【新唐人2014年09月15日訊】廣東惠州市博羅縣上萬民眾舉行遊行示威，抗議政府不顧民意、堅持在惠州龍潭底建設全國最大的垃圾焚燒廠。遊行隊伍有的在博羅縣抗議，有的去惠州市示威。當局調來大批警察和特警驅散民眾，打傷、抓捕多人。請看報導。
13號上午9點左右，博羅縣約2萬市民打著橫幅在城區遊行，抗議政府在龍潭底興建每天焚燒2600噸的垃圾廠。橫幅寫道：「反對垃圾焚燒場選址不當，博羅人民團結起來，保護家園！」、「堅決反對建垃圾場，誓死保衛美好家園」、「反對在東江邊緣建垃圾焚燒廠」等。
參加遊行的廣州維權人士李小玲表示，民眾準備到20多公里以外的惠州市去抗議，但在博羅縣就遭到了當局的阻擊。
廣州維權人士李小玲：「我們12點半到現場的時候，第一批的那些遊行的人，大概二萬多個人，他們第一被衝散了。第二個是它是用切豆腐的行式，就是把遊行的群眾一塊一塊的切斷再驅散。」
李小玲說，博羅縣下午的雨很大，但在縣政府附近，仍然有4、5千名群眾堅持抗議。下午兩點鐘左右，當局調來了3千警察和特警，開始驅散民眾，不離開的就打，有人拍攝還被搶手機。
李小玲說，當場有十幾個人被抓。去惠州市遊行的人被抓的更多，據說有20多人。
而網友則披露，在博羅縣對民眾下令打抓的，是縣公安局副局長紀麗文。
中國天網人權事務中心負責人黃琦：「在中國大陸新建的一些設施，包括一些引起民間憤怒的一些設施，它本身後面就涉及到一些利益集團的相關利益。而在這過程中，民眾揭露問題以後，官方無法面對。特別是當民眾大規模聚集起來抗議的時候，他們為了短期將這種事情壓制下來，往往是採取動用武力。」
中國天網人權事務中心負責人黃琦表示，當局最近10年經常動用警力，鎮壓群體事件，結果老百姓現在再也不相信政府了。
其實，在前年11月，當局擬定把垃圾焚燒廠選址在博羅縣湖鎮新作塘村時，就引起了村民的強烈反對。去年6月27號，新作塘村的幾百名村民去鎮政府抗議，當局也是派出上百名全副武裝的防暴警察鎮壓。
參加遊行的博羅縣居民曾先生表示，當地老百姓百分之百反對修建垃圾焚燒廠。最主要因為會污染周邊的環境，並使癌症流行。曾先生說，遊行現場甚至有幾名老太太，要用自殺來抗議當局的行動。
博羅縣居民曾先生：「每個有良知、有良心的人都會參加這個活動。因為建這個垃圾場對污染環境很大。第二個，垃圾焚燒的話，這個地點在城市裡面，靠近城市。」
李小玲親自去查看了垃圾場焚燒廠選址的地方，她表示，焚燒廠離珠江才1600米，而珠江是幾百萬民眾的飲水源。另外，焚燒廠四周也都是高層商品房住宅區。
環保志願者張峻峰：「垃圾焚燒廠對水資源的危害到不是特別明顯，實際上它主要的危害是空氣的危害，矛盾最尖銳的地方，就是關於二噁英的問題。」
環保志願者張峻峰指出，垃圾焚燒是目前世界上最常見的做法。但是垃圾中含有的石油附屬產品，例如橡膠、塑膠袋等，焚燒後會產生二噁英。以中國目前的處理技術水平，很難把它降到非常低。那麼，焚燒廠周邊的方圓十幾公里之內，會成為癌症的高發區。
張峻峰建議，中共當局可以學習日本的方法，就是把政府大樓和垃圾焚燒廠建在一起。這是政府讓公眾打消疑慮，說服百姓，垃圾焚燒是安全的最好做法。

Thousands Suppressed in Guangdong Protest against Incineration Plant
Thousands of residents from Huizhou city, Guangdong
marched and protested against the government building
a big garbage incineration plant in Loutiandi, Huizhou.
Some people protested in Boluo and
some went to protest in Huizhou city.
The authorities sent a lot of police and special agents
to disperse and beat the protesters.

Sep 13, about 20,000 residents from Boluo held banners
and paraded in the city protesting the government building
a garbage incineration plant in Longtiandi.
The plant would burn 2,600 tons of garbage per day.
The banners say “No garbage incineration plant here;
Bohuo people unite to protect our homes!”
“Strongly resist building incineration plant;
Defend our beautiful homes with our lives”,
and “No to incineration plant near Dongjiang River”.
Li Xiaoling, human rights activist and one of the protesters,
said people were planning to protest in Huizhou,
more than 20 kilometers away.
But were stopped by the authorities in Boluo County.
Li Xiaoling: “When we arrived there at 12:30,
the first batch of protesters (about 20,000 people)
were already dispersed.
Just like cutting tofu, they cut the parade team into segments
and then dispersed them.”
Li Xiaoling said that though it rained very hard at the time,
4 or 5 thousand still protest before the government building.
The authorities sent about 3,000 police and
special agents to scatter people.
Those who didn’t leave, were beaten by the police.
When some people tried to take pictures,
police took their cell phones away.
Li Xiaoling said that about 10 people were arrested.
About 20 who went to protest in Huizhou were arrested.
Some internet users disclosed that the person
who gave the order to arrest and beat protesters was Ji Liwen,
Deputy Director of the County Public Security Bureau.
Huang Qi, director of 64tianwang.com,
“Some new facilities, including those that incur people’s protest,
involve the interests of certain groups.
In the process, when problems are disclosed by ordinary people,
the authorities are not able to face them.
Especially when a lot of people gather together to protest
they usually use force to suppress them.”
Huang Qi stated that in the recent 10 years, the party always
uses armed forces to suppress protest groups. So ordinary
people have completely lost confidence in government.
November 2012, when a garbage incineration plant was
planned for Xinzuotang village, Hu Town, Boluo County,
it triggered people’s strong resistance as well.
Jun 27, 2013, when hundreds of residents from Xizuotang
village went to the town government to protest,
the authorities sent hundreds of armed police
to suppress them.
Mr. Zeng, a resident of Boluo who joined the march,
said local residents completely opposed the building
of a garbage incineration plant.
The main reason, the plant will pollute the area
and cancers will run rife.
Mr. Zeng, “Everyone with conscience should take part
in the protest because first, the plant will severely pollute
the environment.
Second, where garbage would be burnt is very close to the city. ”
Li Xiaoling went to check the plant location in person.
He said that the plant is only 1,600 meters from Zhujiang River,
which is the source of drinking water for millions of people.
In addition, the place is surrounded by tall residential buildings.
Zhang Junfeng, volunteer for environmental protection,
“Garbage incineration plants have little impact on water.
The main hazard is the pollution of the air.
The most dangerous part is from Dioxin.”
Zhang Junfeng stated now incineration is a regular way
to get rid of garbage.
However, there are normally affiliated petroleum products
in the garbage, like rubber and plastic bags,
which will produce Dioxin after being burnt.
So the neighborhood about ten kilometers away
will be the area where cancers can develop most.
Zhang Junfeng suggested that the party can learn from Japan
by building incineration plants nearby government buildings.
This way, the government can dispel people’s doubts and fears.
It is the best way to burn garbage.
