【新唐人2014年01月10日訊】中共當局在週三閉幕的中共政法工作會議強調：「要以最堅決的行動掃除政法領域的腐敗現象，堅決清除害群之馬」。有評論認為這是中共發出的震懾周永康黨羽的信號。但有分析指出，政法系統早已從根子爛掉了，目前最關鍵的問題應該是儘快取締政法委，處決手上沾滿鮮血的「江派血債幫」。
中共政法工作會議1月7號至8號在北京召開，中共總書記習近平出席會議並再三強調，要把促進社會公平正義作為核心價值追求；同時他還矢言「要以最堅決的意志、最堅決的行動，掃除政法領域的腐敗現象，堅決清除害群之馬」。
旅美中國社會問題研究人士張健指出，中國社會的矛盾已尖銳到不可調和的地步，中共想藉清除前中共政法委書記周永康的黨羽，來爭取底層民眾的支持，以維持苟延殘喘的中共政權。
旅美中國社會問題研究人士張健：「中國司法領域的公平公正是從來沒有的，中國如果有公平與公正的話，就不會變成當今這樣一個樣子，所有的富人、所有的官兒移民，讓所有的人民在這樣一個環境如此惡劣的地方，可以說是朱門酒肉臭，路有凍死骨的局面下繼續生存。」
媒體分析，周永康在長達15年的政法系統中，以政治局常委的身份掌管中共公、檢、法、國安和武警系統，並把這些系統作為爭權謀私的工具，對外迫害民眾暴力維穩，對內排斥異己、爭權奪利，攜權自重，把政法系統打造成他個人地盤。
同時，周永康還利用超過國防開支的維穩經費，和政法系統大小頭目中飽私囊，並且趁機擴充實力，豢養起一只專吃「維穩飯」的大軍，導致中國社會冤獄叢生，冤民遍地。
中國資深法學專家趙遠明：「現在政法系統等於像官方的土匪一樣，所以老百姓說，現在的土匪不在深山，是在公安、在政法系統，所以說它把政法系統變為個人的權力，把公權做私權用，然後違法執法，這是在中國大面積的，幾乎全中國都是這個現象，所以使得政法系統無公正可言。」
近期有媒體披露說，周永康在遼河油田時期，就已經是腐敗的黑社會頭子，對司法體系毫無保留的褻瀆，不僅法官、警察和檢察官可以用錢收買，周永康還將安全力量變成他自己的秘密軍隊，竊聽，甚至攻擊政敵。
報導還列舉了中共安全部成員被周永康用來竊聽很多中共領導人，而最近落馬的周永康「馬仔」、中共公安部副部長李東生負責收集、準備大量虛假信息，用於攻擊中共高層官員。
去年12月23號，《法國國際廣播電臺》引述消息報導說，中共周永康涉嫌貪腐的金額，高達人民幣1000億元，即使不加上謀殺、政變等罪行，也足以讓他判死刑。消息還說：未來還有更多相關的高官和商人會被捕。
張健：「清算周永康的目地，並非是為了中國老百姓的繁榮富強去努力，而是來源於黨派之間的鬥爭，和他們之間鬥爭的需求，當這個變化和黨內之間派別產生嚴重分歧，因為周永康想使用政變的手段，來推翻習、李政權的時候，那麼對周永康血債幫可以說是下了手了。」
中共「十八大」後，周永康下臺，政法委被降格，周永康的心腹紛紛落馬。
1月9號，有外媒引述消息透露，目前中共高法、安全部和公安部已經有超過30人被捕，其中數人是局級官員。
而政法委向中共高層遞交的報告統計數字顯示：僅中共「十八大」後的3個多月，各級政法委官員被「雙規」、逮捕人數多達453人，還有12名政法高官自殺。
趙遠明指出，周永康在政法系統經營十多年，黨羽眾多，這些人不但貪腐，而且欠下纍纍血債，政法系統早已從根子爛掉了，目前不是清除「害群之馬」的問題，而是應該儘快取締政法委，處決「江派血債幫」的問題。

Xi Jinping Wants To Purge Zhou Yongkang’s Partisans
Upon the conclusion of the Central Politics and Law
Commission conference on Jan. 8 (Wednesday), Chinese
authorities stressed the importance of using firm
measures to eliminate corruption and ‘black sheep’.
Commentators believe this is the Chinese Communist Party’s
(CCP) way of sending a strong signal to Zhou Yongkang allies.
Analysts point out that the political and legal system
is rotten at its core and the most critical issue should be
to effectively ban the Politics and Law Committee
immediately and execute Jiang Zemin faction members.
At the Central Politics and Law Commission conference
held in Beijing on Jan. 7 and 8, CCP General Secretary
Xi Jinping repeatedly reiterated that social fairness
and justice should be promoted as a core value.
He also promised to resolutely eliminate the ‘black sheep’
and corruption with the most determined will.
US China affairs expert Zhang Jian pointed out that the acute
conflict in Chinese society is irreconcilable.
The CCP is taking this opportunity to clean out allies
of Zhou Yongkang, the former general secretary of the CCP
Politics and Law Committee, to win public opinion
and prolong the reign of the Communist regime.
China affairs expert Zhang Jian: “There is no fair and impartial
justice system.
If there was, China wouldn’t be as it is today.
The officials and the upper class immigrate
and leave people to survive under such poor conditions.
While the rich wine and dine the poor freeze to death
on the side of the road."
Media revealed that Zhou Yongkang was in charge
of public security, national security, prosecution, law,
and the armed police system as a CCP Politburo Standing
Committee member for 15 years.
He used these systems as tools for personal gain.
He persecuted people via violent stability maintenance.
He harassed dissidents and struggling for power and money
to transform the political and legal system into his own.
Meanwhile, Zhou Yongkang lined his pockets with stability
maintenance funding and defense spending.
With officials from the top to the bottom he expand his own
strength and control of the military.
The result is a fascicular miscarriage of justice
for people everywhere in China.
Chinese senior legal expert Zhao Yuanming: “The political
and legal system is a bunch of official thugs.
People say the current bandits are not in gangs but in
the public security as well as the political and legal system.
So it’s quite normal to use the political and legal system
for personal power, turn the public right into private rights
with illegal law enforcement in China.
It has spread across nearly the entire country.
The political and legal system lacks all justice."
Recently, a media report revealed that Zhou Yongkang
was an unabashedly corrupt leader in in Liaohe Oilfield.
He not only used money to bribe judges, police
and prosecutors but used security forces as his personal
army to eavesdrop and attack political opponents.
The report also cited sources from the CCP Security
department who assisted Zhou Yongkang in spying
on many Chinese leaders.
The recently sacked Li Dongsheng, Public Security
Vice Minister also known as Zhou’s ‘cowboy’, was in charge
of collecting and preparing a large amount of false
information used to attack CCP senior officials.
On Dec. 23, “Radio France Internationale" quoted sources as
saying the amount Zhou Yongkang allegedly embezzled is as
much as 100 billion yuan, which is enough in itself to receive
the death penalty without murder, coup and other charges.
The source said more senior officials and businessmen
will be arrested in the future.
Zhang Jian: “The purpose of eliminating Zhou Yongkang
is not for the Chinese people but out of the need
for the two political parties to struggle.
Zhou Yongkang wanted to overthrow Xi and Lis regime
in a coup to resolve the changing needs within the party;
his blood faction can be said to have taken action."
After the 18th CCP National Congress, Zhou Yongkang
stepped down, the Politics and Law Committee was
downgraded, Zhou Yongkangs confidants have been sacked
one after another.
On Jan. 9, foreign media revealed that more than 30 people
were arrested from the current Chinese Communist
Supreme Court and the Ministry of Public Security
including several bureau-level officials.
The statistics included in the Politics and Law Committee
report submitted to the CCP leadership show that 453 people
from all levels of the Politics and Law Committee were
detained for interrogation or were arrested and 12 senior
officials committed suicide three months
after the CCP 18th national congress.
Zhao Yuanming pointed out that there is an overabundance
of corrupt Zhou Yongkang partisans in the political
and legal system with blood on their hands from numerous
sordid dealings amassed over the years.
Since the root of the system is rotten and the situation
is dire, the priority is banning the Politics and Law Committee
and executing the Jiang Zemin faction as soon as possible
rather than cleaning out the ‘black sheep’.
