【新唐人2013年12月19日訊】國際人權組織「國際特赦」17號發佈報告，質疑中共當局一個月前宣稱的廢止勞教制度，是換湯不換藥，勞教制度將以其他形式繼續存在。民眾表示，中共宣佈廢止勞教只是迫於輿論壓力，對法輪功的迫害反而更為嚴重。
11月15號，中共十八屆三中全會《決定》出臺，宣佈廢止自1957年開始實施的勞教制度。但中共當局至今仍沒有就如何具體落實這一決定，透露絲毫細節。
12月17號，「國際特赦」組織發表報告，對中共宣稱取消勞教制度的誠意，表示懷疑。
「國際特赦」的報告說，中共當局正在通過「戒毒中心」等「黑監獄」，取代廣受非議的勞教中心，繼續關押不斷增加的上訪者、政治異議人士和法輪功學員。
「國際特赦」指出，如果針對「行使自身權利的個人或團體」的懲罰政策得不到改變，所謂取消勞教制度，只是換湯不換藥。
報告說，在新疆、江蘇、四川、吉林以及其他省區的一批勞教所，已經被重新命名為「戒毒中心」，但它們所從事的工作卻與戒毒幾乎沒有任何關聯。報告強調，這些所謂的「戒毒中心」與過去的勞教所一樣。那裏的人犯可以在不受審判的情況下，被關押數年之久，期間還遭受折磨，並被迫從事苦役。
「國際特赦」引述真實案例指出，全中國各地的法輪功學員被秘密的轉到洗腦班、黑監獄、甚至精神病院，繼續遭受迫害。
據「法輪大法」《明慧網》報導，洗腦班、精神病院、和黑監獄是中共特別製造出來的一種全新的國家暴力手段。在這些封閉的環境，當局採取種種慘無人道的酷刑，或強行向法輪功學員灌輸誣蔑法輪功內容的文字與音像資料，以迫使法輪功學員「轉化」，寫下放棄修煉法輪功的「三書」（保證書）。
法輪功學員朱柯明表示，洗腦班比勞教所更非法、更殘酷。
香港法輪功學員朱柯明：「勞教起碼有個勞教制度，但是洗腦班，連個制度都沒有，但全國各地都在開設著，甚至一個小的單位都有權力開洗腦班，關押的人數比勞教所人數還要多。他不用任何的申請批報，就給你抓進洗腦班，強制轉化你，強制給你施行任何外人都不知道的酷刑，洗腦班比勞教制度嚴重的多。」
朱柯明指出，中共當局之所以廢除勞教，是迫於國內外的輿論壓力。
朱柯明：「一切的措施都是為了維護它自己政權，都是為了躲避、擺脫國內和國際對它的指責和矛盾。一切都是權宜之計，一切都是手段，不是真正的想改好。」
曾經遭受迫害，被關進精神病院長達1個月的法輪功學員李彬表示，當時，如果沒有對法輪功信仰的堅定，她會被逼瘋的。
法輪功學員李彬：「在裡面，被逼著吃不明的藥物，每天都是一把一把的吃，趁你睡覺的時候，電擊你的腦部，讓你失去記憶。我在精神病院大約被關押一個月，出來之後，一片空白，之前學的知識全都忘記了，當時就覺得自己像個廢人一樣。」
李彬指出，中共當局宣佈廢止勞教之後，對法輪功的迫害，反而更嚴重了。
李彬：「勞教制度被廢除，其實就是換湯不換藥，因為很多人，他不被判勞教之後，他竟然還被送去大刑，這是我知道的。就連常人都在說，廢除勞教有甚麼用啊﹗法輪功學員直接送去大刑了，就是比以前迫害更嚴重了。」
時事評論員橫河指出，中共任何一個局部的改變，絕不是讓中國的法治變得更好。
時事評論員橫河：「因為破壞的就是中共自己。你去努力的改變某一個東西，它馬上就有替代品出來，這個層出不窮的，因此，根本的改變，實際上是必須要讓中共解體。」
「國際特赦」呼籲中共當局，立即停止各種形式的任意拘押，並按照國際人權標準依法保障被關押人士。

More Severe Torture in Centers Replacing Abolished Labor Camps.
Amnesty International released a new report on December 17.
The report questioned the Chinese Communist Party’s (CCP)
proposed abolishment of “re-education through labor system".
It considers that this abolition is only cosmetic,
and similar systems will still run in other forms.
Some Chinese citizens commented that the party was
only forced by public outcry to announce the abolition.
It is still widely believed that human rights abuses, such as
the persecution of Falun Gong practitioners, has worsened.
On November 15, the CCP Third Plenary Session
of the 18th Central Committee made a series of rules.
This included abolishing the “reeducation through
labor system", which has existed since 1957.
However, the CCP regime has yet to reveal any
details about how it will implement this proposal.
On December 17, Amnesty International released
a report, in which it questioned how real the CCP
abolition of “reeducation through labor system" was.
The report says that the CCP regime is expanding it’s
use of “black jails", such as enforced drug rehabilitation
clinics to take the place of notorious labor camps.
Petitioners, dissidents and Falun Gong practitioners
continue to be imprisoned in these places.
Amnesty International says that, “there needs
to be a fundamental change in the policies that
are at the root of the repression, and which
strip detainees of their most basic rights".
Otherwise, abolishing labor camps
can only be a cosmetic change.
According to the report, many old labor camps in
Provinces such as Xinjiang, Jiangsu, Sichuan and Jilin
have been re-labeled as “drug rehabilitation centers".
“Most offer very little in the form of drug rehabilitation".
The report stresses that those “centers"
function in the same way as labor camps.
People can be detained for years without charge or trial.
Furthermore, most detainees there are
severely tortured and forced into hard labor.
Amnesty International also quoted real cases of persecution.
They showed that Falun Gong practitioners all over
China were secretly moved to brainwashing centers,
black jails and what are named “mental hospitals".
This is where the persecution is continuing.
According to ‘minghui.org’, brainwashing centers,
mental hospitals and black jails are specifically
prepared places for the CCP to execute state terror.
In those enclosed centers, the CCP
can do any kind of inhuman torture.
For example, they force practitioners to read or
listen to slanderous materials against Falun Gong.
The goal is to “convert their minds", and force them
to sign “guarantees" to give up practicing Falun gong.
Falun Gong ractitioner Zhu Keming suggests brainwashing
centers are more lawless and cruel than labor camps.
Zhu Keming: “At least there is a
system for reeducation through labor.
However, there are no rules at all in brainwashing centers.
They can be found everywhere in China, and even
a very small unit has the power to establish one.
The number of detainees in those
places is more than that in labor camps.
No application or approval is required to imprison anyone.
They will forcibly try to convert your minds or inflict
torture upon you, without it being known by anyone.
Brainwashing centers are indeed
much worse than labor camps."
Zhu Kuming remarks that the CCP abolishing labor camps
is only due to media pressure inside and outside China.
Zhu Keming: “Every measure the
CCP takes is to protect its regime.
Everything is to free itself from criticism by
the Chinese people, and global community.
Everything is a strategy for expedience.
It has no real intention to correct itself."
Another practitioner, Li Bin, was imprisoned
and tortured in a mental hospital for one month.
Li says that without her belief in Falun Gong,
she could have easily been driven mad.
Li Bin: “Every day inside the hospital, I was
forced to take a handful of unknown drugs.
They used electric shocks on your head while
you were asleep, to induce loss of memory.
When I was released after one-month of detention, my
brain was completely blank, and I forgot everything I learned.
At that time, I felt like a disabled person."
Li Bin says that the persecution of Falun Gong
has become worse since the announcement
of abolishing reeducation through labor system.
Li Bin: “The abolition of labor
camps is just a cosmetic change.
To my knowledge, many of us are still imprisoned
and tortured without any forced-labor sentence.
Even ordinary people say it makes no change at all.
Falun Gong practitioners are now
directly kidnapped for torture without trial.
The persecution has become even worse."
Political commentator Heng He says that no matter what
kind of small changes the party makes, they are absolutely
not for making improvements in rule of the law.
Heng He:"The reason is the party
itself is the destroyer of rules.
You try very hard to change a system, but something
will immediately appear to replace the old ones.
This is an endless loop. Therefore, the only
fundamental change is to disintegrate the whole party."
In it’s report, Amnesty International called
on the CCP regime to immediately stop
all types of arbitrary imprisonment.
It called for the protection of detainees’ rights
in accordance with international standards.
