【新唐人2014年11月14日訊】最近備受關注的墨西哥高鐵撤標事件,可謂一波三折。就在外界還在對撤標原因議論紛紛之際,墨西哥媒體又爆出了總統夫人涉嫌收受中標方千萬豪宅賄賂的醜聞。更具戲劇性的一幕的是,儘管這起轟動墨西哥的政壇醜聞涉及到了中國,但是中共官方媒體竟然一反常態,對此進行大肆嘲笑和調侃,令外界一片訝然。
在墨西哥突然宣佈撤銷與中鐵建高達44億美元的高鐵大單後,墨西哥總統培尼亞又陷入了一場新的風波。
11號,墨西哥CNN報導,墨西哥女記者卡門•亞里斯特吉(Carmen Aristegui)在9號披露,總統培尼亞的夫人里維拉,「涉嫌收受參與墨高鐵項目競標的中國企業贈送的一套豪宅」。文中描述,里維拉去年5月在這一豪宅內,接受了某西班牙雜誌記者的專訪,導致豪宅意外曝光。
據報導,這一豪宅位於墨西哥最著名的豪宅區內,建築面積達1414平方米,價值約700萬美元。而這座豪宅的持有和承建公司,竟是不久前中標的高鐵承建商Grupo Higa建築集團名下的一家子公司。
此前,墨西哥反對黨一直質疑在墨西哥高鐵項目中,這些作為中鐵建合作方的企業和執政黨關係密切,總統培尼亞有受賄的嫌疑。
北京時政觀察人士華頗:「墨西哥這個國家是民主制度,它不管任何人權力都要得到制約。當然在工程招標之中出現一點瑕疵,都會被政治反對派進行攻擊。所以這種背景之下,墨西哥總統取消項目,重新招標。為甚麼要取消呢?就因為可能是墨西哥總統和中國企業之間出現不清不楚的瓜葛。所以墨西哥總統為了挽回政治影響,一種危機處理吧,所以就取消了這個項目。」
令人意外的是,這起牽扯到中國的墨西哥政壇醜聞,並沒有如同以往一樣,被當局「低調」處理,反而罕見的成為了中共各大媒體的熱炒新聞。
今天早上,央視美女發來新料:「總統的房子出事了!」「要感謝培尼亞的演員老婆里維拉,正是這位姐們把記者請到家裏給她拍照,才在閑談中給了人線索,成了『坑夫』高手。」很難想像,這些頗具「喜感」且充滿諷刺調侃的話,來自中共喉舌媒體《人民日報》。
美國南加州大學公共政策博士葉科:「這句話是帶著一個看笑話的心態。我想它看笑話的話,一個是看外國人笑話,第二也可能有內鬥的因素。因為《人民日報》文宣系統是受劉雲山的掌控,劉雲山等江派人馬與習近平和李克強陣營『廝殺』很激烈,那麼這件事情出了問題的話,它有可能看習李政權的笑話,這是從文章的心態上來說吧。」
而與此相反的是,據《中新網》報導,在11月11號的APEC峰會上,中共國務院總理李克強不苟言笑的指出,中國企業中標結果是「完全公正合法的」。
李克強和中共媒體釋放出截然不同的兩種態度,令外界不禁猜測,墨西哥高鐵得而復失的背後,藏有怎樣的複雜因素。
華頗:「因為他(李克強)把高鐵項目也當成一個重點力推。這次受挫,一是墨西哥的問題,因為它那種制度下再隱秘的事情也得曝光。二來也不排除中國內部權鬥,中國企業或者政府內部出現內鬼,把這個豪宅之事向外界洩露出來,使中國高鐵和墨西哥高項目鐵擱淺,因為現在高鐵項目當家人是李克強,所以故意使個絆子,讓他跌倒,也有這個可能。」
但有評論人士指出,中共官媒如此高調,也有可能是在轉移外界視線。因為截止目前,中共官媒談論的重點全部集中在墨西哥總統身上,而對於中國高鐵建設公司是否行賄的問題卻只字不提。
葉科:「就是真正關注的實質上對中國人來說,可能不是墨西哥總統的醜聞,而是中國企業在整個過程當中卷入甚麼樣一個腐敗?最值得關注的是招標過程當中那些聯合體公司到底是怎麼樣去違法運作。就是他們用了甚麼樣一個手段最後拿到一個項目。」
美國中文雜誌《中國事務》總編輯伍凡指出,事實證明,在中國大陸一向無往不利的「拿錢開路」的手段,對於西方民主國家的企業或政府就不那麼行得通了。

The CCP’s Strange Attitude Towards The Mexican High-Speed Rail Trap Door
Recently, the Mexican High Speed Rail (HSR) headline
incident of the winning bidder of Mexico High Speed Rail
(HSR) has experienced twists and turns.
While the media was discussing the reasons the winning
bidder was denied, the Mexican media also exposed that
the President’s wife is suspected of accepting bribes
of ten million dollars mansion from the winner of the bid.
More ironically, despite this sensational political scandal
in Mexico related to the Chinese, the Chinese Communist
Party (CCP) official media behaved uncharacteristically,
mocking and ridiculing the news.
This surprised the public.
After the sudden announcement of the Mexican Government
cancelling the HSR winning bid, which was awarded to China
Railway Construction Company (CRCC), with up to $4.4 billion
contract, the President of Mexico Peña has gotten caught up
in a new storm.
On Nov. 11, CNN Mexico reported that on Nov. 9, female
journalist Carmen Chatterjee disclosed that the President’s
wife, Peña Rivera, is “suspected of being involved in receiving
a luxurious mansion sent by a Chinese bidding consultant
for the Mexico HSR project."
The article says that last May, Peña Rivera interviewed a certain
journalist of a Spanish magazine, which led to the unexpected
exposure of the luxurious mansion scandal.
It is reported that the luxurious mansion worth about $7 million
with a floor area of 1,414 square meters and is located
in Mexico’s most well known luxury property district.
The mansion’s owner as well as the construction company
are actually a subsidiary company of the recent successful
bid winner of HSR construction contractor Grupo Higa.
Allegedly, the company is ready to transfer
the mansion to Mrs. Peña’s name.
Earlier, the Mexican opposition party has questioned the HSR
projects in Mexico as well as the suspect of President Peña
bribery because the ruling party keeps a close relationship
with these companies as partners of CRCC.
Beijing politics watcher Hua Po: “Mexico is a democratic
country which constrains the power no matter who gets it.
Of course, the issue of the engineering project bid will be
attacked by the political opposition.
So with this background, the Mexican President had to cancel
the project bid winner and re-organize the bidding process.
Why was the bid winner cancelled?
It may be in that unclear connection between
the President of Mexico and China companies.
So the Mexican President cancelled the project bid winner
for the sake of restoring political influence and handling the crisis."
Surprisingly, this political scandal in Mexico is pertinent
to China becomes a hot news among all CCP’s official media,
which is, not like the usual past practice,
dampened in a “low-key" by the censorship.
“This morning, CCTV beauty sent a new message:
The president’s house in trouble!"
“Thanks to actress Peña Rivera, the wife of President Peña.
It is the lady who invited the reporters to go home
for taking her pictures, offered the clue for other during
the casual conversations, and hence became the criminal
of “hurting husband."
It is hard to imagine that these rather “delightful"
and full of ridiculously satirical words are all
from the CCP mouthpiece media “People’s Daily."
Ye Ke is a PhD of Public Policy at University
of Southern California.
He says: “This sentence is take an attitude of viewing a joke.
I think if they regarded it as a joke,
then the first is to see a foreigner’s joke,
and the second is relevant to the internal fight.
Because People’s Daily is subject to the control
of Liu Yunshan, who belongs to Jiang Zemin’s faction
which is engaged in a fierce internal fighting with Xi Jinping
and Li Keqiang.
So if this thing is a scandal, then it is possible for them to see
the ridiculous matters of Xi Jinping and Li Keqiang’s regime,
which is concluded from the articles."
On the contrary, according to the China News Service report,
on Nov. 11, in the APEC summit, Chinese Premier Li Keqiang
sternly pointed out that Chinese companies winning
the bid was “entirely fair and lawful."
Li and the CCP media had two entirely different attitudes,
sparking the public to speculate
that there were complicated factors
behind the Mexico HSR project.
The bid winner was firstly declared to be the CCP
but later cancelled.
Hua Po: “Because he (Li Keqiang) has focused on promoting
HSR projects, this setback first resulted from Mexico’s
problem, because no matter how secret matters are,
they will have to be exposed;
Secondly, it resulted from the internal power struggle,
and a certain internal spy of the Chinese enterprise
or government who released the luxurious mansion matter
to the public.
This brought the Chinese HSR and Mexico HSR projects
to a halt, because now the HSR project is headed by
Li Keqiang, so they deliberately make a trip enmesh
and let him fall down, and this is possible for him to fall down."
Some critics have pointed out that the CCP official media
reported the news in such a high-profile.
It may be used for diverting the outside attention.
Until now, the focus of the CCP official media is concentrated
on all news about the Mexican president, but do not mention
any words about whether China’s HSR Construction Company
involved in the bribery of the case.
Ye Ke: “Essentially for the Chinese people, their biggest
concern might be what other sorts of corruption cases
Chinese enterprises are involved in other than
the Mexican President scandal?
The most concerned aspects of the scandal is to highlight
how the consortium operates itself during the bidding process.
The is to day, how can they obtain a final project
by what sort of final way eventually."

Wu Fan pointed out that the fact proves that, in the Chinese
mainland, “take the money and run" means are not
practicable for an enterprise or government agencies
of Western democratic countries.
