【新唐人2014年01月13日訊】在新近結束的中共中央政法會議上，中共領導人習近平表示要「堅決清除害群之馬」。習近平的這番話，被外界普遍解讀為，是針對政法系統的「害群之馬」，也就是周永康和李東生等人。但大陸的鷹派人物則藉機，將大陸著名公知人物賀衛方列為「害群之馬」，一時雙方展開舌戰，引來大量網絡圍觀。
1月7號、8號兩天，中共中央政法工作會議在北京舉行。在會上，中共總書記習近平發言表示：政法隊伍要敢於擔當，要以最堅決的意志、最堅決的行動，掃除政法領域的腐敗現象，堅決清除害群之馬。
隨後，大陸官媒紛紛以習近平要「堅決清除害群之馬」為標題進行了大量報導。外部輿論也對習近平的這一說法紛紛進行解讀。
時事評論員藍述：「應該說，習近平的這番話若有所指，指向的是周永康。因為政法繫在過去十幾年裡的暴力維穩，對中國社會造成的傷害，是中共目前不得不面對危機的一個很重要原因。」
大陸鷹派人物則將習近平的講話，進行了「另類」引申。《美國之音》報導，1月10號，中國「國防大學」教授戴旭，在微博上轉發了習近平講話的新聞，並寫道：賀衛方幾天前突然休（停）微博，是不是早知道這次會議的精神？估計也清楚自己是甚麼馬。戴旭的這番話挑釁意味頗濃。
藍述：「不同的派系就根據自己的利益進行詮釋，利用這些話，去打擊跟他觀念或者是利益不一樣的派系或者個人。」
戴旭這篇微博在網上一石激起千層浪，遭到很多網友的批駁。連左派代表人物、有「孔和尚」之稱的孔慶東也發微博表示，要警惕「指鹿為馬」。
大陸著名公知人物、「北京大學」法學院教授賀衛方本人，本來在新年之前已經宣佈退出微博，這次也突然破例浮出水面，對戴旭的言論予以反擊。賀衛方說：我破例浮出水面發一條，也破例支持一次孔和尚：不僅需要警惕「指鹿為馬」，還必須清除軍內的「害群之馬！」
這一論戰在大陸網絡上引來大量圍觀和熱烈議論。更有網民把「害群之馬」之爭，上升到中國社會「兩種力量」，進行較量的高度。
網民說：中國社會本身就是兩種人的較量：第一種是坦坦蕩蕩、有超前意識的學者教授。第二類是土豪暴發戶，他們通過「鑽漏洞」撈了不少好處，表現出極其囂張的護黨愛國架勢。事實上他們才是害群之馬，沒原則無底線，諂上欺下，完全為己興風作浪！
時事評論員藍述也談到了中共內部的兩種力量。他表示，中共內部在如何處理政法系造成的危機上，形成了兩個派系。一個是江澤民、羅幹、周永康等一直主張暴力維穩、並殘酷迫害法輪功的這批人，另一批則是胡錦濤、溫家寶、習近平等人，他們不主張繼續暴力維穩、尤其不主張暴力鎮壓法輪功。
藍述：「這些害群之馬應該指在過去10幾年裡面用鐵拳去進行暴力維穩、血腥鎮壓像法輪功這樣良心團體的這麼一批人。」
外界觀察，去年年底以來，前中共中央政法委書記周永康受整肅的傳言一直不停，中共對此既不否認，也不證實，但不斷通過渠道向外媒透露相關最新消息。比如最近的消息就說，周永康之子周斌的貪腐案已經進入司法程序。

Who Is the Horse that Spoils the Whole Herd? Verbal Battles between the “War Hawk” and Public Intellectuals Aroused
At the party’s recent Central Politics and Law Conference,
Xi Jinping, head of the party, firmly stated that
“the horse that spoils the whole herd” must be eliminated.
It is commonly agreed that the evil horses meant by Xi are
Zhou Yongkang and Li Dongsheng.
However, the War Hawk faction took the chance to attack
He Weifang, a well-know public intellectual,
claiming He Weifang as a “bad horse”.
The verbal battles have attracted a lot of online attention.
On January 7 and 8, the party’s Central Politics and Law Conference
was held in Beijing.
Xi Jinping, the party’s General Sectary,
spoke at the conference. He stated that the Politics and Law team
should take responsibility to eliminate corrupt behavior
within the team with strong minds and resolute action.
Later, official media ran articles headlined :
“Xi Will Forcibly Ask to Eliminate the Horse that Spoils the Whole Herd”.
Commentators interpreted Xi’s speech in different ways.
Commentator Lan Shu: “If Xi Jinping meant to point the finger at
someone, it must be Zhou Yongkang.
In past decades, the Politics and Law system
has been maintaining stability with violence.
The damage to society is one reason why the party is facing
potential crisis now.”
The War Hawk faction in China has interpreted Xi’s words
in a special way.
As reported by Voice of America, Dai Xu,
Professor of the National Defense University,
forwarded Xi’s speech to his micro-blog on January 10.
Dai also said on his blog that “He Weifang had suspended his blog.
Did he know the purpose of the conference ahead of time?
I guess he knows what kind of horse he himself is.”
Dai’s words are pretty provoking.
Lan Shu: “In order to attack those who hold different views
or from different groups of interest,
the party’s factions interpret Xi’s words from their own perspective.”
Dai’s commentary caused a lot ripples
and received a lot of online criticism.
Kong Qingdong, also known as “Monk Kong”,
a representative of the leftists, posted in his blog
warning people not to “deliberately misinterpret”.
He Weifang, law school professor of Beijing University, announced
the shut down of his blog before the New Year 2014.
In order to beat back Dai Xu’s attack, Professor He posted again.
He said : I will make an exception by writing a post
and make an exception to support Monk Kong.
We should not only be careful of “deliberate misinterpretation”
but also eliminate the “bad eggs” from the military.
The heated debates have drawn a lot of attention and discussion.
Some internet users think the argument about
“the Horse that Spoils the Whole Herd” is a struggle
between the two forces in China’s society.
Internet users said that China’s society is struggling between
two groups of people. One group is scholars and professors,
full of integrity and great foresight.
The other group is rich rednecks, who got rich via opportunism
and aggressively position themselves as supporters of party
and country. Actually, those rednecks are evil members of the herd.
They don’t hold any moral bottom lines.
They are servile to their superiors and tyrannical to subordinates.
They totally live for themselves and create trouble.
Lan Shu also talked about the two forces within the party.
He said that two factions formed regarding how to deal
with the crisis caused by the Politics and Law system.
One faction are Jiang Zemin, Luo Gan and Zhou Yongkang,
who insist on maintaining stability by violence
and brutally persecuting Falun Gong practitioners.
Another faction are Hu Jintao, Wen Jiabao and Xi Jinping,
who disagree with maintaining stability with violence
and are against the persecution of Falun Gong.
Lan Shu: The evil members of the herd are those
who practiced violence to maintain stability and
cruelly persecuted Falun Gong practitioners
in the past tens of years.
Since the end of 2013, the news that Zhou Yongkang,
former Secretary of the Politics and Law Committee,
is under investigation has never stopped.
This , the party has never denied, nor confirmed.
However, new information has been fed to the foreign media
continuously. For example, the latest news is that the corruption case
against Zhou Bin, son of Zhou Yongkang, is under legal process now.
