【禁聞】街頭恐懼症? 大陸民警配槍巡邏

【新唐人2014年04月23日訊】中國上海、山東青島等地的警察,最近開始配槍巡邏,江蘇省13個地級市5月1號也將投入16,000名警力,全部荷槍實彈巡街。江蘇省公安廳說,這是公安部的統一部署。評論抨擊,中共把全民當敵人,患上了「街頭恐懼症」,因此要警察持槍上崗。

大陸媒體報導,從4月20號開始,上海市一千多名配槍民警,會在派出所轄區內,進行24小時不間斷巡邏,一旦出現危害安全的突發事件,比如聚眾鬥毆、持械搶劫、實施暴力行為後拘捕、逃跑的,民警警告無效時,有權開槍射擊。

江蘇省公安廳披露,自5月1號起,江蘇警方也將在全省13個地級市,投入4000名特警、12,000名輔警,全部荷槍實彈,實行24小時巡街。

江蘇省公安廳表示,這是公安部的統一部署,為落實所謂「給人民群眾安全感」的目標。另外,陝西西安、山東青島,也已經實行警察佩槍巡邏。

大陸維權律師唐荊陵表示,警察配槍巡邏老百姓更沒有安全感了。

大陸維權律師唐荊陵:「現在從好多情況來看,人們的不安全感是來自於政府的濫用權利,就像蒼南城管打拍照的無辜市民,後來憤怒的民眾起來又把城管打傷,這個事情可見人們的不安全感,更多的是來自於政府的腐敗跟濫權,而不是說來自於歹徒。」

大陸《權利運動》組織發起人胡軍指出,中共草木皆兵,患上了「街頭恐懼症」,對民眾高壓維穩,暴力鎮壓,中共總有一天會被人民拋棄。

大陸《權利運動》組織發起人胡軍:「它這個政府是非法的,就是一個犯罪搶劫集團,自然中國的老百姓就是它的敵人,就是它的搶劫對像,就是它專制迫害的對像。它把每一個中國民眾都列為它的敵人,作為它的恐怖嫌疑人,所以說它現在要持槍上崗。」

胡軍指出,老百姓買菜刀都要實名制,民警卻要配槍上街,恐怕以後警察無辜槍殺老百姓的事件更多了。

一些網民以廣西民警胡平槍殺孕婦事件,以及「警察摔嬰事件」為例,擔心警察配槍會濫殺無辜。更多網民則擔心警察的槍支被搶,落入歹徒手裡或黑社會手裡,造成更大隱患。

大陸律師方強在微博指出,所有民警配槍巡邏將釀大悲劇。方強寫道:我在公安供職過5年,我的看法是,在禁止民眾觸槍的國家,讓一部分人荷槍實彈走在街道上,無異於放出天罡地煞,這絕非貶低民警,因為人的品德是信不過的,有了絕對權力,任何一個機緣巧合將會扭曲人的善良,等著瞧吧。

中國資深法學專家趙遠明:「我估計在推行這項政策的時候,警察內部的約束條文也會同時推出,或者近期也要推出,就是說在你使用槍支的時候,如果造成不應有的損失的話,也要追究警察的責任,或者警察的權力被無限擴大之後,對習、李政權本身也是一個威脅。」

中共公安部說,除了上海等地外,還將在一些少數民族大量聚居的城市,為警察巡街配槍。西藏自治區、新疆自治區、湖南省、四川省、雲南省等地最大城市的警察,都將接受用槍訓練。

Are Police being Armed to Fight CCP Street Phobia?

Police in China begin carrying guns during routine patrols
in places such as Shanghai, Qingdao and so forth.
Jiangsu Province will start firearm patrol on May 1 with
16,000 police officers in 13 cities, following a unified
deployment of Ministry of Public Security.
Critiques believe the CCP is suffering from street phobia to
arm the police and treat the public as enemies.

Beginning on April 20, more than 1,000 Shanghai police will
conduct 24 hour patrols while carrying guns.
When warnings fail, the police have the right to open fire on
those who escape arrest, and during emergencies such as group
fights, armed robbery, and acts of violence.

Jiangsu Public Security will also start on May 1 in 13 cities
with 4,000 special police and 12,000 auxiliary armed police.

Jiangsu Public Security Bureau indicated that this is the unified
deployment of Ministry of Public Security to implement the
so-called “sense of security to the people."
In addition, Xi’an and Qingdao also implemented armed police
patrols.

Chinese human rights lawyer Tang Jingling adds that armed
police will only create more insecurity for the people.

Tang Jingling, lawyer: “Many situations reflect the
insecurity that comes from the authorities’ abuse of rights.
Take the city management of Cangnan as an example,
the staff beat the street vendor, the angered locals hit back and
hurt the city management staff.
This incident showed that the insecurity was caused mainly by
the rotten officials and the abuse of power, not necessarily from
the so called criminals."

Human Rights Campaign in China organizer Hu Jun indicates
that the CCP is in panic mode from their street phobia.
The maintenance of stability with violence and repression
will only lead to the complete desertion of the CCP.

Hu Jun, Human Rights Campaign in China organizer:
“The regime is an illegal collective of crime and robbery.
Naturally, people are its enemy, its target of robbery, and its
object of suppression.
Every Chinese is a potential terror suspect, that’s why the
police are armed."

Hu Jun points out: there is even a “real-name" system for people
needing to buy a kitchen knife.
The armed police patrols will likely create more incidents of
shooting innocent civilians.

Some netizens took the Guangxi policeman Hu Ping shooting
of pregnant women and the incident of police throwing the infant
as examples,
and pointed out their concern of having armed police.
Many netizens worry that once the police firearms are robbed
by the criminals, it could create greater problems.

Lawyer Fang Qiang wrote in the microblogg that armed
police patrols will expand the tragedy.
Fang Qiang wrote: I had worked in the police for five years.
I believe that to arm the police in a country where guns are banned
is like releasing demons into the society.
It is not to belittle the police. But, you can’t trust anyone.
With the absolute power, any co-incidence will distort the
goodness of people. We’ll just see.

Zhao Yuanming, Chinese senior legal expert: “I assume that the
implementation of this policy will have published the provisions
of the police internal constraints to avoid unnecessary damage,
and to hold the police accountable for their acts.
It is also a potential threat to the Xi and Lee leadership
if the police powers are being expanded and unlimited."

Other than Shanghai, the Ministry of Public Security will
launch the armed police patrols in major ethnic minority
areas.
Police in major cities of Tibet Autonomous Region,
Xinjiang Autonomous Region, Hunan, Sichuan, and Yunnan
will receive firearm training.
