【新唐人2013年11月08日訊】聯合國人權理事會改選部分理事國,不到一週的時間就要投票選舉了,目前有超過萬名中國人,參與了反對中共成為聯合國人權理事的簽名活動。此外,來自世界各地的簽名已經達到了80多萬,這一活動的發起人之一——美國「哈德遜研究所」研究員韓連朝預計,在聯合國人權理事國選舉前將達到一百萬人次。
設在瑞士日內瓦的「聯合國人權理事會」,11月12號將投票輪選聯合國人權理事會新成員國,目前中共已報名併進入候選名單。外界普遍認為,中共作為人權侵害大國,沒有資格參選,也沒有理由當選,更沒有資格坐在聯合國的殿堂上審議人權議題。
今年9月,海外團體「公民力量」發起了「反對中國再次成為聯合國人權理事會成員國」簽名活動。這一活動的發起人之一——美國「哈德遜研究所」研究員韓連朝表示,目前已經有12000名中國人簽名聲援。
美國「哈德遜研究所」研究員韓連朝:「這個事有兩個簽名,第一個是在中國人和其他少數族群這個圈子裡簽名,現在這個簽名已經是12000名了。除了那個之外,有一個國際性的簽名,是我們和另外一個組織一起合作進行的,這個簽名已經有85萬人參加了,現在這個勢頭還在往上漲,在聯合國投票之前,我們估計可能會突破100萬。」
韓連朝介紹,簽名反對中共成為聯合國人權理事的中國人,大多是人權的受害者、或公眾知識份子、和人權活動家,還有20多位香港立法委員。
曾經坐牢8年的原「中國民主黨全國聯合總部」負責人何德普,也參與了這次的簽名活動。
原「中國民主黨全國聯合總部」負責人何德普:「中國(中共)政府在人權方面肯定是不行,侵犯人權的事太多了,這是毫無疑問的,它(中共)參加聯合國,我認為,還真沒有資格。」
為甚麼中國人權記錄這麼惡劣?
中國媒體人北風:「最主要的原因,當然是權力不受制約,然後,統治集團可以靠它的專制政權,它的專制手段,可以為所慾為。」
5號,一些國際非政府組織在紐約舉行聯合記者會,呼籲國際社會反對中共等一些被認為人權記錄惡劣的極權國家,競選聯合國人權理事會席位。
參加這次會議的北風對《新唐人》表示,他在大陸經歷無數次人權迫害。
北風:「中國在人權方面表現很糟糕,中國現在還存在有大量的人權迫害的案例,至少還有數以百計的人作為政治犯被關在監獄裡,(我)在過去幾年中不斷受到搔擾,或者是曾經被傳喚抄家之類的。國際社會對待中國問題上,應該更謹慎。」
記者會上,總部設在日內瓦的兩個非政府組織——「聯合國觀察(UN Watch) 」、和「人權基金會(Human Rights Foundation)」, 公布了一份評估報告,對相關國家的人權狀況和參選人權理事會的資格做了分析。報告說,中國、古巴、俄羅斯、沙烏地阿拉伯、阿爾及利亞、約旦和越南「不夠格」 。
「聯合國觀察」組織的負責人紐埃爾(Hillel Neuer)說,「中國、古巴、俄羅斯和沙烏地阿拉伯制度性的違反本國公民的人權。」他表示,這些國家對保護其他國家人權的提案,一貫堅持錯誤的投票。
出席紐約這次活動的團體和個人,也向美國駐聯合國大使鮑爾,和歐盟外交政策專員阿什頓,發出請願書,敦促他們反對中共、俄羅斯、古巴、越南、沙烏地阿拉伯和約旦等國,進入聯合國人權理事會。
根據現行規定,聯合國在12號舉行的投票中,中共需要獲得97票才能夠繼續連任聯合國人權理事會成員國。反對者呼籲其他國家正視中國的人權狀況,對北京投出反對票。

Growing Support for Campaign to Stop China Membership of UN Human Rights Council
Elections for membership of United Nations Human
Rights Council (UNHRC) will be held this week.
Running alongside this is a campaign to oppose the
Chinese Communist Party (CCP) gaining membership.
The campaign petition has been signed by
more than 0.8 million people internationally.
More than ten thousand Chinese
citizens also signed the petition.
Han Lianchao is co-founder of the campaign, and
also a researcher at the US-based Hudson Institute.
It is estimated that the number
of signatories will reach 1 million.
The UNHRC is based in Geneva, Switzerland.
The UN General Assembly will elect new
members of the council on November 12.
China is currently an candidate
for election to the UNHRC.
It is widely acknowledged that China has prevalent
human rights abuses, and is not qualified to be
elected to oversea international human rights issues.
In September 2013, the organization Civil Force
launched the petition signatory campaign.
This was to oppose China becoming
an elected member of the UNHRC.
Han Lianchao comments that currently, 12,000
Chinese have added their signatures to the campaign.
Han Lianchao: “The campaign comprises of two sections.
One is signatures from Chinese citizens, including
ethnic minorities, which has now reached 12,000 people.
The second is signatures collected internationally,
jointly conducted by us and another organization.
Currently, there are around 0.85 million signatures.
For the time being, the number of signatures are increasing.
We estimate it will reach one million before the elections."
Han Lianchao also indicated that the Chinese people
who signed are victims of human rights abuses in China.
They are also public intellectuals, human
rights activists, and more than 20 members
of the Legislative Council of Hong Kong.
He Depu, former chief of the China Democracy Party signed.
He Depu was persecuted in a jail in China for eight years.
He Depu: “The CCP has a horrific human rights record,
and human rights abuses continue to prevail in China.
I don’t think China is qualified to be elected for membership."
Why does China have such a bad human rights record?
Beifeng, Chinese journalist: “The key reason
is certainly the issue of unconstrained power.
The ruling classes utilize the autocratic
regime, and use it at their will."
On November 5 in New York, several non-governmental
organizations held a joint press conference.
They were appealing to the international community
to oppose totalitarian countries, with poor human
rights records, to be elected for UNHRC membership.
Beifeng attended the press conference.
He told NTD that he experienced numerous
instances of persecution and human rights violations.
Beifeng: “The Chinese regime performs
very poorly in terms of human rights.
There are a large number of human rights cases now
in China, including hundreds of political prisoners.
My own experiences of relentless harassment,
being extorted, and having ones home ransacked.
The international community should be more
vigilant towards China’s election to the UNHRC."
During the press conference, two non-governmental
organizations, based in Geneva, jointly published a report.
They are UN Watch and Human Rights Foundation.
The report reviewed the human rights status
and qualification for the electoral candidates.
The report concludes that China, Cuba, Russia, Saudi Arabia,
Algeria, Jordan and Vietnam are all illegible for membership.
Hillel Neuer, Chief, UN Watch: “China, Cuba,
Russia and Saudi Arabia infringe the human
rights of their citizens by using their regimes."
Hillel emphasized that these countries always object
motions to protect human rights in other countries.
Organizations and individuals who joined the event
also submitted written appeals to Samantha Power,
the American ambassador to the United Nations.
They also appealed to Catherine Ashton, the
Commissioner for Diplomatic Corps for the EU.
They urged Power and Ashton to oppose China,
Russia, Cuba, Vietnam, Saudi Arabia and
Jordan from attaining membership to the UNHRC.
According to the existing rule, in the vote on November 12,
China need 97 supporters to continue its membership.
Opponents appealed to the international
community to vote to reject the Chinese
regime, because of it’s human rights record.
