【新唐人2014年07月04日訊】中共開除原「軍委副主席」徐才厚的黨籍後,中共軍方四總部、七大軍區和武警部隊,紛紛表態擁護中央決策。原軍中第二號人物落馬,全軍立刻表示支持,這一戲劇化的表現,暴露了軍方和政局的微妙關係。咱們一起聽聽專家們的解讀。
大陸官方媒體2號報導,中共軍方的四總部、七大軍區和武警部隊等,都表態擁護中共中央對徐才厚的處理決定。官媒還發表文章說﹕「解放軍出了徐才厚是對軍隊形象玷污」。黨媒《環球時報》也承認軍隊中的買官賣官「是直接的政治權力買賣,屬於『頂級腐敗』的形式之一」。分析人士認為,這是暗示徐才厚有賣官鬻爵、收受賄賂。
美國雜誌《中國事務》總編輯伍凡:「對整個軍隊震動非常大。徐才厚貪污最典型就是買官賣官。一個少將要一千萬到二千萬。因為軍隊從江澤民以來,到現在二十多年來,是在中國貪污最嚴重的一個群體。因為它是一個獨立的、封閉的,法院、監察院根本也碰不到他們。」
今年71歲的徐才厚有上將軍銜,1999年江澤民任中共黨魁時,他進入中共軍委,2007年擔任中央政治局委員和中央軍委副主席,直到2012年11月他才退下。因此這次他被開除黨籍,使他成為中共「十八大」以來落馬的最高級別軍官。
旅美時事評論家陳破空發文分析說,「徐才厚,曾為解放軍的二把手,從總政治部主任到軍委副主席,長期主管軍隊人事任免。也就是說,在過去或現有軍隊將官中,很多人都出自徐才厚的提拔,或出於徐的有意籠絡,或出於徐的賣官買官。」
伍凡:「它一切的一切都是為了維護它的政權,它維護著政權的手段,就是手上要有軍權。現在對軍隊有兩手,一手拉攏,兩批將軍登報擁護習近平,今年春天的時候。現在要來硬的,軟硬兼施,要把軍隊收拾起來。」
徐才厚被開除黨籍,除了在軍隊高層「大地震」之外,輿論認為,對中共政局也有強烈震撼。過去幾個月來,傳徐才厚罹患癌症末期,中共可能將他放過。現在徐才厚被黨內以最嚴厲方式處罰,擊碎了這一傳言。
北京時政觀察人士華頗:「這就是徐才厚的利用價值。徐才厚那是江澤民的人馬,就因為江澤民的人馬把持軍隊,所以胡錦濤十年甚麼事他也做不成,所以習近平要想改變『政令不出中南海』的魔咒,必須以反腐為武器,對江澤民的軍中人馬進行一種大清洗。」
陳破空認為,徐才厚屬於「黨和國家領導人」級別,他的地位,高於已經落馬的政治局委員陳希同、和陳良宇、薄熙來。拿下徐才厚,是震撼性的大動作,表明:連徐才厚都能拿下,還有誰拿不下?
另據海外媒體報導,原解放軍總後勤部副部長谷俊山,已交代賄賂徐才厚4套上海房產、和人民幣3600萬元。
華頗:「還有一點就想取得民眾的信任,民眾現在對中共真是離心離德,非常的不信任,所以出去重手,有前所未有的一個力度,要請老百姓,相信我,支持我,給我以時間,我會給你謀取利益的,其實歸根到底就是要保江山。」
香港媒體注意到:軍隊14大單位撐「查徐才厚」,半數不提習近平。對此,北京時政觀察人士華頗認為,當前軍方沒人敢公開反對習近平,因為那明擺著就是自尋死路。
伍凡則認為,軍中肯定有人反對「查徐才厚」,所以中共還會繼續整肅軍頭,但不會再高調公開了,因為事關軍隊的顏面和中共政權的穩固。

PLA Pledges Allegiance After Graft Probe Into Xu Caihou
After the Chinese Communist Party (CCP) expelled former
Vice Chairman of Central Military Commission (CMC),
all top military organs and regional military commands swore
their absolute allegiance to the Central and the decision.
This theatrical performance exposed the delicate relationship
between the military and the government.
Let’s hear the expert analyses.
The regime’s mouthpiece reported that four Chinese military
headquarters, seven military regions and armed forces have
voiced their support of the Central graft probe into Xu Caihou.
An article published by official media said,
“Xu Caihou damages the PLA image.”
Global Times admitted that trading of military official titles
is directly trading political power.
It’s a form of corruption at the hierarchy.
Analysts believe that it hints at Xu Caihou’s corruption case.
China Affairs magazine editor Chris Wu: “It is a huge shock
to the PLA.
Official title trading has been typical
of Xu Caihou’s corruption.
A Major General title is worth 10 million to 20 million yuan.
The PLA has been the most seriously corrupt group in China
for the past 20 years since Jiang Zemin’s era.
The court or the audit department can’t touch the PLA
for its independence and isolation."
The 71-year-old General Xu Caihou was promoted
to the CMC in 1999.
In 2007, he became a member of the Politburo and the Vice
Chairman of CMC until his retirement in November 2012.
He has become the highest-level senior military officer
taken down since the 18th National Congress.
In a column, commentator Chen Pokong analyzed, “Xu
Caihou was second in PLA command, controlling staff
appointment and dismissal since his post
as the General Political Department Director.
That means many present and past military incumbents were
promoted by Xu Caihou, either intentionally or to be bribed."
Chris Wu: “All these acts are to maintain its power
by holding military power.
There are two ways to control the military.
One is to keep them close, like the PLA generals who
collectively swore allegiance to Xi Jinping this spring.
The other is to play tough, like now.
That’s how it is doing with the army now."
The expulsion of Xu Caihou is believed to be an earthquake
in PLA hierarchy as well as within the regime.
It was said that Xu Caihou’s terminal cancer might spare him
from punishment.
The court martial decision of the Central
has shattered this rumor.
Beijing politics watcher Hua Po: “This is the value
of Xu Caihou.
He belongs to the Jiang faction.
Jiang’s people have dominated the army to restrict Hu Jintao
for ten years.
Xi Jinping wants to change the, 『decree is limited
to Zhongnanhai’ curse.
The anti-corruption campaign has become a weapon
to clean out Jiang’s PLA troops."
Chen Pokong indicated that as the leader of the Party
and the state, Xu Caihou was higher than sacked Politburo
members Chen Xitong, Chen Liangyu and Bo Xilai.
The downfall of Xu Caihou is big.
It shows that even Xu Caihou has fallen, anyone
can be sacked.
Overseas media reported that former Vice Minister
of the PLA General Logistics Gu Junshan has admitted
bribing Xu Caihou with four Shanghai real estate properties
and 36 million yuan.
Hua Po: “Another point is to gain the trust of the people.
People don’t trust the CCP.
This powerful act is to beg the people to trust the CCP
which will fight for the people’s interest.
But in fact, it’s to save its regime."
Hong Kong media noted that half of the 14 large military
units that supported the investigation of Xu Caihou
made no mention of Xi Jinping.
In response, Hua Po believes no one would dare openly
oppose Xi Jinping, for that’s obvious suicide.
Chris Wu believes there will be more downfalls of PLA
leaders, as there must be others who oppose the investigation
of Xu Caihou.
However, they will be done in a low profile to save face
for the PLA and for the stability of the regime.
