【新唐人2014年09月03日訊】中共人大日前的決定，使得2017年香港普選行政長官的希望徹底破滅，香港民主派31號晚上宣佈香港進入「公民抗命時代」。9月1號，中共又威脅說，「佔中」是違法活動，如果有人發動，警方一定有能力處理。為甚麼中共不顧香港民意，一定要扼殺港人的「真普選」呢。對此有民主人士做出了分析，我們一起來了解一下。
中共人大常委會上週日通過香港政改決定，對2017年香港行政長官選舉定下狹窄框架，使得2017年香港普選行政長官的希望徹底破滅。當晚，5000多人參加了佔中集會，和平佔中發起人戴耀廷宣告：香港正式踏進公民抗爭的大時代。
9月1號上午，中共人大常委會副秘書長李飛，召集香港各界代表，就人大的決定作出說明，李飛說，香港民主派發動的大規模抗議活動、佔領香港中心地帶金融街的「佔中」活動違法，如果有人發動，警隊一定有能力處理。
出席會議的泛民議員當場大聲抗議，呼喊「要求真普選」，會議被迫中斷。會場外的民主派議員、「佔中」運動成員、學聯、學民思潮等香港民間團體示威抗議，斥責「篩選可恥」，誓言抗爭到底，並與警察發生打鬥推搡。
這樣的抗議對當局來說，應該並不意外。那麼，為甚麼寧可觸犯民意，也要封殺香港的普選呢？普選，到底對當局有甚麼威脅？
北京維權人士胡佳：「共產黨知道，普選是一個要它命的東西，香港澳門，如果在這裡有一個地方實現了真正的普選，這對其他共產黨統治地區是有示範作用的、顯然是致命的，對共產黨這樣一個專政黨、獨裁黨、暴政黨，一個法西斯式的那種黨，它怎麼可能允許一塊民主自由法制的示範地存在呢？」
因聲援「六四」學運，被中共列入入境香港黑名單的哈佛大學政經博士楊建利分析，北京之所以不顧香港民意，做出這個抉擇，首先是因為香港始終扮演一個「推動民主化」的地方。
哈佛大學政經博士楊建利：「香港是有自己的自由傳統這麼一個公民社會，它有相當的自由，還是個法制社會，還有出版言論自由，實際上很多的信息都通過香港，向中國內地都傳過去了。另外，香港的任何民主化舉動都會在中國全國有一個示範作用。」
楊建利指出，其次，中共緊緊控制香港，還有「經濟利益」方面的原因。
楊建利：「當然它對香港控制還有另外一個原因，它們權貴集團在香港重大的利益，它如果不控制，讓香港人民享受全部的自由和民主的話，它在那個地方的特權和利益就會失去，所以它要控制。」
楊建利表示，另外，專制政權還有一個自然慣性，不管怎樣，它就是要控制。只要它感覺和自己不同調，就要控制，這也是中共專制特性所決定的。
湖南湘潭民主黨人周志榮則認為，共產黨肯定會像「六四屠城」一樣，武裝鎮壓港人的「公民抗命」。
湖南湘潭民主黨人周志榮：「一旦在香港失守，那麼大陸的獨裁政權也會全盤失守，所以它們是絕對不會允許的，因此它們會在香港使用武力的。」
《南都週刊》前主筆長平以「謊言起家 謊言建政 謊言治港」為題，抨擊中共，他說，從構思香港「回歸」開始，「一國兩制」就是處心積慮的謊言。長平表示，那些悲慘自焚的西藏人，當初也得到過中共所謂「獨立聯邦」、「高度自治」的政治承諾。

Why Is Beijing So Afraid of Universal Suffrage in Hong Kong?
The recent decision made by Chinese People’s Congress completely shattered Hong Kong people’s hope that the Chief Executive can be selected through universal suffrage in 2017. Pro-democracy groups declared on August 31 that Hong Kong has entered an “era of civil disobedience.” On September 1, the Chinese regime also threatened that “Occupy Central” is an illegal activity. If someone launched the activities, the police must have the ability to handle it. Then, why would the Chinese regime defy public opinion to stop “genuine universal suffrage” in Hong Kong? Democrat advocates made the following analyses.
The National People’s Congress Standing Committee, last Sunday, passed a decision on Hong Kong’s political reform, and laid down a narrow framework for Hong Kong Chief Executive Election in 2017. It has completely shattered Hong Kong people’s hope that the Chief Executive can be selected by universal suffrage in 2017. That night, over 5,000 people participated in a rally launched by Occupy Central with Love and Peace (OCLP), in which a co-founder of the group, Benny Tai, declared: “Hong Kong formally entered an “era of civic disobedience.”
On the morning of September 1, the CPC Standing Committee deputy secretary-general Li Fei met with representatives from various sectors in Hong Kong to elaborate on the NPC’s decision. Li Fei said that the mass protest and the occupation of Hong Kong’s financial street launched by the pro-democracy group are illegal activities. If someone launches it, police must have the ability to deal with it.
The meeting was interrupted by pan-democracy legislators who shouted at the top of their lungs “implementing genuine universal suffrage" on the spot. In addition to these legislators, others who protested outside were members from other civic organizations, including the Occupy Central Movement, Hong Kong Federation of Students, Scholarism, etc. They declared “shame on the election,” and vowed to fight to the end, while they scuffled with the police there.
Such a protest should not be surprising to the authorities. Then, why would they rather defy public opinion to block universal suffrage in Hong Kong? How on earth would universal suffrage pose a threat to the authorities?
Beijing human rights activist Hu Jia: “The Chinese Communist Party (CCP) knows that universal suffrage is something fatal to it. As long as either Hong Kong or Macau implements genuine universal suffrage, it would be an example for other regions ruled by the CCP to follow. As a result, it is obviously fatal to the CCP. As the CCP is an autocratic, tyrannic and fascistic political party, how would it be possible for it to allow a free and democratic place with rule of law existing in its jurisdiction?”
Dr. Yang Jianli is a scholar who earned his doctorate degree in political economy at Harvard University and was included on the Hong Kong’s entry black list by the Chinese regime due to his support for the “June-4th” pro-democracy movement. According to his analyses, the reason why Beijing went in defiance of public opinion in Hong Kong to make such a decision was that Hong Kong is a place that has always played a role in ‘promoting democracy’.”
Dr. Yang Jianli said: “Hong Kong is a civil society that has its own tradition of freedom. People can enjoy considerable freedom, and it is a society ruled by law. Besides, it has freedom of press and freedom of speech. In fact, a lot of information is transmitted to China through Hong Kong. Additionally, any democratization movement in Hong Kong would be an example for places across China to follow.”
Yang Jianli also pointed out that the reason why the Chinese regime has controlled Hong Kong so tightly is economic interest.
Dr. Yang: “Of course, there’s another reason for the Chinese regime’s tight control over Hong Kong. As their elite groups have enjoyed tremendous interests in Hong Kong, should it not control Hong Kong tightly and let people in Hong Kong enjoy full freedom and democracy, then the privileges and interests they have had in Hong Kong would vanish. So, it is controlling Hong Kong tightly.”
Yang Jianli said that, authoritarian regimes have a natural inertia, that is, they tend to control others. As long as they feel others holding a different tune, they tend to control them. It is due to CCP’s authoritarian characteristics.
Zhou Zhirong, a democrat activist in Hunan’s Xiangtan, believes the CCP would certainly treat Hong Kong people who participate in the “civic disobedience” movement with armed force just like the June-4th massacre.
Zhou Zhirong: “Once the CCP loses control of Hong Kong, the authoritarian regime would lose control of mainland China altogether, which is by no means negotiable. So, they would use force in Hong Kong.”
Chang Ping, a former editorial writer of the Southern Weekly, criticized the CCP with an article titled “Founded by Lies, Took Power by Lies and Ruling Hong Kong with Lies.” He pointed out that since the CCP started to plan for taking over Hong Kong, the so-called “One Country, Two Systems” is a deliberate lie. Chang added that even the tragic Tibetans who committed self-immolation also got the CCP’s political promises of so-called “independent federation” and “high degree of autonomy.”
