【新唐人2013年11月30日訊】「老有所養」是生活在社會中的每一位公民的基本要求。但是日前,大陸媒體證實,今年在中國已經有3800萬人放棄繳納養老保險,還有一些人中斷了自己的社保繳費,這到底是為了甚麼?請看以下報導。
10月底,中共國務院總理李克強參加一個會議時透露,在參加了城鎮職工養老保險的3億多人中,今年纍計有3800萬人中斷繳納養老保險費用。而9月份,在「2013中國養老金國際研討會」上,「中國人民大學公共管理學院」教授李珍也曾指出,在「人力資源和社會保障部」做的一項調查中,有23%的工作人口中斷了養老保險繳費。
為甚麼會有這麼多人放棄、中斷了養老保險的繳納呢?
山東農村居民田女士:「參加這個保險就是明明是到期了,他也不給你錢,你今天去使(錢)他找這樣的藉口,明天他找那樣的藉口,老是找藉口,所以我們就退,不用他保險了。」
在中共體制下,除了工作單位會為員工繳納一定的保險費用外,個人仍然需要繳納一定數額的費用,對於一些低收入的家庭來講也是不小的數目。
中國金融智庫研究員鞏勝利:「中國的保險和美國、歐洲法治國家的保險都不同,就是個人要交相當一部分,中國的城市人口裡面,有很多生存都困難,他從哪裏來交這份錢呢?生存都沒有辦法進行了,他怎麼拿得出來呀?」
據了解,在中斷保險中,流動性的務工人員佔據了很大比例。按照中共的社保制度,各省之間、和各地之間的養老保險、社保等是無法轉移的,所以,很多外來務工人員回老家,大都選擇了中斷社保。
此外,中共在十八屆三中全會後,推出了延遲退休年齡政策。也就是,男性退休年齡由現在的60歲延遲到65歲。
「北京天則經濟研究所」副所長馮興元認為,因為環境污染嚴重,毒食品也多,很多中國人的健康是靠藥物來維持,如果推遲退休的年齡,很多人擔心自己的身體堅持不到。
北京天則經濟研究所副所長馮興元:「如果提高退休年齡,有些人身體不太好的話,買養老保險就沒有意義,還不如直接花掉,直接自己存在外頭再花掉,因為養老這方面的增值估計也會有限的。」
除此之外,大陸的養老金本身也是問題重重。據「社科院世界社會保障研究中心」主任鄭秉文測算,2001年到2011年間,基本養老金因通貨膨脹「縮水」近6000億元。
中國社科院「世界社保研究中心」此前發佈的《中國養老金髮展報告2012》顯示,截至2011年12月底,中國城鎮職工基本養老保險個人帳戶記帳金額約為2.5萬億元,但實際上帳戶裡坐實的僅有2,703億元,個人帳戶空帳已超兩萬億。
鞏勝利:「像美國的社會保障體系,它是在每一個國民自己的一個賬戶裏面的,但是中國的不同,它叫中國社會保障基金會,錢全部在那裏面,是官方控制的。它對股市做了投資,在其他方面的產業做了投資。進入中國資本股市以後,股市跌掉了三分之二以上,錢都虧進去了。」
中國企業顧問、經濟學者何軍樵在接受美國《希望之聲國際廣播電臺》採訪時表示,中共體制是萬惡的根源,它把百姓的血汗錢侵吞後,現在還想用延遲退休、以房養老等計策,再從人民身上搜刮,如果這種不平等的體制不打破的話,中國人養老金的問題永遠也不可能解決。

Why Do 38 Million Chinese Give Up Their Pension?
Being looked after is a basic requirement for every citizen.
But recently mainland media verified that 38 million
Chinese have discarded pension insurance this year.
Some Chinese stopped their social security contributions.
Why is that? Please see the report.
Chinese premier Li Keqiang said in a conference at the end
of October that 38 million out of the 300 million people who
had old-age insurance for urban workers suspended their
payment this year.
Li Zhen, professor at School of Public Administration, Renmin
University, pointed out at the Sept, 2013 China Pension Forum
that a Human Resources and Social Security survey showed
23% of the workforce stopped paying pension insurance.
Why did so many people discard
or stop paying pension insurance?
Mrs. Tian, rural resident, Shandong Province: “This insurance
doesn’t give you money back when it is the time.
It gives you this and that excuses every time. Thus we give it
up. We don’t buy that insurance any more."
Under the Chinese Communist Party (CCP) system, the work
unit pays part of the pension insurance, and the individual
pays the other part, which is a lot for low income families.
Gong Shengli, a researcher in China Financial Think Tank,
“China’s pension insurance is different from the US and
some Europe countries ruled by law.
Chinese pension insurance requires
individuals to pay a big portion of it."
A large number of urban population have difficulties in living.
Where do they get money for the pension insurance?
How can they afford it when they struggle with living costs?
Accordingly, there is a large portion of mobile staff
in China’s insurance industry.
According to China’s social security system, one can not
transfer pension insurance between provinces.
Thus, many migrant workers discarded their
pension insurances when they move back home.
The CCP’s Third Plenum made the decision of postponing the
age for retirement, meaning males retirement age is postponed
to 65 from 60.
Deputy director of Beijing Unirule Institute of Economics,
Feng Xingyuan, believes that many Chinese rely on medicine
to maintain health because of the heavily polluted environment
and poisoned food.
Feng said if the retirement age is postponed, many people
worry that they can’t live to get the pension.
Feng Xingyuan: “If they raise the retirement age, a pension
won’t be meaningful for many people who’re in bad health.
They’d rather spend the money now or put the money in a
saving account for later, as the raise of pension is very limited."
The pension in Mainland China is full of problems.
According to World Social Security Research Center at
Chinese Academy of Social Sciences, China’s pension
lost 600 billion yuan due to inflation from 2001 to 2011.
Recently published 2012 China Pension Report shows that
the bill of city worker pensions was 2.5 trillion yuan by Dec.
2011, but in fact, the balance was only 270 billion yuan.
Empty individual accounts exceed 2 trillion.
Gong Shengli: “In the United States, every citizen has a
pension account of their own.
But China has a social security foundation that has everyone’s
pension in it, which is controlled by the government.
(The government) invested the money in stocks and real estate.
When the stock market dropped more than ⅔,
the government lost the pension money in it."
Chinese economist and business consultant, He Junqiao, told
Sound of Hope radio station that the CCP system is the root
of all problems.
The CCP embezzled all the money from people, and now it
wants to postpone the retirement age to keep on getting
money from people.
If such an unjust system is not broken, China’s pension
problem will never be solved.
