【新唐人2014年08月24日訊】23號中共山西官場發生大「地震」,一天之內兩位省部級官員、一名市級政法系官員被中紀委「雙規」。這使今年山西被查的省級官員增加到了六名。輿論對於這次官場「地震」眾說紛紜,窩案背後盤根錯節的聯繫也紛紛遭到爆料,請聽時政分析人士的解讀。
23號中午,山西省委的兩位常委——省委秘書長聶春玉和太原市委書記陳川平被中共中紀委正式宣佈「雙規」。下午,山西省會太原市的政法委書記、公安局黨委書記柳遂記也被中紀委帶走。一天之內三位高官落馬,令外界驚訝。
當天的大陸媒體上,還保留著官媒對聶春玉和陳川平前一天參加活動的報導。而且,柳遂記被「雙規」後的職位空缺,直到當天晚上7點多,才由公安部治安管理局副局長汪凡頂上。外媒分析:足以看出,抓這三人是「突然襲擊」。
《中國事務》總編輯伍凡:「山西是薄一波的老家,這是第一﹔第二,又是現在李鵬的兒子李小鵬當省長。這麼幾幫人都在山西,所以它要集中力量把這一窩大小『老虎』、大小『老鼠』都要清掉。底下很容易清,沒有甚麼大阻力。把你的嘍囉清掉以後,你這些大老虎也沒有用了,你上面就架空了。」
今年半年內,由原中共總理李鵬的兒子李小鵬擔任省長的山西,已經有6名省級官員下臺,4名省委常委被查。
大陸時政分析人士華頗:「這次山西官場大『地震』可能跟李小鵬格外的賣力有關係。這李小鵬當然算是一個外來戶,所以為了自己在山西能夠站穩腳,就要安自己的人馬在山西重要部門任職,所以對以往的山西的本土勢力,就要大清洗。」
山西是中國的礦業大省、糧食大省。落馬的省委秘書長聶春玉,曾在山西呂梁市任職8年。2011年初才升入山西省委。聶春玉與多名已經落馬的呂梁官商都有交集,包括今年2月被免職的原呂梁市長丁雪峰,以及5月29日落馬的呂梁市原副市長張中生。另外《財新網》還報導,聶春玉與今年3月被帶走的呂梁首富、山西聯盛能源有限公司董事局主席邢利斌關係密切。
而之前在6月落馬的杜善學,也和聶春玉一樣,曾經在呂梁為官,而且先後擔任省委秘書長。外界分析,兩任山西省委秘書長先後落馬,與這兩任省委秘書長共事的人是誰,令人矚目。
據大陸《中國經營報》披露,落馬的山西高官之一、原呂梁市長丁雪峰2012年為得到呂梁市長一職,曾向當地企業主索賄,然後「花錢買官」。具體操作是通過他過去的一位賈姓老師,此人的女兒是周永康的第二任妻子央視編輯賈曉燁。丁雪峰把從兩名企業主索取來的1,800萬和50萬錢送上後,賈曉燁通過時任公安部副部長的李東生運作。據信,周永康的兒子、早已被調查的周濱也參與其中這次「賣官鬻爵」之中。
旅美時事評論員藍述:「反應出北京不斷推動的反腐,阻力不僅僅是來源於江系團員的,同時是各個地方政府的官員。真正的派系並不僅僅那麼幾個,你經常看到的。那要打擊的那些腐敗的官員,一個是來自於跟現任的高層在權力上有衝突的,另外一個在利益上有衝突的。」
十八大以來,山西交通、紀檢、政法和國土資源等領域中已有將近30名官員被查,其中至少6名是省部級高官。除聶春玉和陳川平外,還包括:山西省人大常委會前副主任金道銘,山西前副省長杜善學,大陸科協前黨組書記、太原市委前書記申維辰等。

Series of Official Downfalls in Shanxi Province
A major earthquake took place in Shanxi officialdom.
On the 23rd, two provincial officials and a municipal official
were detained and interrogated by the Central Commission
for Discipline Inspection (CCDI).
A total of six officials have been sacked in Shanxi this year.
This officialdom earthquake drew much speculation and
discussion. The following is our report.
Local time noon of the 23rd, CCDI announced that
two Standing Committee of the Shanxi Province, Nie Chunyu
and Chen Chuanping, were detained and interrogated.
In the afternoon, CCDI also took away Taiyuan municipal
party secretary of Public Security Bureau, Liu Suiji.
It was shocking to sack three senior officials in a day.
While the media retained the local reports of activities
of Nie Chunyu and Chen Chuanping from previous day,
Liu Suiji’s position was vacant until around 7pm local time
to be replaced by Wang Fan, the Deputy Secretary
of the Administration Department of the Public Security.
Foreign media analyzed these incidents reflect the downfall
of these three officials as a “surprise attack".
China Affairs editor-in-chief Wu Fan: “First of all, Shanxi is
Bo Yibo’s hometown. Secondly, Li Xiaopeng, Li Peng’s son,
is the current governor.
These tigers big and small, and mice big and small are to be
cleansed.
The effort is centered to target them to clear the resistance
and to isolate other big tigers."
Shanxi province has sacked five provincial level officials
and investigated four Standing Committee this year.
China affairs analyst Hua Po: “This Shanxi officialdom
earthquake could be related to Li Xiaopeng.
Coming from different province, Li Xiaopeng wants to secure
his position in Shanxi.
He could be clearing out the local forces and replacing them
with his own allies."
Shanxi province owns major mining and produce
industries in China.
Nie Chunyu became a Shanxi Provincial Secretary-General
in early 2011 after 8 years office in Shanxi.
He has many connections to the officials and businessmen
in Shanxi known to be sacked.
Included are Ding Xuefeng, former city mayor of Luliang City
sacked this February,
and Zhang Zhongsheng, former deputy mayor sacked May 29.
He was also closely connected to the richest man in Luliang,
Xing Libin, who was taken away for investigation this March,
according to Chinese media, Caixin.
Former Luliang official, Du Shanxue, sacked this June was
also once Shanxi Provincial Secretary-General.
Both Nie Chunyu and Du Shanxue were appointed Shanxi
Provincial Secretary-General.
Their downfalls were analyzed to be related to the same
persons they have worked with together.
China Business disclosed that the sacked official,
Ding Xuefeng, had demanded bribes from local businessmen
in 2012 in order to get his post of mayor in Luliang.
This bribery was through his old acquaintance’s daughter,
Jia Xiaoye, the second wife of Zhou Yongkang.
He paid Jia Xiaoye 18 million yuan and 500,000 yuan from
two local businessmen.
It is believed that Zhou Yongkang’s son, Zhou Bin,
was also involved in this “trade of official title".
Commentator Lan Su: “This reflects that Beijing’s anti-graft
was faced with resistance from both Jiang faction and local
governments.
The probe was targeting those who oppose the incumbent
authorities and those who share the interest conflict."
Since the 18th National Congress, nearly 30 officials from
Shanxi were sacked, covering the sectors of transportation,
discipline, Political and Legal system, and Land Resources.
At least six of them are provincial and ministerial level
officials.
Included are also Jin Daoming, former deputy director of
the Standing Committee, Du Shanxue, former vice governor
of Shanxi, Shen Weichen, former secretary of Taiyuan City,
and so forth.
