唐」和「極端」的做法。不過,外界對《環球時報》的這種口徑和態度似乎已經習以為常。
張健:「中共和俄羅斯亞太戰略需要來說,從對民主國家戰略佈局來說,它需要朝鮮這樣一個無賴加流氓作為棋子的存在,這個棋子雖然有時『不聽話』,但是對於民主國家的要挾,還是能起到中共和俄羅斯滿意的一個作用。」
安理會是否按照決議案要求,將朝鮮人權問題提交給國際刑事法庭,目前還不明確。不過《洛杉磯時報》指出,無論最後結果如何,如此大規模的決議,都起到了將朝鮮當局罪行曝光於世的作用。
美國紐約城市大學政治學教授夏明:「以前聯合國委員會基本上是批評朝鮮政權,但是這次是把金正恩點名,就是認為金正恩自己負有個人的責任,就可能未來要審判金正恩,或者北朝鮮共產黨政權垮臺以後,金正恩要負個人責任。那麼這也就做了鋪墊。這也是一個歷史的進步。」
美國紐約城市大學政治學教授夏明認為,在世界人權問題上,聯合國通過這種決議,本身就具有很強的像徵意義。

Kim Jong-un May Face Trial. North Korea Threatens Nuclear Testing Again.
After the United Nations (UN) passed the resolution to send North Korea’s leader Kim Jong-un to trial at the International Criminal Court on the charge of crimes against humanity, North Korea strongly responded with a statement. It not only refuted the UN’s “political provocation," but also threatened to launch new nuclear tests. Public opinion believes the resolution with 111 votes will expose the crimes of North Korea to the world.
On Nov. 20 North Korean Foreign Ministry stated it will fully reject the UN’s resolution that condemns North Korea for suppressing human rights. The statement called the resolution “slander against Pyongyang" and it’s a “grave political provocation."
On Nov. 18, the Third Committee of the UN in charge of human rights issues passed the resolution over North Korea. It condemned North Korea’s human rights issues for the first time; The domestic, long term, systematic, widespread and grave violations of human rights. The resolution was handed into the UN Security Council, to ask Kim Jong-un to stand trial at the international court.
The resolution drafted by the EU and Japan, with 60 countries involved, is called the biggest resolution in history. 111 UN member countries voted to support the resolution. China, Russia, Cuba, and Syria voted against the resolution, and 55 countries abstained.
The resolution is expected to be at the Security Council next month. Although the resolution received large scale of support from the international world, US Los Angeles Times reported on Nov. 18 that the Security Council may not react to it , because China and Russia are opposed to it. Both are permanent members of the Security Council with veto power.
International human rights NGO’s published a statement asking China and Russia to not obstruct the Security Council.
Zhang Jian, China issue expert, “China and Russia have always seemed North Korea’s dark hands behind the scene. Their ‘support’ of North Korea and obstruction of the UN’s sanction leads to the great misery of North Korean people. That’s what people who love peace don’t want to see."
North Korea has always rejected international interference and criticism, respondin strongly to the UN resolution.
According to Korean Central News Agency on Nov. 20, the North Korean Foreign Ministry strongly condemned the UN resolution, saying it’s purpose is to subvert the socialist system that “centered on the people." Such “aggression…is leaving us unable to further refrain from staging a new nuclear test" and its military deterrence “will be beefed up limitlessly," the statement says. It also stated that the resolution initiators and supporters will bear any consequences due to the resolution.
It’s widely interpreted that North Korean government is threatening to launch the 4th nuclear test.
Besides North Korea, the Chinese Communist Party (CCP) media Global Times published an article, condemning the UN’s request to put Kim Jong-un on trial as “ridiculous" and “extreme." But the public is used to such tone and attitude from Global Times.
Zhang Jian: “In terms of Asia-Pacific strategy and strategic layout against democratic countries, China and Russia need North Korea, such a rogue, to be their chess piece. Even if the chess piece is disobedient at times, it can satisfy China and Russia’s need to threaten democratic countries."
It’s still unclear whether the Security Council will send the case to the International Criminal Court. Los Angeles Times says no matter what happens, a mass resolution is effectively exposing the crimes of North Korea.

Xia Ming, Political professor at City University of New York, “In the past, UN committee criticized the North Korean regime, but this time, it pointed out Kim Jong-un, meaning Kim is personally responsible for it. It’s possible that Kim will be on trial, or after the North Korean Communist party collapses, Kim will bear responsibility. So, the resolution is paving the road. It’s historical progress."
Xia Ming believes the UN using the resolution for human rights issues in the world has strong symbolic meaning.
