【新唐人2013年10月10日訊】總部設在美國的人權機構「公民力量」，上個月發起簽名活動，呼籲：反對中國再次成為聯合國人權理事會成員國。本臺記者採訪了活動發起人及相關人士，一起來看看。
「聯合國人權理事會」設在瑞士日內瓦，今年11月中旬，聯合國大會將投票選出新一屆的人權理事會成員國。目前，中共已經報名進入新成員的候選名單中。
美國「公民力量」組織發起人楊建利，9月下旬在瑞士巴塞爾，發起了「反對中國再次成為聯合國人權理事會成員國」簽名活動，截至目前為止，已經超過3000名來自世界各地的華人參與了簽名活動。
美國公民力量組織負責人楊建利：「在我們的呼籲書中，我們著重的談了中國（中共）政府對法輪功的迫害，同時，我們也向聯合國提出訴求：要求聯合國對長達14年之久的對法輪功的迫害，進行調查，進行系統的調查，而且要公布真相。」
這一活動的另一發起人——美國「哈德遜研究所」研究員韓連朝表示，中國目前的人權狀況非常糟糕，中共在人權記錄上留下了斑斑劣跡。
美國「哈德遜研究所」研究員韓連朝：「他們對法輪功的迫害，恐怕是前所未有的那麼殘酷，他們使用了很多酷刑，在很多大大小小的監獄裡，抓了非常多的法輪功的成員，他們對法輪功的迫害超過了其他任何迫害。」
聯合國大會通過的決議案申明，聯合國大會在選舉人權理事會成員時，應該根據候選國對推動捍衛人權事業的自覺自願程度及貢獻進行投票，並要求人權理事會成員國「秉持崇高標準促進和捍衛人權」。
人們看到，2006年至2012年，中共在擔任聯合國人權理事會成員期間，中國不斷有異議人士被抓、大量的暴力拆遷、土地掠奪、暴力計生、強迫墮胎、黑監獄、非法軟禁、暴力毆打、酷刑、非法限制公民出入境、親屬株連等形式的人權侵犯事件出現。
楊建利：「它（中共）根本沒有在國內維護本國人民的人權，而且成為世界上最大的人權侵害國。中國（中共）政府是沒有資格坐在聯合國人權理事會的殿堂裡邊，一個國家的政府，如果它在本國不能代表自己的人民，它是一個獨裁的政府，它在聯合國的表決代表誰的利益呢？聯合國以及整個國際社會必須考慮和思考這樣的問題」
2011年初，受到埃及和突尼西亞革命的影響，利比亞出現反對卡扎菲統治的示威遊行，並很快轉化為內戰，利比亞的獨裁者卡扎菲採取血腥鎮壓的方式向自己的人民開槍。當卡扎菲屠殺利比亞人民時，曾兩次提到了天安門廣場屠殺是所謂的「偉大作為」，把中共在天安門的屠殺作為他的榜樣。
當年3月1號，聯合國大會通過決議，中止利比亞聯合國人權理事會成員國資格。這是聯大首次中止人權理事會某一成員國的資格。
楊建利：「利比亞政府屠殺自己的人民，利比亞沒有資格坐在聯合國人權理事會的殿堂裡，那麼為甚麼中國（中共）有資格呢﹖」
中共早在1998年10月5號，簽署了聯合國《公民權利和政治權利國際公約》。但是15年來，這個真正能夠為中國人造福的公約根本沒有執行。日前，中國境內一百多名學者、作家、律師和公民，聯名向中國人大常委會發出公開信，呼籲儘快批准這項公約。
旅美中國人權活動人士劉青：中共在人權方面的一些侵犯迫害,是聳人聽聞的, 現在在國際上揭露的中共活摘人體器官,還有殺人販賣屍體,這類的邪惡罪行甚至超過了當年希特勒、法西斯。」
面對這樣一個殘暴的獨裁政權，以及全球華人的呼聲，聯合國將如何抉擇﹖我們拭目以待。

Chinese People Campaign To Oppose China’s Human Rights Council Membership
Civil Force is a human rights organization based in the US.
In September, it launched a signatory event.
The Signatory event opposes Communist China becoming
a member of UN’s Human Rights Council (HRC) again.
NTD interviewed the organizer of the event.
The UN HRC is based in Geneva, Switzerland.
The UN General Assembly will elect new
members of the council in mid-November.
China is currently seeking a seat at the UN HRC.
Yang Jianli, branch manager of Civil Force branch in the US,
staged a signatory event in Basel, Swizerland in late September.
The Signatory campaign is to oppose
China’s membership into the UN HRC.
More than 3,000 Chinese people from different parts
of the world signed their names.
Yang Jianli: “In the petition letter, we stressed the Chinese
Communist Party (CCP) persecution of Falun Gong.
Meanwhile, we urged the UN to systematically investigate
the 14-year long persecution of Falun Gong.
We requested the UN to publicize the truth.”
Han Lianchao, co-founder of the event and researcher
at US-based Hudson Institute, said that China’s current
human rights status is very poor, the CCP left a long list
of human rights violations.
Han Lianchao: “The persecution of Falun Gong practitioners
is unprecedented.
Hundreds of brutal torture methods are being used.
They hold millions of Falun Gong practitioners
in many large and small prisons.
The persecution of Falun Gong is more severe
than any other persecution.”
The UN General Assembly resolution states that members
of the General Assembly shall take into account candidates’
contributions to the promotion and protection
of human rights.
Members of the HRC must uphold the highest standards
in the promotion and protection of human rights.
The people noticed that from 2006 to 2012,
during its HRC membership, the Chinese regime abused
many international human rights treaties by repeatedly
arresting dissidents, forcibly demolishing homes,
seizing lands, forced family planning, forced abortion,
holding innocent people in black jails, illegally placing
citizens under surveillance, beating and torturing,
illegally preventing citizens from going abroad,
implicating relatives, and so on.
Yang Jianli: “The CCP didn’t respect its own people’s
human rights, instead, it became the worst human rights
abuser in the world.
The Chinese regime is not qualified to take a seat in HRC.
If a country can’t represent its own people,
it is an authoritarian regime.
Whose interests doest it present at the UN voting?
The UN and international society must consider this problem.”
In early 2011, influenced by Egypt and Tunisia’s revolutions,
Libyans held protest against dictator Gaddafi.
The protest quickly turned into a civil war.
Gaddafi chose to kill its own people
to crack down on the protest.
When he killed its civilians, he twice mentioned
that the Tiananmen Massacre was a “great act.”
The CCP’s Tiananmen Massacre became his model.
On March 1, 2011, the UN General Assembly resolution
removed Libya from HRC.
This was the first time that the UN
suspended a member from the HRC.
Yang Jianli: “Libyan regime killed its own innocent people,
thus Libya was disqualified from HRC.
However, why should the Chinese regime be qualified
for a seat in the HRC?”
On Oct. 5, 1998, the CCP signed the International
Convention of Civil and Political Rights.
It was signed 15 years ago, but the CCP hasn’t ratified it.
Recently, more than 100 Chinese scholars, writers,
and lawyers jointly penned an open letter
to the CCP Standing Committee.
The letter urges the regime to ratify
the international convention immediately.
Liu Qing, US-based activist: “The CCP violation
of human rights is sensational.
Now the world exposed the CCP’s involvement in live organ
harvesting of Falun Gong practitioners, and trafficking their
human bodies, these evil crimes the CCP committed
are worse than Hitler and Fascist’s crimes in the past.”
Facing such a brutal dictatorship and the voice
of Chinese people all over the world, what will
the UN choose?
Only time can tell.
