【新唐人2014年06月25日訊】原中共發改委副主任，也是原能源局局長劉鐵男，被正式提起公訴。涉嫌的罪名只有一個：受賄罪。這位中共前黨魁江澤民能源系統的「財務管家」被提起公訴，被視為「敲山震虎」﹗那麼，誰又是被震的那只「真正大老虎」呢？請看專家們的分析。
河北省廊坊市檢察院23號向廊坊市中級法院，就原中共發改委副主任、原能源局局長劉鐵男涉嫌受賄罪，正式提起公訴。
劉鐵男除了受賄一千多萬元以外，並包養情婦兩人。還有他為親屬謀利、收禮等超過1億4000萬元。他和兒子劉德成非法獲利約1億多元，他妻子郭靜華非法獲得3800萬元左右，並收禮約41萬元。一共超過1億5000萬元。
而民間流傳，劉鐵男有25個銀行賬戶，1,900萬澳元存款，超過9公斤金條，以及25顆罕見鑽石，總價值超過8億7000萬元人民幣。
華頗：「上億又怎麼樣？都在這個體制之下，沒有人是乾淨的。肯定是告訴：劉鐵男的事情不會就此為止，還要深挖他的後臺老闆。」
日前，《北京晨報》宣稱，劉鐵男並不算「大老虎」級別，他的案件特別引人關注，原因在於劉鐵男是首位被「微博」實名舉報，並且最終落馬的高級官員。
2012年12月，大陸《財經》雜誌副主編羅昌平，在他的社交平臺「微博」上，實名舉報劉鐵男違法活動。
美國《大紀元》新聞網分析，劉鐵男的落馬一直伴隨著中南海的激烈博弈。長期以來，中共的財經系統一直由「江家幫」所控制，通過對「國家開發銀行」、「中石化」、「中海油」、和「發改委」等體系的運作，掠取巨額財富。早前，胡、溫時期，劉鐵男雖然屢次被舉報，都沒有被查處，倚仗的正是江系的諸多靠山。
北京時政觀察人士華頗：「這個也是一種警告，敲山震虎吧。威懾一下：劉鐵男的案件並沒有完，還要繼續查。他可能還充當了一些人的『白手套』，或者他也給特定利益的人提供了方便，這個方面還要繼續深挖，『拔出蘿蔔帶出泥』嘛。」
劉鐵男被稱為江澤民的「財務管家」、及「能源管家」，他為江派勢力在能源系統撈取了大量黑金。而另一位江派的心腹—-前中共中央政法委書記周永康，曾長期在石油系統任職，他和「江派軍師」—-曾慶紅是多年的同事。
截至今年，中國大陸有22名能源系統的高官與高管落馬。曾被大陸媒體炒得沸沸揚揚的周永康及家族、兒子、商業夥伴等醜聞，已淡出民眾的視線。周永康也因此被視為「死老虎」。現在，取而代之的是曾慶紅的內侄女，也就是「廣州市紀委書記王曉玲」被推上了前臺。她被原《廣州日報》社長戴玉慶舉報嚴重違法違紀。
原北京首都師範大學副教授李元華：「做為江派的二號人物——曾慶紅，實際上是『大老虎』，也是習近平要進一步可能整治的對像。那麼江派實際上一直在憑藉自己所掌握的資源，想造成一種魚死網破的局面，想讓習近平收手。」
6月初國務院公布的香港《白皮書》激怒了港人，造成70多萬港人進行「公投」，對北京破壞「一國兩制」的行為說「不」。評論認為，在曾慶紅多年掌管的香港，發出管治香港的《白皮書》，是江派阻止中共現任高層清算的表現。而劉鐵男被公訴，和日前中共政協副主席蘇榮落馬，猶如兩枚重磅炸彈，炸開了通往「大老虎」老巢的缺口。
李元華：「那麼在這過程當中，劉鐵男被公訴，可能是在習、江的搏鬥當中很重要的一個步驟，通過對他的一個公訴，讓江派有所顧忌，有所收斂。中共像這種事情，一般選擇的時間點、和公布的程度，實際上它有多套方案的。」
劉鐵男現年60歲，從2008年3月起，進入中共「發展和改革委員會」任職。去年8月被「雙開」。前重慶市委書記薄熙來被公審的當天，劉鐵男也被「立案偵查」。

Liu Tienan Prosecuted: A Real “Big Tiger” Targeted?

Liu, being Jiang Zemin’s (fomer CCP leader) “financial
chamberlain” in the energy sector,
the lawsuit is considered to aim at a “big Tiger”.
Who is the big Tiger?
Let’s take a look.
On June 23, Langfang City, Hebei People’s Procuratorate,
filed a charge against Liu Tienan with Langfang intermediate
People’s Court.
Liu was accused of taking bribes.
Liu reportedly accepted 10 million yuan (US$1.6 million)
in bribes and kept two mistresses.
Liu has also been found to seek benefits for his relatives’
businesses and accepting gifts and cash of over
140 million yuan ($22.48 million).
Liu and his son Liu Decheng illegally obtained
100 million yuan ($16 million) benefits.
Liu’s wife Guo Jinghua illegally obtained
38 million yuan ($6.1 million),
accepting gifts worth of 410,000 yuan ($66,000).
Rumor says that Liu has 25 bank accounts, including
19 million Australian dollar deposits (US$17.8 million),
over 9kg of gold and 25 pieces of rare diamonds.
The total value is more than
870 million yuan ($140 million).
Hua Po, China affairs observer: “What to do even if it’s worth billions?
Under the CCP system, no official is clean.
It certainly hints that Liu’s issue wasn’t the end story.
They would deeply dig out the boss behind the scenes.”
Beijing’s Morning Post claims that Liu doesn’t
belong to the “big Tiger” level.
His case caused extreme public concern.
Because Liu was the first senior official reported on Weibo,
and was expelled in the end.
In December 2012, Luo Changping, deputy chief editor of
China’s Caijing magazine, reported Liu Tienan’s illegal deeds
on social network Weibo.
US-based Epoch Times website analyzed that Liu’s
downfall is part of Zhongnanhai’s intensifying struggle.
For many years, Jiang’s faction has controlled
China’s financial sectors.
They plundered huge wealth via the domination of
National Development Bank, Sinopec, Cnooc,
National Development and Reform Commission
and other governmental bodies.
During Hu Jintao and Wen Jiabao’s era, Liu had been reported
several times, but hadn’t been investigated
due to Jiang faction’s shield.
Hua Po: “This is a warning to aim at the ‘big Tiger’.
It hints that Liu’s case hasn’t concluded,
more investigation would follow.
Liu likely acted as an agency or provided a convenient
route for special interest groups.
Thus in this regard, further digging is needed—
“pulling carrot to bring mud out”.
Liu was considered as Jiang Zemin’s “financial and
energy chamberlain”.
He assisted Jiang’s faction to seize huge black money
via the energy sectors.
Zhou Yongkang, another Jiang faction figure, former
member of Politburo of Standing Committee,
served in the oil industry for a long time.
Zhou and Zeng Qinghong, advisor of
Jiang’s faction, were colleagues for many years.
So far, there are 22 senior officials sacked
in the energy sector.
The Zhou Yongkang scandals have faded from public view.
Actually, Zhou is considered as a “dead Tiger”.
Instead, Zeng Qinghong’s niece Wang Xiaoling
has been pushed to the forefront.
She was reported by Dai Yuqing, director of Guangzhou
Daily, for violation of discipline.
Li Yuanhua, former vice Professor of Beijing’s Capital
Normal University:
“Zeng Qinghong, the Jiang faction second figure,
is also a ‘big Tiger’”.
He likely is Xi Jinping’s next target.
Actually, the Jiang faction always relies on dominant resources,
creating atmosphere of deadly attacks,
to force Xi Jinping to stop.”
At the beginning of June, the CCP state council issued
a White Paper in Hong Kong.
It triggered over 700,000 Hong Kong people to initiate
an unofficial vote for chief executive.
It shows they are against Beijing’s violation of policy in
“one country, two systems”.
Analysts observe that Zeng Qinghong manipulated Hong Kong
for many years, now issuing the White Paper indicates that
the Jiang faction is preventing the current leaders from
investigating its crimes.
Liu Tienan’s charges and vice chairman of People’s Political
Consultative Conference Su Rong’s arrest
seemed like two bomb explosions.
It blasted the way to the “big Tiger”.
Li Yuanhua: “During the process, Liu has been prosecuted,
it’s likely an important step in Xi and Jiang’s struggle.
Through Liu’s case to warn Jiang, and restrain Jiang.
The time and method to deal with such cases had been
carefully chosen, it has many alternative plans.”
Liu Tienan, age 60, served at National Development and
Reform Commission since March 2008,
he was expelled from the Chinese Communist Party
and was dismissed from his official post in August 2013.
On the same day as Bo Xilai’s public trial, Liu was filed
under investigation.
